(a) A request filed by C. A. Higbie, attorney repre- senting Mary E. and Daniel R. Gustafson, owners of Lot 15, Block 45, River Section, Newport Beach, requesting the abandonment of a part of Block 45, allowing it to revert to the surrounding land owners in order that street frontage may be acquired for the aforementioned property owners was submitted to the Street and Highway Committee to determine how much property would be necessary to insure a safe traffic flow into Balboa Boulevard via 46th Street. The Committee was requested Motion to prepare a map showing the proper traffic patterns Second and submit same at the meeting on September 15, 1960. All Ayes) Commissioner Higbie returned to the rostrum. (b) The Commission, upon recommendation of the Street and Highway Committee, denied the request of the Parks, Beaches & Recreation Commission that all street right - • of -ways in the Cliff Drive Park be deleted. It was the opinion of the Commission that a street will be, necessary at this location in the not too distant Motion future and that the street as shown on the Master ..Plan Second should be left thereupon. All Ayes 2. Presented to the Commission was a report dated August 30, 1960, signed by Commissioner Marshall, Chairman of the Land Use Committee, pertaining to planned residential unit developments. The Commission approved and expressed appreciation of the report by the Land Use Committee and recommended the following actions 1. That the Planning Commission endorse in Motion principle the proposal to permit planned Second residential unit development in Newport All Ayes I ' Beach. 2. That the Assistant City Attorney be instructed to prepare an amendment to the Subdivision Ordinance to permit planned residential unit development. • 3. That the proposed amendment be submitted to the Land Use Committee for review and possible revision. 4. That the Land Use Committee forward the Page 3. At the last meeting of the Commission the Chairman appointed Commissioners Ficker and Steelman to work with the Assistant City Attorney to prepare "Findings of Fact" on the action taken by the Commission per - taining to Variance,No. 477. The Committee's written "Findings of Fact" on recommendation to City Council that Variance No. 477 not be revoked was approved.by the Commission subject to a change being made in paragraph 13. Inasmuch'as Commissioner Ficker was not present at the meeting, it was suggested that these findings be submitted to him Motion x for additional review prior to transmittal to the Second x City Council. All Ayes 4. (a) On motion of Commissioner Marshall, seconded by Commissioner Rudd, and carried, it was moved that the building plans of Forrest Prine reviewed and denied by the Planning Commission at its last meeting be re- considered. • (b) The Assistant City Attorney was requested to prepare a policy statement relative to building design for future guidance of the Department of Building and Motion x Safety; said statement to be presented to, and reviews , Second i x by the Planning Commission.
