' monthly meeting in the Council Chambers, City Hall, Newport
Beach, California, on Wednesday, August 18, 19489 at 4 P.M.
Two new members, Messrs. L. L. Isbell and C. Lewis Balts,
were welcomed onthe Commission. The Secretary announced
that the first business of the day was to appoint a Chairman
pro tam in the absence of Chairman Hopkins, from whom he
read a letter in %hioh be begged to be excused because of
the necessity of his attending an important business meet-
ing in Sacramento. On motion of Commissioner Johnson,
- seconded by Commissioner Allen, Commissicner Isbell was
appointed Chairman pro tam.

I am attaching, herewith, a copy of a letter which I have just sent
to the City Council. It is self - explanatory, but I wish to ex-
press my great personal regard for you and the other members of
the Commission with whom I have worked for the past year. My
period of service, although brief and unimportant, gave me a
keen feeling of satisfaction and taught me first hand the
great value of the unselfish efforts on the City's behalf by
you and the other members of the Planning Commission and the
City Council.

I would appreciate it if you world inform the other
sioners of my regard for them and my regret that the
Guard work and personally affairs have several times
vented me from attending.

I am tendering herewith my resignation as a member of
the City Planning Commission.

This action is taken because the pressure of personal
business and a conflict of the Commission meeting dates
with my scheduled service date on the Coast Guard Tempor-
ary Reserve have caused me to miss two or three meetings
recently. It appears that additional absences will occur
for the duration for the reasons mentioned above. Under
the circumstances I believe it would be better to resign
and make available ::.place for someone who can attend with
unfailing regularity.
I have appreciated the honor of being a member of this group.

Commissioner Johnson moved that the Sear etary/instruoted to
send a letter to Mr. Finch in behalf of the Planning Commis-
sion expressing its keen regret on his resignation, and its
sincere appreciation for his splendid work while member of
the Planning Commission. Motion seconded by Commissioner
Campbell. Carried and so ordered.
The Secretary then read the following communications:
Letter from Mr. L. Exton, of 912 E. Foothill Blvd., Altadena,
California, in which he stated that he had purchased a lbt
on Balboa Island intending to erect a residenee, and asked for
information regarding zoning, land use, setback, etc. Com-
missioner Patterson moved that the secretary be instructed
to furnish Mr. Eaton with t he desired information. Motion
seconded by Commissioner Allen. Carried and so ordered.
Letter from Mr. J. S. Barrett requesting the re- zoning of
his property located at 1850 Coast Highway, City of Newport
Beach., At present, Mr. Barrett is operating under conditional
permit granted by the Planning Commission, and he asks that the
property be re -zoned so that he may continue to so operate the

property permanently. Commissioner Johnson moved that the Secre-
tary be instructed to advise Mr. Barrett of the steps neoessary
'relative to applications of this character. Motion seconded
by Commissioner Campbell. Carried and so ordered.
The Secretary announced that he had received another lengthy
communication from "Properties Incorporated ", and suggested
that the Commissioners read the same at their leisure. Com-
missioner Patterson moved that the letter be filed. Motion
seconded by Commissioner Allen. Carried and so ordered.
Annual statement covering 1848 membership dues from the
American Society of Planning Officials was presented. Com-
missioner Johnson moved that the Secretary be instructed to
present the same to the City Council with a request that
membership be renewed an3 a warrank issued accordingly. Motion
seconded by Commissioner Allen. Carried and so ordered.

The Secretary announced that it was now in order to elect O*°AI
'a Chairman and Secretary for the forthcoming year, and sug-
gested a general discussion. He stated that for his part he
felt the Chairman was

There being no dissenting voice, Commissioner Johnson moved
that Chairman Hopkins be re- elected to the Chair. Motion
seconded by Secretary $eager. Carried and so ordered.
Commissioner Patterson moved that Secretary Seeger be re-
elected to fill t he office of Secretary. Motion seconded by
Commissioner Campbell. Carried and so ordered.
A general discussion ensued regarding post war plaaning•Com-
missione¢ Allen suggested that Mr. Dudley Morrison, of Santa
Ana, California, be invited to attend the neat regular monthly
meeting of the Planning Commission. He said that Mr. Morrison
was well versed in post war planning, and he thought the Com-
mission would be interested in his views. A motion was ac-
cordingly made by Commissioner Allen that the Secretary be
instructed to ask Mr. Morrison to attend the neat regular monthly
meeting of the Planning Commission. Notion seconded by Commission-
er Bolts. Carried and so ordered.
'It was the Consensus of opinion that no time should be wasted in
getting started on post war planning, and the necessity of setting
up a Master Plan was most urgently stressed.. ADJ T
