THE NEWPORT BEACH CITY PLANNING COMMISSION met in regular
session, Ned, eve. August 20th, 1941, 7.30 P.M. in the Council -Cham-
bers, City Nall, Newport Beach, Calif., Chairman Johnson presiding.
Meeting called to order by the Chairman.
Commissioners presents Seeger, Johnson, Patterson, Estus,
Nelson
" absent:: Findlay, Allen, Hopkins, Hall
The minutes of the meeting of July 16th were called for consideration
by the Chairman. Com. Estus moved that they be adopted as written.
Seconded by Can. Nelson. Motion carried and so ordered.
ROLE, CALL
MINUTES
The Secretary read a copy of letter written to the City Council ad— COMMUNICATIONS
vising that the Planning Commission is without jurisdiction in the
matter of Mrs. Manuel Cordisrols request to smoke fish because the
ordinance specifically prohibits the smoking and /or processing of
fish in the zone referred to.
Commissioners Allen and Hall arrived at the meeting at this point.
The Chairman threw the meeting open to discussion on.the request of
Joseph Rossi for the rezoning of Lots 2 & 4, Blk 731, Corona Del Mar
after the Secretary had advised that the matter had been regularly
advertised and no written protests had been received and also that
the matter had been posted-on the bulletin board.
Mrs. Elsie Beebe of 701 Carnation, Corona Del Mar, Calif presented a
petition bearing 45 signatures protesting the granting of this re-
quest. She stated that she had personally canvassed these people and
believed the petition represented the trend of opinion in that part
of the community on the matter. She stated that she was personally
interested because the property in question is directly across the
street from her home; her property having been purchased because it
was residential property. She said she felt that there were plenty
of business lots on the highway without rezoning down'one block from
the highway.
Mrs. Edith Tait of 420 Dahlia St. Corona Del Mar, Calif, ques-
tioned the interest and right of people signing the petition who
lived on Ocean Blvd. which is mazy blocks from the property in ques-
tion. Chr. Johnson explained that anyone in the city has a right
to protest such matters although signatures of people living at some
distance from the property in question, do not carry as much weight.
Mrs. Della Sykes of 426 Begonia St. Corona Del Mar stated that
while she lived a few blocks away and was not as much affected as some
still it was her thought that if this property were rezoned, perhaps
at some future date someone might want to start a business near her
property and 'spot zones' might result all over the community.
Mrs. Dona Williamson of 1201 Coast Highway, Corona 'Del Mar
stated that if this property were rezoned, she had some business
property on which she would request rezoning. She further'stated
that she had refused to take advantage of a reasonable price on some
property in back of hers, because she was advised that she could not
have it rezoned. Chr. Johnson advised that such matters are required

to go through the regular form of application.

Mrs. Joseph Rossi, whose property was under discussion, advised

that the reason for the request was that the state had taken 281 of
2 & 4, BL% 731, CDM
her highway frontage for the purpose of straightening the highway.
She advised that the lot has a 501 frontage and runs back to 201
across the rear. However, if the lot in back of that were rezoned,
it would leave enough to build on. As it stands now, the lot is very
small. She farther advised that she is sure the state would,have
rezoned it for her but she neglected to have it done-at the time
and that is the reason for her request to the city at this time.
Chr. Johnson asked Com. Patterson what the length of the lots
is at this time. Cam. Patterson advised that the old lot averaged
1191 and that after the State had cut off 281, the length of the lots
would be 911. After much discussion,:Com. Allen moved the adoption
of Resolution $191 recommending to the City Council that Joseph
Rossils request for the rezoning of Lots 2 & 40 Blk 731, Corona Del
Mar, California from R-2 to C-2 zone, be granted and.that the same
be transmitted to the City Council by the Secretary as the recommen-
dation of this commission and a copy filed as part of the minutes
of this meeting. Seconded by Cam. Hall. The Chairman called for
a Roll Call Vote.

VARIANCE REQUEST OF
Secretary read the request of Mrs. Harold W. Adams for a conditional

building permit and 50% (51) front yard setback variance on Lot 20,

Blk 4, Sec. 5, Balboa Island and advised that the hearing had been
properly advertised, plans posted, notices sent to 12 surrounding
property owners, representing 20 surrounding lots and all other re-
quirements of the ordinance complied with. No written protests were
received and no one was present to protest the granting of this .
variance. Can. Patterson moved the adoption of Resolution $192
recommending that Mrs. Harold W. Adams be granted a conditional, built
ing permit and 50% (51) front yard setback variance on Lot 20, Blk.
4, Sec. 5, Balboa Island, and that the same be transmitted to the
City Council by the Secretary as the recommendation of this commission
and a copy filed as part of the minutes of this meeting. Seconded by
Cam. Estus. Chairman Johnson then called for a Roll Call vote.

ANNUAL REORGA;iIZATION Chairman Johnson advised that he had considered it a very great honor

COMMISSION that he had been a little disappointed in the attendance and that if
a new Chairman would make for better attendance, he was perfectly wil-
ing to step out and let someone else take his place.
Cam: Estus moved that Chairman Johnson be re- elected Chairmen of
the Commission for the ensuing year. Cam. Patterson seconded the
motion. Sec. Seeger requested all in favor signify by saying "jye"

Noes: None
(Chr. Johnson did not vote)
Secretary Seeger declared the motion unanimously carried and so ordered.
The Chainaan. declared the office of the Secretary open for election.
'Com. Estus made a motion that Sec. Seeger be re- elected Secretary for
the ensuing year. Seconded by Cam. Patterson. Chr. Johnson requested'
all in favor to signify in the usual manner.

(Secretary Seeger did not vote)
Chairman Johnson declared the motion unanimously carried. It was so
ordered.
On motion made by Con. Allen; seconded by Com. Estus and carried, the
