Warner Helen Herrmann Due to the absence of Chairman Curtis, the meeting was conducted by 1st Vice Chairman Jakosky. MINUTES The Minutes of the meeting of August 1, 1968 .were approved on motion of Commissioner Watson . seconded by Commissioner Clemence, and carried. AMENDMENT The Commission considered Amendment No. 247 A -247 which proposes to amend Titles 15, 19,.and 20 APPROVED of the Newport Beach Municipal Code relating t administrative fees for signs, subdivisions and zoning applications as initiated by City Council Resolution No. 6801. Resolution 6801 was amended by fixing a fee Motion x of $750.00 for paragraphs 6 and 7 pertaining tc Second x Planned Residential Developments and Planned All Aye Community Districts. Resolution 6801 was approved as amended and Motion x recommended to the City Council for adoption. Second x All Aye . Mr. Lisle Miller was present at the meeting. Mr. Duncan Stewart, a friend of Mrs. Malcomson who resides at 323 Jasmine Avenue, addressed the Commission. After considerable discussion the Commission Motion x determined that the requested variance was not Second x appropriate because of the size and bulk of the All Ayes building and its closeness to the right-of-way of*Bayside Drive; therefore the application was denied. The applicant questioned his using the previous- ly approved plan with changes in the exterior elevations. The Commission felt that minor .changes and.refinements to the plans would be reasonable able as long as they were "substantially the same" as the approved plan. The Planning Director would make the determination. Mr. Axup was present at the meeting- After -a discussion, the Commission took the following action: Motion X Second x 1. That the request for side yard en- All Ayes* croachment be denied. 2. Zone M -1 Applicants request approval to operate a NTIL EPT. 5 "Food to Go" restaurant in the M -1 zone. Mr..Horany and Mr. Abraham were present at the meeting. • The application was continued until September Motion x 5, 1968 in order to give the applicants an Second x opportunity to work out some solution to the All Ayes parking problem. OMMUNICA TONS The Commission considered a' request from Harry 1. Underwood for an extension of Use Permit 1247 which permits on -sale beer at 6450 -70 West Coast Highway (The.Other Place). After a discussion with reference to a police report that the present owner stays open until at least 2:00 A.M. in violation of a condition of approval that the bar close at midnight, and other minor problems, the time extension Motion X. was approved until September 5, 1968. The Second x' ` staff was instructed to get clarification from All Ayes the Police. Department whether problems associa- ted with this use occurred with the present or previous owner and to report on September 5. Shannep for'.an extension of Use Permit No. 1296 which permits a mobile marine repair shop at 2244 West Coast'Highway and Motion x granted a one year extension. Second All Ayes On motion of Commissioner Clemence, seconded by Commissioner Watson, and carried, the meet- ing was adjourned until September 5, 1968 at 8:00 P.M. in the City Council Chambers. 6 Ray Y.
