Temple, Planning Director Ginger Varin, Planning Commission Executive Secretary Minutes of August 21,1997: Motion was made by CommissionerSelich and voted on to approve, as written, the August 21, 1997 Planning Commission Minutes. Ayes: Selich, Kranzley, Gifford, Ashley Noes: none Absent: Ridgeway Abstain: Fuller and Adams Public Comments none Posting of the Agenda The Planning Commission Agenda was posted on Friday, August 29, 1997 outside of City Hall. INDEX Minutes Public Comments Posting of the Agenda City of Newport Beach Planning Commission Minutes September 4, 1997 INDEX 0 SUBJECT: General Plan Amendment 97 -2 Amend the Land Use, Circulation and Recreation and Open Space Elements to add the Harbor View Hills area (formerly Bonita Village) to the City's General Plan. This action is necessary to establish pre- annexation entitlements in association with the proposed detachment of this area from the City of Irvine and annexation to the City of Newport Beach. The area is generally bounded by Old Ford Road, MacArthur Boulevard and the San Joaquin Hills Transportation Corridor. Ms. Temple stated that the Councils and staffs of the City of Irvine, and the City of Newport Beach as well as the two school districts involved have been discussing the potential to reorganize the municipal boundary between the Cities of Newport Beach and Irvine in order to establish the San Joaquin Hills Transportation Corridor as the boundary between the two cities. The subject area of this particular initiation is shown on the referenced exhibit and will include some areas around MacArthur Boulevard which will be in the City of Newport Beach. This item is being moved quickly in order to expedite the alteration of the school district boundaries which has to be agreed to by the property owners by the end of November. This agreement will allow the school district boundary to be realigned in July of 1998. Public Hearing was opened and closed. Motion was made by Commissioner Adams to recommend to City Council the initiation of General Plan 97 -2. Without objection, the motion carried by acclamation with Commissioner Ridgeway absent. ADDITIONAL BUSINESS: Additional Business a) City Council Follow -up - Oral report by the Assistant City Manager regarding City Council actions related to planning - Mrs. Wood reported that at the Council meeting on August 25th, recommendations were received from the Mariners Mile Business and Citizens Advisory Committee and approved; Council authorized a contract with City Light Design Alliance, a consortium of design consultants, to start the first phase implementation of design guidelines of public and private improvements including signage. The Marina Park Revenue Study was received with options presented showing how much revenue the City would receive from redevelopment at that site. Oral report by the Planning Director regarding the approval of Outdoor Dining Permits, Planning Director's Use Permits, Modification Permits and Temporary Use Permits - Modification Permit was issued to 5505 Seashore Drive. C.) Oral report from Planning Commission's representative to the Economic Development Committee - none. d.) Matters which a Planning Commissioner would like staff to report on at a subsequent meeting - Chairperson Kranzley asked for a report on the upcoming Ordinance regarding the Administrative Citations Program. e.) Matters which a Planning Commissioner may wish to place on a future agenda for action and staff report - none. f.) Requests for excused absences - Commissioner Gifford asked to be excused from the September 181h meeting.
