Zimmerman, Acting Planning Director STAFF MEMBERS Present: Helen Herrmann FINAL MAPS The Commission.considered the final map of Tract 622E Tract 6228, being a proposed.subd:i.vision of. a Portion of Blocks 93 and 96 of Irvine's Subdivision consisting of 43.36 acres divided • into 1-05 lots located north of 5th Avenue and easterly of Marguerite extended (Harbor . View Hills Area), and recommended approval subject to the conditions as. listed below for Tract 6229, and subject to the additional condition that Lot 105 be designated with a Motion x letter designation rather than a numeral. Second x All Ayes Tract,6229 The Commission cons'idered the final map of Tract 6229, being a proposed.subdivision of a Portion of Block 96 of Irvine's Subdivision consisting of 2.07 acres divided into 6 lots located north of 5th Avenue and easterly of Marguerite extended (Harbor View Hills Area.), and recommended approval, subject to the Motion x following conditions: Second x All Ayes Conditions, Tracts.62.28 and 6229 1. That all improvements be constructed as required by ordinance and the Public Works Department. 2. That Section 9253.21 of the.Subdivision • Ordinance regarding map scale be waived provided maps drawn accurately to a scale of 1" = 100' are furnished the Public Works Department. 3. That all grading be in accordance with Page 1. CITY OF NEWPORT BEACH August 4, 11966 a grading plan and report approved by the Public Works Director and a quali- fied Soils Engineer.. Upon completion of the grading, the Soils Engineer shal certify that the grading has been com- pleted according to the plan and the Grading Ordinance. A reproducible copy of the grading plan on a standard size sheet shall be furnished to the Public Works Department. 4. That the water system be connected to the 2500 GPM Big Canyon Pump Station with a line of 12" minimum diameter. 5. That capacity rights equal to one max- imum day's demand in San Joaquin Reser- voir be deeded to the City. 6. That the developer pay his share of the cost of the Master Plan Zone III water facilities. • 7. That water system facilities conform to the Zone III Master Plan. 8. That Marguerite be improved, between 5th Avenue and the tract boundary. 9. That access rights to Marguerite be dedicated. (Adj.acent to.tbe tract.) 10. That the requirement of Section 9254.13 for 7% maximum grades be waived to permit 10% grades on Surfview Lane and Tiller Way, and that the requirement of Section 9254.14 for a 40 foot wide paved section and 60 foot wide right - of -way be waived for the interior cul- de -sacs and short loop streets to permit widths of 36 feet on 56 feet. 11. That location of the sidewalk adjacent to the curb be approved.on streets where lots do not take direct access, with the width to be-increased by one foot. • 12. That the width of Harbor.View Drive be established as approved by the Public Works Department to conform to the widt of Harbor View Dam. Page 2. AMENDMENTS Planning Commission Amendment No. 223 which A -223 proposes to amend Districting Map No. 9 of Article IX of the Newport "Beach Municipal Code in order to add the " -H'" factor (off- street parking) to tots 10, 11 and "12,.Block 219, Sec- tion A, Newport Beach Tract and a Portion of Section 33, Township 6 South, Range 10 West, of the San Bernardino Meridian, located at 221, 223 and 225 - 19th Street, Newport Beach, was recommended to the City Council for approval. Motion x Second x All Ayes COMMUNICATIONS At the request of the Irvine Company, Chairman 1. Curtis directed that Use Permit No. 962 which permits signs at the following locations, be held over until August 18, 1966. 250' east of Jamboree Rd., north side of Coast Highway. • 250' west of Jamboree Rd., south side of Coast Highway North side of Palisades Rd., opposite Jamboree Road. The Commission considered a request dated July 18, 1966 signed by Mr. Vic Wilson, request- ing an.extension of Use Permit No..1149 which permits outdoor motorcycle display at 4625 W. Coast Highway, Newport Beach; the.Assistant City Attorney was directed to make an investiga- tion to determine whether any complaints or citations had been issued to the applicant as - a result of the operation of the rental facility as well as a report on citations and complaints issued to operators of motor bikes in the City within the past six months. The Planning staff Motion x was directed to notify the applicant to be Second x present at the meeting on August 18, 1966, at All Ayes which time this matter would again be considered. Commissioner Rea made a progress report con- cerning the "Off- Street Parking Committee in Commercial Districts ". She stated "that re- search was continuing and that members of the • City Council had expressed an interest in an early solution to the parking problem. Mrs. Rea indicated that a letter of condolence had been written to Mrs. Rudd expressing sym- pathy in the recent death of her husband. Mr. C. B. Rudd was member of the Planning Commis- sion from June 17, 1946 until June 30, 1962. On motion of Commissioner Rea, seconded by Commissioner Clark, and carried, the meeting was adjourned.
