day, September 19, 1948 in the Council Chamber, City Hall, Newport Beach,
' with Chairman Allen presiding.
Commissioners present: Allen, Baltz, Copelin, Longmoor, Pleger, and Rudd. ROLL CALL
Commissioners absent: Ellerbroek, Johnson, and Thite.
Commissioner Longmoor made the motion, seconded by Commissioner Baltz MINUTES
that the minutes of the meeting of August 15, 1946, be approved as read.
Motion carried, and so ordered.

COMkUNICATIONS
Tabled from the last meeting for further study were the applications of PUBLIC HEARINGS
Ida Naylor and Claude Swestman, for rezoning to 0-2 of their respective
properties. Mr. Sweetman was present and insisted on action, stating he
could see no reason for further delay. However, after discussion, Commis-
sioner Baltz made the moti n, seconded by Commissioner Longmoor, that both
hearings-be tabled indefinitely, until such time as Coast Highway plans
are definitely settled with the Pacific Electric Company. ROLL CALL VOTE
Ayes: Allen, Baltz, Copelin, 'bngmoor, Pleger, and Audd.
Noes: None. Motion carried. Mr. Webb stated that the Engineering Dep-
artment is waiting for the Pacific Electric Company, who have advised that
they are perparing the figures now.
Second hearing upon the matter of the application of W, G. Cartter, for
rezoning from R -5 to C -2 of Lots 16, 18, 20, and 22, Block 752, Corona Del
' Mar, was declared, and Chairman Allen asked Commissioner Baltz, chairman
of a committee to check on this matter to report. Commissioner Baltz said
that the report was not ready due to members of the committee being on
vacation, but that he would definitely have it for the next meeting.
Accordingly, Commissioner Baltz made the motion, seconded by Commissioner
Rudd, that the matter be tabled to the next meeting. Motion carried. A
letter of protest from John E. Mack, owner of Lots 11, 18, 150 17, and 19,
and 21, protesting the application, was read, and tabled.
The application of E. I. White, for a 50$ setback fromt yard variance for
Lot 20, Block 133., Lake Tract, Newport Beach, was declared, same having
been duly filed, and.auvertised. Mr. Nhite was present and explained that
through an apparent misunderstanding with the Building Department, he had j
built, or started to build an overhang, or porch, and after same was well ✓
along in constructon, he was ordered to remove it. Some question seemdd
to exist as to whether the change had been made after the original permit
had been issued. Therefore, Commissioner Rudd made the motion, seconded
by Commissioner Longmoor, that the matter be tabled, and that the Building
Department be requested to present a written report on the action taken on
this matter to date. Motion carried, and so ordered.
Committee reports: OLD BUSINESS
Master Plan: Commissioner Longmoor, chairman, reported that the committee
held a meeting on September 10th, at which time Mr. Webb submitted plans
' and that the committee had just that day received plans and pictures from
other cities dacluding Maimi, Florida, and that he hoped to have similar
reports from other cities on their solution of the parking problem. Chair-
man Allen expressed gratification and compliments to Commissioner Longmoor
on the work of the.Master Plan Committee.
Mr. Falter Greening, owner of the NW jr 1601 of Block "0 "55, Corona Del NEW BUSINESS
Mar, was present, and requested informal discussion of plans for this

property. Mr,( Greening was advised to contact the Engineering Depart-
ment when ready to have his plans made tip.
/ Mrs. Marie Claxton presented a similar problem to Mr. E. I. Whites, '
(not a formal application).. and was advised to wait for a report from
the Building Department.
Mr. R. R. Hubbell presented tentative plans for the construction of an
Evangelical Lutheran Church in Newport heights on Cliff Drive. Care-
ful consideration was given the plans and Mr. Hubbell was advised to
make application for a conditional permit for same.
