The Newport Beach City Planning Commission held a regular meeting on
Thursday, August 151 1946 at 7:30 pm in the Council Chamber, City H-
all, Newport Beach, with ,Chairman Allen presiding.
Commissioners present: Allen, Baltz, Copelin, Ellerbroek, Longmoor, ROLL CALL
and Rudd.
COMMISSIONERS ABSENT: Johnson, Pleger, and White.
Also present were City Engineer J. B. Webb, and City Building Inspec-
tor A. N. Nelson.
Commissioner Copelin made the motion seconded by Commissioner Rudd MINUTES
that the minutes of the July 19, 1946 meeting be approved as read.
Motion carried and so ordered.
Secretary Ellerbroek read a communication from Mrs. Gertrude Leuschen,

requesting the use of her property at 1304 Balboa Avenue, Balboa Is-
land for business explaining that the rear of the property across the
street is a dental office, that on the same side of the street, front-
ing on Marine Avenue is a service station and an ice machine business,
and that just across the alley is a "fish eating place." In as much as
the letter was not a proper application, and no filing fee included,
the secretary was instructed to notify Mrs. Leuschen to make a proper
application for rezoning of her property if she desired such action.
Also read by Secretary Ellerbroek was an application from Thurloe J.
Straley and Stella 0. Straley for "variance in existing building set-
back requirements be allowed, in order that this property may be used
as a residential building site ", for Lots, 1, 2, 3, and 4. Block 337,
Canal Section, by removing.setback requirements of thirty feet to the
southwesterly property line; imposing a new thirty feet setback line on
the northeasterly line; and granting an easement to the City of New-
port Beach for the northwesterly three feet of Lot 4 for public utili-
ties; and costs of said installation to be paid by the property own-
ers. The application further stated that the owner of the southwest-
erly thirty feet of the northeasterly seventy feet are willing to
grant the said easement covering that portion of Lot 4 owned by her.
The matter had been referred by the City Council, but was not adver-
tised for public hearing as the opinion of City Attorney Roland Thomp-
son considered or granted until after action had been taken on the
easement. Earl Stanley was present, as was Mr. Straley who both argu-
ed for action on the application as presented,.however the Commission
advised Mr. Straley to reapply in the proper manner.
Secretary Ellerbroek also read a letter from Mrs. F. H. Andrews, 575
Lincoln Avenue, Pomona, which stated in effect that she wanted to
make three lots out of two (Lots 3 and 4 on 39th Street) for a propos-
ed subdivision; that a house is already built on the rear and that it
is twelve feet from the proposed line. Mrs. Andrews stated that she
would come to the office of the Building Inspector for the views of
the Commission on the matter,..Therefore, Mr. Nelson was instructed to
get more complete information from Mrs. Andrews and to advise her to
make proper application if any ection were required.
The applications of both Ida Naylor and Claud Sweetman for rezonings,PUBLIC HEARINGS
' tabled-from the meeting of July 19, 1946, for further ;;tudy and final
action, were handled by a motion made by Commissioner Longmoor, sec-
onded by Commissioner Baltz that they be tabled to the next regular
meeting. Motion carried and so ordered.
Public hearing upon the matter of the application of C. S. Rasmussen ROLL CALL VOTE
for a fifty percent setback variance for Lot 9, Block 2, Tract 919,

Newport Heights, was declared, same having been duly filed and adver-
tised. After careful consideration, with no objective heard or re-
ceived, Commissioner Rudd made the motion, seconded by Commissioner
Copelin that the application be approved., and a resolution to this
effect be forwarded to the City Council for action.
Ayes: Allen, Baltz, Copelin, Ellerbroek, Longmoor, Rudd.
Noes: None. Motion carried and so ordered.
Public hearing upon the matter of the application of W. G. Cartter,
for rezoning from R -3 to C -2 of Lots 16, 18, 20, and 22, Corona del
Mar. The application was duly filed and advertised, and this the
first hearing was passed .to. second hearing by motion made by Comm-
issioner Baltz and seconded by Commissioner Ellerbroek, and carried.
Chairman Allen appointed a committee of Commissioners Baltz, Copelin,
Rudd, and Ellerbroek to investigate the property in question.

ad to the Commission on the meeting held August 8, 1946 of the Mas-
ter Plan Committee, consisting of Commissioners Longmoor, Ellerbroek,
Pleger, White, and also J. B. Webb, and A. M. Nelson, present --Com-
missioner John Allen, absent. Commissioner Longmoor's report is
quoted: "Mr. Longmoor, chairman conducted the meeting and opened
the discussion by advising the Committee that a search of the files
of the Planning Commission had been made for data so far compiled on
the Master Plan. Except -for ® map of the City of Newport Beach show-
ing the Master Highways, no data or plans could be found. Therefore
it would be necessary for this Committee to begin anew the work of
developing a.Master Plan for.the City. To initiate the work of the
Committee, the following outline of projects was suggested as a basis
for its program of works:
1. Streets-- v:ithin the City.
2. Highways -- outside the City.
3. Review of the zoning plan of the City.
4. Set up requirements for subdivisions within the City and
those to be annexed to the City:
a. Requirements for parks.
b. Streets (widths and designs)
c. Sewers.
d. Lot areas (minimum requirements)
5. Beautification of the City:
a. Ocean frontage..
b. Other water frontages.
c. City in general.
The Committee discussed And took action on the following subjects:
a. Central Avenue.
Pair. Webb submitted a map showing one of the plans for
widening and rereuting of Central Avenue and Coast
Blvd. Mr. Webb informed the Committee that the City
officials expected to hold a conference with the
officials of the Pacific Electric. Railway Company short-
ly. It was agreed that not much could be done on this
matter until the right�of -way matter was more definite-
ly worked out with the Pacific Electric Railway Com-
pany. Therefore this matter was held over until a later
meeting.
b. Ocean frontage at Balboa and Ocean frontage between Balboa
and Newport Beach Piers.
The traffic and parking problem along Central Avenue in-
to Balboa is acute and will continue to be so unless
some long range plan is formulated to afford relief.

Some ideas were suggested and it was decided to explore
the problem. The chairman appointed the following com-
mittees.
1. Committee to explore the parking problem and
Ocean Beach development for recreation pur-
poses: Ellerbroek, Pleger, White and Webb.
2. Longmoor is to obtain legal data on the ideas
suggested and obtain data from other cities,
particularly in Florida as to how they have
handled V-..e parking problem along the Ocean
Beach areas.
c. Requirements for new subdivisions:
In view of the fact that Mr. Ellerbroek and Mr. Webb
have started studies on this subject, they were app-
ointed as a committee to continue the work and to make
recommendations.
d. At the last meeting of the Planning Commission, the matter
of height of buildings was discussed as a result of a re-
quest for a change on Balboa Island. It was decided that
this matter should be explored and the following committee
was appointed to make a study of the matter: Ellerbroek,
Allen, and Nelson.
3. The Committee deemed it advisable to ask the Chairman o°
the Planning Commission to take steps to secure the sere
vices of s Planning Consultant to advise on the problems
that are facing the Planning Commission.
Mr. Webb was asked to supply each of the members with a map of the
' City showing the streets that are designated as t.laster Highways.
Since the meeting of this Committee, a copy of the Anaheim Communi-
ty Planning Project has been received and it Is attached to these
minutes for file information.
The Committee adjourned to meet again at the call of the Chairman.
After Commissioner Longmoor's discussion of the report Chairman Allen
stated that the services of Mr. Harry E. Terrill as Planning Con-
sultant had been arranged for consultation as required by the Com-
mission.
Mr. W. Cloyd Snyder, owner of Lot 40, Block A, Tract 673, Corona del
Mar was present for the meeting and requested a review of his letter
to the Commission of Jlzly 6, 1946, wherein he had requested an ex-
planation of the matter of an application of his for a change of set-
back requirements for the above mentioned lot, which after consider-
ation by the Commission at Public Hearing was denied. While now a
neighbor of his, t7o lots north of the lot in question, is apparent-
ly being permitted to build upon a modification of the setback res-
trie'�ions. The Commission explained to Mr. Snyder that his applic-
ation had been denied due tc.the fact that the change of setback
was not necessary ^s there is suf °icient lot area for building re-
quirements without it, whereas the neighbor's lot is of such nature
and topography that in accordance with City zoning Ordinance No. 525
he is pernitted to build his garage out to the street line (Section
10, (c) Area Exceptions 8 (b)). Following a discussion of the mat -
ter Chairman Allen requested the same committee of Commissioners
Baltz, Copelin, Rudd, and Ellerbroek to make a careful study of the

plans, as submitted, snowing the tentative plans and sketches for
the proposed State Park tc be known as the Corona del Mar Memorial
Park, be recommen<'Ed to the City Council for approval, and that the
City Engineering Department be instructed to prepare estimates of the
costs.
