in regular session Wednesday, September 29,1937
at 7 :30 P.M. in the Newport Beach City Council
Chambers, Chairman Hopkins presiding.
• Meeting was called to order by the Chairman.
2OLL CALL - Commissioners present: Fopkins,
Seager, Findlay, I,Irs. ;illiams, Schnitker, Briggs,
City Attorney Thompson, Building Inspector Nelson.
Commissioners absent: Consultant Tilton, City,
Engineer Patterson. E. B. ` %hitson.

It was moved by the ; ecretary that the reading
of the I:inutes of last refular meeting be dispens-
ed with as all members had been supplied with copies
thereof and if there were no ornmissions or errors
they be approved as written. Seconded b,-,,- Brigp7s.

SPECIAL BUSII.E33
A''=CATION of John H. Summers, wvfiner of Lot4,
block G. Corona del I;_ar requesting the rezoning of
said lot from � -2 to C -2.
The Chairman asked the Secretary if there were any
communications in regard to this application.
Secretary stated there was a petition handed to
him containing 74 names of ajaeent property owners
opposed to said rezoning, also a postcard and two
letters. Chairman Hopkins stated that the applioa-
tion had been withdrawn orally by Mrs. W. I.
Williams acting as the owner's agent. Commissioner
Briggs moved that the petition of Mr. Summers be
denied. Seconded by Sohnitker. Motion carried.
APPLICATION of Mr. A. C. Wilson, owner of
Lot 202, Tract 907, Lido Isle for set back variances
on said lot also application by letter to ammend
ordinance regarding front set back. Secretary
Seager stated that the letter from Mr. Wilson was
general in nature including both requests but only
the request for side line variance had been pub-
lished. Thompson gave the opinion that only the
side line variance was formally before the Commis-
sion and therefore the only one that could be act-
ed upon at this time. Chairman Hopkins asked if
there was anyone present who wished to speak on
this application. Mr. P.A. Palmer explained that
the property owners ajaeent to Mr. Wilson's
Property would like to have the ordinance ammended.
Chairman Hopkins told Mr. Palmer that a special
meeting would be called 2 weeks from date to
discuss tha matter with those interested. Also
that Pair. Wilson's letter may be considered as an
application for ammendment. Briggs moved thata
• 5016 side yard variance as of application of A. C.
Wilson of August 25, 1937 for the north boundry,
which was duly publislie.d.be granted. Seconded
by Findlay. Piotion carried. So ordered by the
Chairman that this action be referred to the City
Council as the recommendation of this Commission.
HEARING on the matter of rezoning of Lots 1 and 2
Block 7, section 1, Balboa Island, from C -1 to R -3.
Attay. Thompson asked if the property owners had
been notified and suggested that as a matter of
courtesy they should be. Secretary Seap,-er stated
that there were no protests in the files. Chair-
man Hopkins asked if there were any protests from
the floor. No response. Anyone favorable to the
change. Those present in favor of the change
were Mr. Axelson, Tars. Collins, Pair. and Mrs.
Marshall, Firs. Duncan and Mrs. Hogan. Mr. Axelson
spoke briefly stating that they were very4,much
in favor of the change to apartment house zoning
and felt that it was fairer to the owner of the
• property to have the P -3 zoning instead of R -2.
Briggs inquired why it was set as ? -3 instead of
11-2. Hopkins answered that it seemed.fairer to
the owner of the lots to change it to H -3 instead
of just 2 family residence property. Pair. Sampson,
representing I +r. Tilton stated that these were
the only lots in the ? -3 classification on the
Island. Chairman Hopkins stated that this would
be considered the first hearing and the next
hearing would be held at the next regular meeting.
CO3iESPONDENCE
Secretary read two letters from the retiring
members of the Commission, �r. P. A. Palmer and
Harry L. Parks, thanking the Commission for their'
letter of appreciation of their services. Letter
from the Capitol Co. requesting a cepy of the
zoning ordinance and a map of the district.
Letter from Consultant Tilton in reply to the
Secretary's setter inquiring about a list of books
that might be purchased regarding City Planning.
Mr..Tilton's letter stated that he would advise .
taking a subscription to the magazine "American
society of Planning Officials, News Letter ", in-
stead of buying books. Findlay moved to recommend
to the Council that a subscription to the magazine

in the name of the Chairman be taken out. Chair -
man $opkins said that he would rather it be taken
in the Secretary's name. Findlay ammended the
motion to conform. Seconded by Briggs.
Motion carried.
UNFINISHED BUSINESS
Letter from Mr. Strong mentioned. (On file)
No action taken.
NEW BUSINESS
Briggs stated that he had a phone call in-
quiring if the Building Inspector had issued a
permit for an addition of an apartment in a single
residence zone at 2142 Mira Mar. Inspector Nelson
said he would look into,the matter, that he had
no knowledge of such a permit.
Seager stated that Mr. Hanson had been dis-
missed as Asst. Secretary due to the increasing
amount of work to be done and the inconvenience
of his living in Santa Ana, and that Mildred
Stanley had been secured to take over the work at
the same compensation, with the approval of the
Commission. Schnitker moved that the action of
the Secretary be approved. Seconded by Mrs.
Williams. Motion carried.
GOOD OF THE CITY
Chairman Hopkins reported upon the meeting
of the Civic Committee of the Chamber of Commerce,
stating that he considered the Chamber of Commerce
to be the logical organization to crystalize the
ideas of City.Planning and bring it before the
public. Seager also reported on the meeting and
stated that the Chamber of Commerce committee had
divided the city into 11 districts, and were
planning a meeting of the chairmen of those 11
districts to offer suggestions for city Master
Planning, improvements and crystalizing public
sentiment. Hopkins further stated that the real
object of the Planning Commission is to look
ahead and get all interested in the whole problem
and understand the Master Plan.
Stir. Sampson representing Consultant Tilton,
spoke briefly on the "problem of Planning. lie said
• that from his experience in working with Mr.
Tilton the Qdea of breaking the Commission up
into Committees with one of the members as chair-
man of each division such as zoning, recreation,
traffic. etc. had worked out very satisfactorily.
Seager suggested that the Cahirman use this method
to put the members of the Commission to work.
Thompson stated that many complaints had
been received on the condition of the beaches
. near Bay Island, owners objecting to the rubbish,
cans, Barba e, etc. left by the transient crowds.
Mrs. Willis s asked what we are going to do about
it. Hopkins said.that it was hard to do anything
about it at the present time, however all that
could be included in the master plan.
Motion made by Schnitker to adjourn to October 13,
7:30 P.M. date set for special meeting. Second-
ed by Briggs. Motion carried.
