its regular meeting at 7:30 o'clock P. M. in the
City Hall September 16, 1936. Chairman H. L. Parks
presided.
Present: I.:re. Williams, Patterson, Parks, F. W,
Briggs, L. W. Briggs, and Consultant Tilton.
Absent: Whitson, Thompson, Kenneth Baum, Palmer.
For the convenience of those wishing to leave early
Chairman Parks dispensed with the reading of the
minutes and proceeded directly to the business at
hand.
IRVINE HEARING: W. B. Hellis, representative of the
Irvine Company, requested-rezoning in the vicinity
of Bulkhead Stations 104 and 105, in order to permit
a trailer camp. He stated the land lying westerly
of the proposed site is at present being used for
the purpose of boat dockage. He made emphasis of
the fact that this use of the land would be TEMPORARY
only, and would depend largely upon any surrounding
future development. At present, only a public beach
adjoins it. He ventured that this development would
probably remain at least five years. Due to the
fact that the Irvine Company finds it difficult to
utilize the property in any other way at present,
he recuested that the Commission consider the matter.
R. L. Willet, 1715 Palisades Road, Corona del Mar,
asked that he be heard in this-connection. He
objected to the permission of a trailer camp so
closely situated to his residence. He has recently
completed his home and submitted the fact that other
property owners proposed to build in that locality
also, and the development of such an enterprise
would make it undesirable. A written communication
from James K. Ingham & Company, in behalf of Mr.
Willet, was read.
Whereupon W. B. Hellis stated that there is an
area of 600 or 700 feet between their's and the
Willet property. Then followed a discussion between
Mr. Willet and Mr. Eaton, another Irvine representa-
tive, as to the exact location of the property in
•question. Mr. Eaton stated the area adjacent to
Bulkhead. Station 105 could not be used for anything,
and that it was quite undesirable for building
purposes. He likewise insisted it would be a
temporary set -up, depending on surrounding
development. Chairman Parks advised a second
public hearing would be held on this -utter
September 30th.
. WILLET APPLICATION: R. L. Willet requested that
Block D. Corona del Liar, which is now zoned for
business, be rezoned for residential purposes. He
submitted his opinion ti;:::, "spot!' zoning is not
beneficial to the community. Farther, that the
building of residences in this neighborhood was now
being held up. Block D is now zoned C -2, and he
asked that it be changed to R -1. This would also be
in conformity with the opinions of all other owners
in that vicinity. Chairman Parks advised the matter
would be again brought up at the succeeding meetin*
September 30th, at �,hich time additional property
owners could be heard.
WILLIAM H. MAXWELL: Owner of Lot 26 in Tract 884,
requested rezoning of his property, which is now
R -1. Property on all adjacent corners is R -2 or
R-3, and he asks that his property be rezoned to
conform to the adjacent zoning. Present zoning
prohibits him from developing his property as plann-
ed. A written communication from Mr. Maxwell was
read in this connection.
ROLAND VALLELY: C20 E. Central Avenue, owner of
Lot 5 in Block 9, who conducts a boat rental imme-
diately east of the Union Oil Company, requested
zoning of his property be changed from a residential
to a business area. lie stated it is primarily a
business district and will undoubtedly remain as
such. Mr. Vallely was advised to make formal
application, to be read September 30th.
T.R.REX: 425 Alvarado Place, desires to add a story
to his house, but the present zoning prohibits him
from doing so as one corner of his house is too
near the side line. He asked that his case be
held under consideration.
A written communication from Lind- Barnes Company,
Corona del Mar, relative to Park Program, was read
and tabled.
MOTION: On motion of F. W. Briggs, seconded by
H. L. Parks and carried, Secretary L. W. Briggs was
instructed to contact the City Council regarding
the employment of Miss Anne Bregar as Assistant
Secretary of.the Commission.
The minutes of the meeting of September 2nd were I
approved as written.
•Mr. Tilton spoke of the need of parking facilities
In the Newport Harbor area, and was firm in his
conviction thpt adequate steps should be taken
in the near future to relieve this problem. Pictures
taken in various sections of the city on Labor Day
showed extreme congestion of traffic, although the
Traffic Count taken that day proved it was not the
capacity crowd experienced at other times.
After further discussion of Mr. Hellis' application
'for trailer camp, the Co._ ission adjourned to
September 30th, 1936.
