Meeting called to order by the Chairman. ROLL CALL Commissioners present: Johnson, Seeger, Allen, Estus, Findlay, Patterson, Williams. Commissioners absent: Hopkins, Nelson. Attorney Thompson attended. RECOMMENDATIONS FOR STREET RE- NAMING As instructed at a previous meeting, Com. Patterson presented the following suggestions for name changes in the streets of Newport Beach: (1) Ocean Blvd. from the westerly city limits to Alvarado St. and Surf Ave. from Alvarado St. to "E" Street be changed to OCEAN FRONT AVENUE. (2) Ocean Blvd. between "G" street and Channel Road be changed to LUNADO DRIVE. (3) Channel Road between "N" St. and West Jetty be changed to ENTRADO DRIVE. (4) Bayview Ave. between Bay Ave. and Edgewood Ave. be changed to CYPRESS STREET. i, (5) Buena Vista Blvd, from 7th and Bay Ave. to Alvarado St, and the Strand between Alvarado St. and Fernando St. and that certain public way between Fernando St. and Main St. be changed to EDGEWOOD PLACE. (6) Coast Blvd, from the westerly city limits to 21st St. be changed to PENINSULA BLVD. (7) 10th St. between Santa Ana Ave. and San Bernardino Ave. be changed to AVON STREET. (8) Ocean Drive between Smeltzer Ave. and Irvine Ave. be changed to CLIFF DRIVE. (9) 12th Street between Old County Road and Irvine Ave. be changed to BEACON STREET. (10) 14th St. between Westminster Ave. and Irvine Ave. be changed to CLAY STREET. (11) 15th Street between Westminster Ave. and Irvine Ave, be changed to DREXEL STREET. (12) County Road between Avacado Ave. and Pacific Drive, and Pacific Drive between Canyon Drive and Marguerite Ave. be changed to BAYSIDE DRIVE. (13) Canyon Drive between Pacific Drive and let Avenue to CARNATION AVENUE. (14) lot Ave. between Acacia Ave. and Jasmine Ave. to AMES AVENUE. • .(15) 2nd Aver between Aeacado Ave. an d Drive to BUCKNELL AVE. (16) 3 rd; Avenue between Avadado Ave. Poppy Ave. to CORNELL AVENUE. (17) 4th Ave. between Avacado Ave. and Ave to DARTMOUTH AVENUE. Hazel and Poppy (18) 4th Ave. between South Main St. and Poppy Ave, to EXETER AVENUE. (19) Pansy Ave. between Ocean Blvd. and to POINSETTIA AVENUE. (20) Ocean Blvd. between Carnation Ave. Poppy Ave. to GRANDVIEW DRIVE. (21) Ocean Blvd. between Poppy Ave. and intersection with Olen Drive to GLEN DRIVE. (22) Bayview Drive between Ocean Blvd. Iris Ave. to SCOTT DRIVE. 5th Ave. and its and (23) "H" St. between Dahlia Ave. and Ocean Blvd. to WARD STREET. (24) "A" St. easterly of Dahlia Ave. to FOX ST. (25 "R" St. between Fernleaf Ave. and Golden- rod Ave. to CATO ST. (26) "T" St. between Fernleaf Ave. and Golden- rod Ave. to ARCH ST. (27) Ocean Avenue between Goldenrod Ave. and Narcissus Ave. to SHORE AVENUE. Cypress St. to 62nd St. - Prospect St. to 63rd. St - Cedar St. to 64th St. - Walnut St. to 65th St.- Lugonia St. to 66th St. - Colton St. to 67th St. - Orange St. to 68th St. - Fern St. to 69th St. - Grant St. to 70th St. - Highland St. to 71st St. - Nordinia St. to 72nd St. - Sonora St. to 73rd St. Olive St. to 74th St. There was some discussion of renaming Central Ave. as well as Coast Blvd. to Peninsula Blvd., thus uniting under one name the main street from Coast Highway to the betty. Several of the com- missioners favored this suggestion, but no action was taken. Com. Seager moved that the list of names as submitted by Com. Patterson be transmitted to the City Council with the recommendation by this Body that they be adopted. Seconded by Com. Findlay. Motion carried and so ordered by the Chairman. Chairman Johnson announced that, while this discussion was open to the public, the primary purpose was for the members of the commission to discuss and decide upon the various changes to be made and get the ordinance into shape to hold public hearings thereon. Com. Patterson presented the District Maps for discussion and approval. These maps contained the suggestions made by the various district committees, as to zoning. They were considered by number. Maps No. 1 to 14 inclusive were approved by the commission with no further changes. Map No. 15, showing that portion (f city owned property north of the Balboa Island channel known as Beacon Bay and the Balboa Yacht Basin is now in 0-2 classification. Com. Patterson said the commit - tee had recommended that all this property including the yacht basin be changed to R -2. There was considerable discussion on this change. Com. Estus felt that to re- classify this property as residential and make the business established there a non - conforming use would be doing the owner a great injustice. Com. Seager explained that the committee's thought in recommending this change was to protect the development of the property opposite Balboa Island and eventually make this all residential. This would be more comprehensive planning. Com. Estus moved that that part of the property known as the Balboa Yacht Basin be left in the C -2 classification. Seconded by Com. Allen. Motion carried. Com. Seager did not vote. Also on Map 15 - Com. Patterson explained that the committee had recommended reclassifying that property on the mainland side of the Balboa Island bridge to R -2 to conform with the Island side which is R -2. Com. Estus moved that the lots on either side of the Balboa Island bridge on the mainland at Bayside Drive be classified as R -2. Seconded by Com. Allen. Motion carried. Com. Seager did not vote. Com. Patterson stated that the committee had recommended a re- classification of the Irvine property known as Richardson's Yacht Basin from C -2 to R -1. Com. Allen moved that the property known as Richardson's Yacht Basin be left as a C -2 classifi- cation. Seconded by Com. Williams. Motion carried. Com. Seager did not vote. P"7­ ­­77 Maps 16, 17 and 18 were approved with the changes as suggested by the committees. DISCUSSION OF REVISED ORDINANCE . Parts of the tentative draft of the revised ordinance were read and discussed. Attorney Thompson advised the commission that the ordinance should be in its final form before holding public hearings thereon. He said if Mr. Patterson would get the material to him he would have the draft in shape for the next regular meeting. COMMUNICATIONS Secretary read a letter from the State Planning Board requesting the annual report of this com- mission. Com. Estus moved that the Secretary be instructed to compile this data and forward same to the State Planning Board. Seconded by Com. Patterson. Motion carried and so ordered by the Chairman. Secretary read a letter from Mr. Tilton in reply to a letter the Secretary had written him inquiring if he wished us to continue sending him minutes and natices of meetings. Com. Patterson thought it would be a good idea to have Mr. Tilton as consultant for a short time during the revamping of the.zoning ordinance. He suggested that the Chairman contact the city council to see if the arrangement would be agreeable with them. Com. Seeger concurred completely in Com. Patter son's idea. Planning is a new thought and is con- tinually undergoing changes and we should have the advice of an expert in this work. Com. Patterson moved that the Secretary be instructed to ascertain if arrangements could be worked out with Mr. Tilton and that the Chairman and the Secretary then take the matter up with the City Council. Seconded by Com. Estus. Motion carried and so ordered. Secretary read a letter from Mr. Grainger Hyer In which he requested that, if the commission is considering taking any steps that might be detri- mental to the fishing industry, notice be given so that their side of the case may be fully presented. Com. Patterson moved that this letter be filed. Seconded by Com. Estus. Motion carried and so ordered, 1p", -" PUBLIC PIER Com. Seager stated that he had been asked if the Planning Commission would prepare and submit •their conception of what a public pier in Newport Beach should be. It was his opinion that the Planning Commission could well interest themselves In a project of this kind. Therefore, he moved that the Planning Commission request the City Engineer to prepare plans for a public dock suitable for use in Newport Bay and for the City of Newport Beach. Com. Estus thought the parties making such requests should put them in writing and sign their names. Then the Planning Commission would have a formal request before them and could act upon it.
