All Ayes Tract 4225 The tentative map of Tract 4225, being a subdivision of 15.8 plus acres divided into 8 lots, proposed to be for APPROVED commercial use, located south of Westcliff Drive between Irvine Avenue and Dover Drive and on the westerly side of Dover Drive between Westcliff Drive and 16th Street was recommended to the City Council for approval, subjec to the following conditions- 1. If power or telephone facilities are to be installed in this area, developer should dedicate a public utility easeme t to City. 5.. That access on Westcliff Drive be limited to two openings and on Dover Drive to one opening, sub- ject to the approval of the Director of Public Works, and that these openings be shown on the • final map. 6. Public sewers should be constructed within the dedicated rights -of -way to City standards. Since this area is within the Costa Mesa Sanitary District, the developer should dedicate the sewer system to the City of Newport Beach and arrange for a contract between the City and the Sanitary District for the disposal of sewage. In the event this area is eventually excluded from the Sanitary District, the City would not be required to pur- chase the sewer system. 5. Construct an adequate drainage facility from the northeasterly corner of the parcel to the Orange County Flood Control District Channel and provide the City with the necessary drainage easements. On -sight drainage facilities within the dedicated rights -of -way should conform to normal subdivision • requirements. On -sight drainage facilities outsid of the dedicated rights -of -way should not be accepted by the City for maintenance. 6. All utilities must be installed underground and street lighting must be provided on-Tustin Avenue, Del Mar Avenue and both alleys. 7. That a water system be installed in accordance with specifications submitted by the Director of Public Works and approved by the City Council. If possible, arrange with Santa Ana Heights Mutual Water Company for services and dedicate to City. 8. Applicant must file a record of survey map. 9. Access to parking areas to be through standard driveway openings not exceeding maximum 30' width. 10. That an additional 5' building setback line be required on Tustin Avenue. 11. That a bond and agreement be filed with the City to insure improvements. • 12. That both alleys be dedicated to the City. Paste 3. Westgate dated August 1, 1961 and received by the Planning Department on August 22, 196 pertaining to a building projection violation at 336 Motion x Poppy Avenue, Corona del Mar, was referred to the City Second x Attorney with the request that he take immediate action. All Ayes ADDITIONAL BUSINESS Commissioner Ficker reviewed with the Commission Use 1. Permit 714 filed by Mr. & Mrs. V. W. Swan, which per- mitted major alterations to a building located at 323 Coronado Street, Balboa, approved by the Commission on February 16, 1961, subject to the following conditions; 1. That when the new addition is completed, there will be only 2 kitchens. 4. That the building be brought into conformity with Building Department regulations. Commissioner Ficker informed the Commission that he had inspected the property and recommended the following revisions to the above conditions: 1. That the two car garage which has been restored Motion z to its original condition be acceptable. Second All Ayes 2. That the non - conforming stairway in the rear be permitted to remain as is. 3. That prior to final inspection by the Building Department, the kitchen on the second floor should be completely removed, the drain board and sink • removed, and the plumbing cut off inside the wall and plastered over. 2. The Commission, upon the request of Commissioner Ficker, Motion x referred to the City Attorney and the Public Works Second Department the matter of determining whether curb cuts All Ayes on Balboa Boulevard could be prohibited on properties which have alleys to the rear. The Commission requested that a report be submitted at the earliest possible date 3.
