MINUTES
Minutes of the regular meeting on August 18, 1960 and
the adjourned meeting September 1, 1960 were approved
on the motion of Commissioner Hudson, seconded by
Commissioner Clark, and carried.

The Commission reconsidered an appeal filed by Forrest
Prine appealing from a decision of the Building Depart-

ment denying his application for a building permit.
The Building Department denied the building application
plans for the reason that, in their opinion, the struc-
ture was designed for 3 dwelling units on an R -2 lot.

The Planning Commission, upon reconsideration, approved
the building plans, subject to the following conditions:
1. That the owner sign a statement, to be prepared
by the City Attorney's office, agreeing that the
property will never be used for more than 2 units.

On motion of Commissioner Picker, seconded by Commis-
sioner Higbie, and carried, the Assistant City Attorney
was requested to make an investigation to determine what
other cities are doing regarding extra rooms with

Having an interest in the following matter, Commissioner
Higbie asked to be excused from the rostrum.

The request of C. A. Higbie, attorney, representing
Mary E. and Daniel R. Gustafson, owners of Lot 15, Block
45, River Section, Newport Beach, to abandon a portion
of Block 45, allowing it to revert to the surrounding

land owners in order that street frontage may be acquired,
was recommended to the City Council for approval, subject
to the following conditions:'
1.' That a portion of Lot 15, identified as Parcel

each. The remaining 12' of existing right -of-
way bordering Balboa Blvd. to be retained for

The Commission suggested that negotiations be
made by the legislative body, with the potential
property owner, to have the new lot, to be known
as Lot No. 15 A, deeded to the City.
2.. It was recommended that Parcels 3 and 4, as showrJ'
on Drawing L -2696, be not abandoned.
Commissioner Higbie returned to the rostrum.
4.
Chairman Clemence appointed Commissioner Marshall as
Chairman and Commissioner Clark as a liaison committee
to work with the Parks, Beaches & Recreation Commission.

On motion of Commissioner Copelin, seconded by Commis-
sioner Clark, and carried, the meeting was adjourned
until October 6, 1960, at 8:00 in the City Hall
