THE NEWPORT BEACH CITY PLANNING COMMISSION met in special session on Wed. eve. A> .
120 1942 for the purpose of discussing and taking action on the applioatioi of
' the WEST COAST PACKING CORPORATIONes application.

In the absence of the Chairman, Cam. Patterson moved that Cam. Johnson act ms
Chairman- Protem which motion Com. Nelson seconded. Motion carried. So ordered.
Com, Johnson explained that the meeting was called to disease the matter of the iPPLICATION

Cam. Patterson inquired of Com. Findlay what construction the building was to
be. Cam. Findlay advised it would be stucco. Cam. Johnson inquired the height of
the bldg. and was told at the highest point, 221, a little higher than the pros- i
amt bldg. Cam. Findlay advised that 1260 sq. ft. would be added to the.present spice
the floor being concrete.
Seat' Seeger stated he regretted the matter had came before the Commission now
in view of the recent very decisive action taken regarding another cannery and
that he did not see how the Commission would reconcile itself by favoring the
application. He stated it is the intent of the ordinance that am conforming ele-
ments ruin in their present condition until these can no longer be used as, such
and so, cease to exist. He said if this application is granted, similar requests
by other canneries would be made and their existence prolonged in the community.
Cam. Patterson said that despite the general adverse feeling of the
people of the community at the time the ordinance was adopted regarding 3'local j
canneries there had been a tendency by people who opposed the canneries, to let
them alone provided they were kept clean. At the time the ordinance was adopted
the canneries were flyby -night cohcerns and people now feel that these 3 canner -i
ies have been running at a profit and are an established business. In conclusion j
he said if aggthtag were done, it should be to improve the surroundings and;then
sW oandiagrpropero owners would not desire the enforcement of the ordinance to
the exclusion of the canneries.
Com. Finch inquired the lifetime of the present buildings without improvement.
In answering this, Cam. Patterson said the pilings would be first to deteriorate
and providing these were replaced, they would last some time and since the ordi-
nance does not prohibit repairs,, there is nothing to stop repairing the buildings;
indefinitely. I
Chr. Johnson advised the ordinance clearly stated that one doing business in a=
non conforming element may extend to the fall Capacity of that building. He
said favorable action on the application would encourage the rebuilding and em- j
larging of the canneries. Cast. Findlay stated he would not Moe to see the terra
torial boundaries of the canneries extended. Cum.. Patterson thought that bong
on a narrow channel, the canneries are limited as to their capacity, adding: that
the building permits allow them to go out to their line. With the added storage
space, Ike thought, the buildings could be kept cleaner and less objectionable.

After further discussion on.the matter, Cam. Patterson moved the .adoption of
Resolution No. 202 recommending to the City Council that the West Coast Packing .j

Corporation be granted a conditional permit to reconstruct and remodel the buildr

ion _and that the same be transmitted to the City Council by the Secretary end
