Planning Commission reviewed with the Staff the
above requests and discussed which portion of the
property covered the reclassification and which
portion reflected the resubdivision.
Don Corvin of Morris & Lohrbach, Architects,
appeared before the Planning Commission in response
to questions relative to the acreage involved in
each parcel, easements on the property, and a
general review of the project.
Public hearing was opened in connection with this
matter and Bob McLain of McLain Development Company
appeared before the Planning Commission on behalf
of the applicant.
Larry Moore, General Planning Administrator with
The Irvine Company appeared before the Planning
Commission. He stated that no.access to the bay
was planned for anyone other than the tenants. He
reviewed other pedestrian walkway in the immediate
area which provided access to the water and commented
on the problems involved if a walkway were placed
along Promontory Bay Channel. He also commented on
the density increase by the addition of 14 dwelling
units, the additional amount of traffic being
generated and the fact that more traffic would be
created should the property be developed for
commercial purposes and for parking although at
different times of the day than for residential

development. He also stated that commercial
development would not be compatible with the quiet
residential area; the number of boat slips would
be increased but there would be a change in the
persons using the slips; public boat slips should
be maintained by.the public and not The :Irvine
Company; from a compatibility and economic point 'o
view, a public parking lot would not be feasible;
and.believes the entire project is very reasonable.
Don Corvin of Morris & Lohrbach, Architects appeared
before the Planning Commission and explained the
location of the various structures and answered
questions relative to the setbacks.
Larry Miller, resident of Sylvia Lane, Newport
Beach, appeared before.the Planning Commission and
commented on the possible problem of tenants'
friends using some of the boat slips and the
parking problem which may be created.
There being no others desiring to appear and be

heard, the public hearing was closed.
Planning Commission discussed traffic, incompatibility
of commercial and public parking, public access to
the water, setbacks on the two channels and along
Bayside Driye, and the Negative Declaration.
An unidentified man appeared before the Planning
Commission in opposition to boat slips because of
pollution to the bay.

the project following which a motion was made to
recommend to the City Council that Amendment No.
380 be approved.
Planning Commission discussed the text of the
Negative Declaration and re- wording of same.

accepted because there are impacts on possible
public access to the water.
2. That until the impacts are resolved to the

10. That all existing structures shall maintain
the required setbacks and building separations.
11. That the developer shall be responsible for.
all precautionary actions necessary to protect
the quality of the waters of the Bay during
excavation and construction operations and
