VARIANCE Request for reduction in required off - street NT 97T_ parking spaces from three spaces per 1000 sq.f . to one space per employee. WITHDRAWN Location: Lot.2, Tract 6680, located at 1001 Camelback Street, on the southeasterly corner of Jamboree Road and Camelback Street. Zone: P -C Applicant: Flourocarbon Company, Anaheim Owner: Same as applicant Planning Director Wilson read into the record a letter from Peter Churm, President of flourocarbon Company,advising that additional land had been acquired from the Irvine Company; making the variance unnecessary. The Commission expressed concern regarding the zero side yard setbacks on two of the buildings, which might create a problem if the buildings were not constructed simultaneously. After discussion, the four variances were Motion x approved, subject to the following conditions: Second x All Ayes, 1. A plot plan to be filed with the Planning Department, as part of the . application for each of the four variances, showing the setbacks and building locations of each of the separate buildings. A 3 foot chain link fence is to be erected around the perimeter of the property except for driveway access to Coast Highway. 8. The landscaping shall be watered and otherwise maintained in a professional manner. 9. The entire parking lot shall be made usable, either by creation of an access way between the two parts or by providing driveway access to West Coast Highway. 10. If an additional driveway is not opened onto West Coast Highway, then the three foot perimeter fence shall completely enclose the parking lot at the easterly end of the building. • Page 6. The existing 24" diameter water main shall be relocated outside the lines of any proposed buildings, and an easement at least 15 feet in width shall be provided. The location will be subject to the approval of the Public Works Department. 2. A storm drain shall be constructed along the westerly edge of the property in the existing gully; the design of the drain to be subject to the approval of the Public Works Department. This requirement may be waived if the grading plan is such as to eliminate the need for an underground drain. 3. A total of 72 feet of right -of -way east of Placentia Avenue and 60 feet west of Placentia Avenue shall be dedicated to the City on Hospital Road, and any • necessary slope easements provided. 4. Sidewalk and street lights shall be installed along the southerly side of Hospital Road for its entire length. 5. The developer shall construct full public improvements for Hospital Road west of Placentia Avenue. 6. All grading shall be in accordance with a grading plan approved by the Public Works Director and a qualified Soils Engineer. Upon completion of the grading, the Soils Engineer shall certify that the grading has been completed according to the -plan and the grading ordinance. A reproducible copy of the grading plan on a standard size sheet shall be furnished to the Public Works Department. 7. Access to Hospital Road shall be subject to the approval of the City Traffic Engineer. • 8. Landscaping plans, including provisions for sprinkler systems and the location and height of all required and.proposed walls, shall be in substantial con- Page 9. All signs proposed for this facility shall be in conformance with the Zoning Regulations and subject to the approval of the Planning Director. 10. At the time application is made for a building permit, written proof shall be submitted that the appropriate state agencies have approved the structures proposed to be used, and specifying the maximum number of beds for which a license will be issued by such agency. 11. The Planning Commission shall reserve the right, without necessity of further hearing, to make minor modifications of any of the foregoing conditions if such • modifications will achieve substantially the same results and will in no way be detrimental to adjacent properties and improvements than will the strict com- pliance of said conditions. Mr. James Taylor of the Irvine Company addressed the Commission regarding the plans for this site and stated that it is anticipated that between a minimum of 55 to a maximum of 75 units can be built on the property. Mr. H. W. Linton of 519 Vista Flora, President of the homeowner's association of the Bluffs addressed the Commission in opposition to the application based on the density and the possible use of the common areas by the people who would live in the apartments. After considerable discussion, the application was denied on the grounds that the original Motion x home buyers had been assured that this site . Second x would not be developed as apartments.
