RESUBDIVI Requesting division of one R -3 parcel into two R -3 parcels. ION N0. 274 Location: Portion of Lots C and D, Corona APPROVED del Mar, located at 2501 Ocean Boulevard on the southwesterly corner of Ocean Boulevard and Cornation Avenue Zone: R -3 Applicant: Carl H. Quandt, Corona del Mar Planning Director Wilson described the applica- tion to the Commission. The applicant, Mr. Quandt, was present and explained what he intended to 'do with the property.. The Commission was concerned about the width • of the driveway to Parcel 2 which, at one point, is only 17 feet wide. Mr. Quandt stated that he intended to build a single unit on Parcel 2 and the Commission inquired whether he would consider rezoning the property to R -1, however he stated he pre- ferred the zoning to remain R -3. The existing storm drain shall be reconstructed in a manner which will be compatible with site devel- opment, will provide satisfactory access for maintenance, and will have adequate capacity to handle design storm flows. 3. Planning Director Wilson read to the Commission Section 19.08;050 B -1 regarding the creation of lots smaller in size than required by Title 20 of the Municipal Code. RESUBDIVI Resubdivision No. 276 was continued until October 2, 1969 in order to give the applicant an opportunity to submit a revised map. Planning Director Wilson presented the follow- ing two items to the Commission at the same time as they involve the same property. Request to create three parcels for construction of office building and parking structure. Center Drive East and San Joaquin Hills Road and. between Santa Rosa Drive and Santa Cruz Drive. Zone: C- O -H -UL • Applicant: The Irvine Company, Newport Beach Owner: Same as applicant Mr. James Taylor and Mr. David Kaylor of the Irvine Company were present at the meeting. Mr. Taylor stated that due to the Planning Commission having three new members, he would review the overall concept for Newport Center. The office building to be constructed is the first of the high rise buildings in the 600 block and basically is in conformance with the plans for the general area. Parking will meet and exceed code requirements. There was further discussion regarding curb cuts, pedestrian walkways and signalization at key intersections. Resubdivision No. 271 was approved subject to Motion x the following conditions: Second x All Ayes- 1. That.a Parcel Map be filed. . 2. That access rights to San Joaquin Hills Road be dedicated to the City. 3. That access provisions to other streets be subject to City review and approval. Page 5. USE PERMI Request to permit construction of a multi-level parking structure on a lot separate from the main building site. N0, 3 APPROVED Location: Lot 22, Tract 6015, located in the 600 block of Newport Center on the southerly side of San Joaquin Hill Road between Santa Rosa Drive and Santa Cruz Drive. Zone: C- O -H -UL Applicant: Balboa Insurance Company, Los Ange es Meritplan Insurance Company, Los Angeles Owner: The Irvine Company, Newport Beach Mr. James Taylor and Mr. David Kaylor repre- sented the Irvine Company and answered further questions of the Commission regarding this project. After discussion, the application was approved Motion x subject to the following conditions: Second. x All Ayes 1. Water mains a.nd fire hydrants to be installed as approved by the Public Works Department and Fire Department. 2. Water system to be dedicated to the City. 3. Landscaping plans and building eleva- tions to be approved by the Planning Director prior to issuance of a build- ing permit. Item 9. A recess was called by Chairman Jakosky and the Commission reconvened at 10:15 P.M. with all members present. Item 10. Request to exceed the 15 foot height limit for an accessory building in an R -1 District. VARIANCE N07 975 WITHDRAWN Location: Lot 10 and southerly one -half of Lot 12, Block 142, Corona del Mar, located at 210 Orchid Avenue, on the southeasterly side of Orchid Avenue between Ocean "Boulevard and Seaview Avenue. • Zone: R -1 Applicant: G. Randolph Miller, Corona del Mar Owner: Same as applicant This.application had been continued from-the meeting of July 17, 1969 and in the interim the applicant had submitted a revised set of plans showing a connection between the main building and accessory building. Assistant City Attorney Woodruff interpreted the new plan as being one.building and the Commission concluded that, in that case, the variance application was no longer necessary. Mr. Miller, the applicant, requested that the application be withdrawn. Item 11. Request for approval to allow boat slips in. DENIED lieu of required automobile parking spaces for • a restaurant. Location: Portion of Lot H, Tract 919 locate at 2601 West Coast Highway, south side of West Coast.Highway at the end of Tustin Avenue. Page 7. Mr. Driver was present at the meeting. There was a discussion as to the number of parking spaces, excluding boat slips, Mr. Driver actually had in relation to the number of seats in the restaurant. Planning Director Wilson stated there were actually 14 usable parking spaces available in front of the restaurant but Mr. Driver stated he believed 21 spaces could be provided on the site if the circular drive were changed to a single aisle. He also stated that the 10 off -site parking spaces behind the Beachcomber shops would be properly marked. Mr. Driver stated that he now has 72 seats in the dining room plus 9 at the bar, 5.at the piano bar and 6 tables with 2 chairs each on the outside deck for a total of 98 seats (which would require 33 parking spaces).. After considerable discussion the Commission denied the request to allow boat slips in lieu Motion x of automobile parking as they did not believe Second x this to be a suitable substitute as far as a Ayes x x x x restaurant is concerned and staff was directed Abstain x x x to allow only the number of seats correspondin to the actual number of parking spaces pro- vided; the Commission also stated that Mr. Driver would not be required to provide park- ing for the boat slips as long as the slips were kept open for customers. The Commission considered a written request from Timothy Mead that.he be permitted to amend Use Permit No. 1444 which was denied by the Commission on August 7, 1969. Mr. Mead was present at the meeting and after • considerable discussion, it was decided that the matter could not be reopened by the Plan- Motion x ning Commission and that the applicant could Second x either appeal this matter to the City Council All Aye or submit a new application. Commissioner Glass suggested that staff prepare a draft or drafts of possible amendments or clarifications to the zoning ordinance that would enable accessory buildings as defined: in the ordinance to be over 15 feet in height, thus falling within the height limit establish d for the zone involved, as long as the accessor building was within the normal main building setbacks and complied with other pertinent.re- quirements. Commissioner Adkinson stated he thought it would be better to put this item on a list of possible projects, otherwise it might achieve a higher priority than it warrants. Some -of the Commissioners agreed with Commis - sioner Adkinson while others indicated they thought when a specific case comes up that needs study, it should be acted upon as soon as staff prepares recommendations. • Planning Director Wilson suggested that for th next "work shop" session, staff prepare a list of things that have been under study in the past and then rely on members of the Commis- sion to add additional items and suggest the priority in which these are to be considered.
