due to a lack of quorum of Planning Commissioners,
which attended that meeting.
On motion of Commissioner Glass, seconded by Commis-
sioner Hazewinkel,.and carried; the minutes of
July 15, 1971 were approved as written. Commissioner:
Adkinson.abstained from voting as he was absent
at that meeting.

Senior Planner Nuzum reviewed this proposed ordin-
ance with the Commission and explained the propose
changes.

Following a general discussion, the ordinance was
recommended to the City Council for approval with

Section 20.38.030(i) amended to include the word
"gross" as follows:
Section 20.38;030(i) Clinics: One parking space
for each 250 square feet of.9ross floor area, plus
one additional space for each d_octor and one for
each employee.
Section 20.40.030(h) amended to include the word
"gross ".as follows:
Section 20.40.030(h) Clinics: One parking space
for each 250 square feet of gross floor .area, plus.
one additional space for each doctor and one for
each employee.
Section 20:38.035 pertaining to parking pools for
1501 spaces and over which now reads "one space
for each 280 square feet of net floor area....."
amended to read "one space for each 285 square
feet of net floor area..... ".
Commissioner Hazewinkel stepped down during the dis-
cussion of Items.3 through ,7 in order to avoid a,
conflict of interest.
Items 3 through 7 were discussed simultaneously as
the requests are identical for lots in Block 200
of Newport Center.

for the granting of a variances Acting Community
Development Director Hewi.ck•er reminded the.Commis-
si.on that the previDUS action on the off: street
parking standards was a recommendation to the City
Council and would require.Council approval and that
the earliest date the Council could .act was September
13th and that the ordinance would not become effect

ive for thirty days thereafter,
Mr: John Hooten represented the applicants and

stated he would not repeat the testimony given at
the previous hearings, however, the applicants, are.
still of th.e opinion that their requests are not
inconsistent :with -.the requirements for the granting
of a,variance. He stated further that -.if the new
ordinance does not become effective, the Irvine
Company will allocate the necessary spaces in:the
remaining lots of Block 200.
Mr. Claude Keyzers, Manager of Commercial.Leasing
for the Irvine Company addressed the Commission.and
stated that the conversation between himself and
Mr, Hooten had been misinterpreted and that the
maximum amount of extra spaces they could..provide
in Block 200 was 15:
There.was a:.lengthy discussion regarding these
applications during which it was pointed out that
the.plans for some.of the buildings are in plan
check; however., -it was the consensus of opinion;

1005 (Lot 2) was present and stated he would appre-
ciate.action on his application this evening; how-
ever, upon being advised that the application would
be acted upon under the terms-of-the old ordinance,
he agreed to -the continuance until September 16th:

to the present ordinance..

and stated that they felt if they are required to
dedicate 16 feet for the widening,of Irvine.Avenue
and to put.•in..a storm drain „ a lot,width of 68.2
feet and a lot area of 9207 sq.ft. should be
allowed.

1971 had been received from George Rager requesting
a reduction in parking from 20 spaces to 17 spaces
as required under -Use Permit No. 1460 approved on
December 18, 1969 for the "Beach Ball Restaurant"
located at 2116 West Ocean Front, Newport Beach.
It was the opinion of the Commission that local

citizens might be interested in this matter and
that a formal request should be filed and a
public hearing held. Staff was instructed to so
