Robert Shelton, 4600 Dorchester Road, appeared before the Commission and requested the opportuni to comment or answer questions after others have had an opportunity to speak. John Wills, Vice President of the Community Association for Cameo Highlands /Cameo Shores, appeared before the Commission and advised they had met and that the Board of Directors generally approved the resubdivision and rezoning and . encouraged Mr. Shelton to join the Association in order that the architectural features.of the development could be reviewed by the community association. The offsite parking spaces will not create undue traffic hazards in the surrounding area In fact, the proposed parking layout of the subject parking lot will create better vehicul maneuverability and automobile storage than n exists. 3: The commercial site and the offsite parking 1 are in the same ownership. 4. The City Traffic Engineer has no objections with the offsite parking arrangement. and approved the offsite parking agreement, subje to the following conditions: 1. That an offsite parking agreement shall be approved by the City Council, guaranteeing that a minimum of 15 parking spaces shall be provided on Lots 29 and 31, Block 239, Corona del Mar, for the duration of the proposed expanded commercial building located at 3331 and 3337 East Coast Highway. 2. However, he requestE that the restaurant be allowed to open at 4:30 P. instead of 5:00 P.M. Monday through Friday. Plar ning Commission discussed the hours of operation for'Saturday.and Sunday and it was suggested that 8:00 A.M. to 2:00 A.M. be permitted. Mr. Minney reviewed the plans and elevations with the Plannl Commission. There being no others desiring to appear and be heard, the public discussion was closed. Staff pointed out that the development would actually reduce the number of permitted units, thereby reducing the intensity and traffic congestion. . Jim.Plou appeared before the Commission and advis that the only portion of the building . which woulc encroach into the height limit was a..stairway roc and the encroachment into the setback consisted c an open stairway. Barbara Bolton, 208 20th Street, appeared before. the Commission in opposition to the height and setback encroachments. Jim Huntsman, 709 Wasco, Anaheim, one of the pro- perty owners, appeared before the Commission and felt that the proposed development would be a great.improvement both as to appearance and park! over that which presently exists. There being no others desiring to appear and be heard, the public hearings were.closed. Commissioner Balalis commended the applicant on the proposed development and felt there must be some confusion on the part of those opposed to ti project since the number of units were..actually reduced by three over that which could presently be constructed. He also commented on the height and setback encroachments which he felt were min( in nature. Furthermore, open space in exce of Ordinance requirements are proposed along the front and side yards of the property. 4. The proposed flat roofs over the stairwells adjacent to pitched roofs over the main port! of the structures will result in a more desirable architectural treatment of the building and a stronger and more appealing visual character of the area than is require( by the basic height limit. • 5.
