Commissioners Present. Copelin, Dosh, Downing, Clark,
Clemence, Jakosky.
Commissioners Absent: Rea, Autry, Curtis.
Chairman Curtis being absent, First Vice Chairman
Jakosky conducted the meeting.
Minutes of the regular meeting on July 15, 1965 and
adjourned meeting on August 5, 1965.were approved on the
motion of Commissioner Clark, seconded by Commissioner
Copelin, and carried.
The Commission considered the tentative map of Tract

Tract 6015
6015 being a proposed subdivision of 147 acres divided
into 32 lots, located north of Pacific Coast Highway,
between Jamboree Road and Mac Arthur Boulevard, (propose
Newport Center commercial development), and recommended
approval subject to the following conditions:

quired by ordinance and the Public Works

2. That the boundary of the final tract map be
checked by the County Surveyor before being
submitted to the City for approval.
3. That Section 9253.21 of the Subdivision Ordi-
nance regarding map scale be waived provided
maps drawn accurately to a scale of 1" a 100'
are furnished the Public Works Department.
4. That Section 9254.36 of the Subdivision Ordi-
nance requiring that lots abut on a street
be waived provided adequate access is furnished.
5. That Section 9254.31 and 9254.32 of the Sub-
division Ordinance regarding size and shape
of lots be waived.
6. That all new utilities be installed under-
ground. (Section 9255.28.)
7. That particular attention be given to deter -
mination of street names.

8. That consideration be given to possible loca-
tions of future access points and to dedica-
tion of access rights from Lot 28 to San
Joaquin Hills Road at the time of filing a
final map.

9. That all grading be in accordance with a
grading plan and report approved by the Public
Works Director and a qualified Soils Engineer.
Upon completion of the grading, the Soils
Engineer shall certify that the grading has
been completed according to the plan and the
Grading Ordinance. A reproducible copy of
the grading plan on a standard size sheet
shall be furnished to the Public Works
Department.
10. That the on -site Zone III water system be
constructed in accordance with the Montgomery
Report.
11. That initial construction of water facilities
include construction of a 24 -inch line, as
shown in the Montgomery Report, to the MWD
connection; and include a connection between
the 24 -inch line and the 12 -inch line which
is served by the 2500 gpm Big Canyon pump
station.
12. That the developer construct the Master Plan
Zone III water facilities indicated above,
including off -site construction, and that an
agreement be prepared providing for reimburse-
ment of costs out of the revenues derived from
the proposed connection charge ordinance.
13. That 9.2 acre feet of capacity in San Joaquin
Reservoir be deeded to the City. (The
storage requirement is based on a fire flow
of 5000 gpm for 10 hours. This completes
the storage needed for the entire Newport
Center development, including future areas,
as the fire flow storage requirement exceeds
the amount of storage which would be needed
to supply one maximum day's demand for the
total area.)
14. That the City share of the cost of construc-
tion of San Joaquin Hills Road under the
capital improvement policy be expended on
the widening of Jamboree Road to offset
The Irvine Company share of that cost. The
details should be worked out by mutual agree-
ment when precise cost figures are available.

The capital improvement policy is not clear
as to relative responsibility in the case of
items E, F, and G above; the Public Works
Department feels that the indicated financing
is equitable.
16. That the Irvine Company be responsible for
construction of a traffic signal at the inter-
section of Newport Center Drive East with the
future street which will extend easterly
across Mac Arthur Boulevard southerly of
San Joaquin Hills Road. The requirement to be
imposed at the time the street is extended.
17. That a sidewalk be constructed on the south-
westerly side of Newport Center Drive West
adjacent to the golf course.
18. That public utility easements be 10 feet wide.
19. That storm drainage facilities of adequate
capacity and adequate structural condition
be provided to a point of disposal in Newport
Bay. .(The Irvine Company has requested City
participation in the cost of correcting
•
deficiencies in the existing drain below
Coast Highway.)

design for the medians and parkways with the
Parks, Beaches and Recreation Department.
In addition to the above conditions imposed, the Commis-
sion made the following recommendations.
1. That an extensive study be made of the left
turn at Coast Highway to Newport Center
Drive. Considerable discussion was held
regarding the feasibility of an underpass.
2. That item 15 be analyzed and again reviewed
at the time of the consideration of the
final map.
3. That a study be made of the feasibility of
having not less than tan (10) foot parkways
in addition to sidewalks on the two (2)
northerly streets intersecting with San
Joaquin Hills Road.

siou, by unanimous action, recommended to the City
Council that Section 9255.28(x) of Article IX'k,

On motion of Commissioner Clark, seconded by Commis-
sioner Copelin, and carried, the meeting was adjourned
until September 2, 1965 at 8 :00 P.M. in the City Council
Chambers.
