HomeMy WebLinkAbout08/17/19441.79 The Newport Beach City Planning Commission held a regular meeting on Aug - not 17, 1944, at 7:30 p.m., in the Council Chamber, City Hall, Newport Beech, California. Chairman pro -tem Marcus Johnson presided. ' ROLL CALL Commissioners present: Nelson Allen, Patterson, Johnson and Seeger. Commissioners absent: Baltz, bell, Hopkins, and Campbell. The meeting was called to order by secretary Seeger, who read the follow- ing telegram from Chairman Hopkins "Request be excused tonight busy on food front returning late neat week." The Secretary announced that it would be necessary to elect a Chairman pro -tem, whereupon Commissioner Patterson nominated Commissioner Jolmson, who was elected. The minutes of the meting of July 20, 1944, were approved, and the min- utes of the.meeting.,of August 3, 19440 as corrected, were approved. The correction had to do with the vacation of the alleys in Blocks 531 and 631 and that portion of Third Street lying between those two blocks. Com- missionar Patterson moved the correction and Commissioner halson seconded the same. The motion carried and the minutes approved. The Secretary read a Letter from Arthur Pease in which he requested that COMMMICATIONS ' the two lots an the northeast corner of Park and Agate Avenues be re- zoned from their present classifications of R-2 to C-1. Commissioner Patterson moved and Commissioner Nelson seconded that the Secretary be instructed to contact Mr. Pease and request him to deposit the regular., fee of $10.00. Then the Secretary was instructed to seta date for and advertise a hearing upon this matter. Motion carried and so ordered. Chairman Johnson read the report of the Traffic.Commmittee that.had..to.do with the proposed improvement of Central Avenue and Coast Boulevard. The report was accepted, the maps discussed, and essential data pertinent to the proposed improvements and the same were explained in much detail by Commissioner Patterson. There was much general discussion by all of the Commissioners present emd Councilman 0. B. Reed, who was present, pertin- ent to the many details of the proposed improvements. Commissioner Seeger then moved. that the . City Engineer prepare the map of the major traffic thorofares of the city which could be considered by the Commission at its next meeting, and if approved, recommended to the City Council for approval and adoption as one of the essential features of the Master Plan. Notion seconded by Commissioner Allen. Carried and so order- ed. Secretary Seager then moved that the report of the Traffic Plan Committee ' be accepted, filed,.and the date for the Public Hearing upon.the proposed improvements embodied therein be set and that he advertise the same Pub- lic Hearing. The motion included August 319 1944, at 7:30 p.m., in the City Hall, Council Chamber, as the time and place for the Public Hearing. Commissioner Patterson moved, and Commissioner Johnson seconded that the tentative map be approved and submitted.to the City Council for action. Notion carried and so ordered. TRAFFIC PLAN COMMTZE .. REPORTS OF Commissioner Patterson presented and explained a map.of the major traf- fic thorofares of the city. The discussion revealed that the map was virtually the same as that which. Commissioner Patterson has been work - ing on and developing for the past three or four, years, and which has ' one up for discussion during that time. Commissioner Seager moved, and Commissioner Nelson seconded that the City Engineer prepare a map designating the major thorofares of.the City of Newport Beach, and that the Secretary be instructed to advertise a Pub- lic Hearing upon that matter for the neat regular meeting of the Commiss- ion. Motion carried.and so ordered. Commissioner Johnson, Chairman of the Traffic Plan Committee, asked that . Commissioner Patterson present the plan and map for the proposed improve- ment and widening of Coast Boulevard from the westerly city limits to McFadden Place; and Central Avenue from Via Lido to McFadden Place; and Central Avenue from McFadden Place to °B" Street. Commissioner'Patterson went over the map and tentative plans,.section by section, a plains a..in detail the proposed improvements for each, stating that the figure of $415,000 was purely an estimate dun to .present costs of war conditions. Chairman Hopkins declared the meeting open, and each section was again re- viewed for the benefit of the.fifty or sixty.groperty owners present. !r. Harry Schmanger brought up the question.of how tha improvements were to be paid for by the property owners, and removed his objections to the project when further discussion convinced him that the costs would be borne by the whole district. Mrs. Winifred Barbee emphasized the need for widening of these streets but also felt that the whole district should be assessed, after which Mr- Ralph maskey said that he had recently been on two committees regarding the widening of Coast Boulevard and heard favorable reactions.and recept- ions. 182 Mrs. MacDowell raised the question of the type of light standards and shrubbery which Commissioner Patterson assured would be duly approved at the proper tine. Mr. Noonan brought up the problem of maintenance of the parkways. ' Mr. herb Kenney, representing the Balboa Business, and the Chamber of Com- merce,spoke very forcefully, stating. that these grovps(the businessmen part- icularly) were looking 66rward to a. "traffic loop ", and emphasized that those areas that have improved have done so because they have made adequate improve- ments at the proper times, so said, "we dont want any lagging behind.on:this "; that values would rise far above attendant costs; and urged that without de- lay that the.City Englnser.be given the "go ahead" signal. Mr. Clifford, representing,Mrs. Wyatt, a property owner, said that.be approved of all of the improvements. Upon the closing of the Public Hearingv.Commissioner Johnson moved that the report of the Traffic Committee be received, approved, and filed, and that the Commission recommend to the City Council that the City Engineer be in- structed to proceed with.the preparations of precise plans. The motion was seconded by Commissioner Allen, and the Chariman called for a.roll call vote. BALL AYES: Hopkins, Johnson, Nelson, Patterson, and Seeger. CALL NOES: None. VOTE Notion carried and so ordered. a : W i' On the matter of the new Civic Center, Commissioner Johnson moved that the ' Secretary advertise a Public Hearing for the next regular meeting of the Commission, which Commissioner Patterson seconded. Notion carried. Commissioner Patterson suggested that proper publicity be given to the press so that the public would be informed that six sites, and not just one were being considered. MW Councilman Earl Stanley, who was present for the Public Hearing, brought up BUSI- for discussion the matter of the selection of a site for a Junior College, NESS with the fact that Santa "Ana has apparently abandoned the idea of a site, so that now would be the opportune time to suggest Newport Beach. Whereupon, Commissioner Patterson moved that a recommendation be mule to the Orange County Planning Commission that consideration be given to the location of a Junior College at Newport Beach, as a central location. Commissioner Nelson seconded, and the motion carried, with instructions that copies of the re- commendation be sent to Mr. Irvine. Commissioner Patterson recommended that the City Council request that the State Highway Commission prepare a project for the widening of State Higbway .101 as a post-war project.
