FINAL MAPS
Tract 3851
The final map of Tract 3851, being a subdivision of 17.3
acres divided into 54 residential lots located in the
West Upper Bay area, was recommended to the City Council
for approval, subject to the following condition:

Tract 4225
The final map of Tract 4225, being a subdivision of 15.8
plus acres divided into 8 lots, proposed to be for
commercial use, located south of Westcliff Drive between
Irvine Avenue and Dover Drive and on the westerly side
of Dover Drive between Westcliff Drive and 16th Street,
was recommended to the City Council for approval, subjec
to the following conditions:

1. Install additional fire hydrants on the

southerly side of Westcliff Drive and the
westerly side of Dover Drive.
2. Construct a minimum 5' wide sidewalk on
Dover Drive and Westcliff Drive.
3. Install underground street lighting on

4. Developer to guarantee cost of improving
area with curbs, gutters, sidewalks and
paving; one -half of the water, street light-
ing and sewer system if and when the City
accepts the dedication. If power or telephone
facilities are to be installed in this area,
developer must dedicate a public utility ease-
ment to City.
5. That access on Westcliff Drive be limited to
two openings and on Dover Drive to one opening,
subject to the approval of the Planning Commis-
sion.

6. That property be rezoned from an Unclassified to
a C -N -H District.
7. That a 15' setback be required for all build-
ings from the front property line.
8. That one tree for each 40' be planted in

The revised tentative map of Tract 3702, now known as
Tract 4224
Tract 4224, consisting of 126 acres divided into 313
residential lots located in the West Upper Bay area,
was recommended to the City Council for approval, subjec
to the following conditions:

3. Redesign intersection of North Star Lane and

if necessary.
5. Show Bayward limits of recreational areas and
restrict for rec- reational purposes only, subject
to the determination that it can be made

radius at southwest corners of Pescador Place
and Nottingham Road and Pescador Place and
Santiago Drive.
8. Make study to determine feasibility of construct-
ing trunk sever from Coast Highway along base
of cliff instead of the proposed pump stations.
9. Establish a 4' maximum height above the top of
curb for.the portions of Lots 12 and 15 lying
easterly of a line that is perpendicular to
the center line of the cul -de -sac street and
20' westerly of the westerly line of belante
Drive.

10. Study feasibility of decreasing 12% grade on
Galaxy Drive..
11. Relocation of Flood Control Channel between
lots 217 and 216 should be approved by

Orange County Flood Control District prior to
recording of final map.
12. Extend Santiago Drive to an intersection with
Dover Drive and Westcliff Drive including con-
struction of bridge across Flood Control Channel.
Improvement of Santiago Drive to an intersection
with Dover Drive must be completed within a
5 year period.
13. All grading to be in accordance with a grading
plan approved by the Public Works Director.
When the grading plan is submitted for approval,
it shall be accompanied by reports from a
qualified Geologist and a qualified Soils
Engineer. Upon completion of the grading, but
prior to the construction of any improvements,
the Soils Engineer shall certify that the com-
pleted grading has been personally inspected
and will not endanger any property. No changes
in the grading plan shall be made unless
recommended by the Soils Engineer and approved
by the Public Works Director.
14. That grading plans provide for adequate sight

distance for all intersections.
Joint Harbor Committee
1. The pierheadlines are to be shown on an official
recorded map and the location of these pier -
headlines to be submitted to the Joint Harbor
Committee for approval.
2. The waterways are to be dedicated as public
water easements.
3. The bulkheads are to be included as part of
the improvements and shown on the improvement
plans.
Parks, Beaches and Recreation Department
1. Street trees to be planted in accordance with
specifications of this Department.
2. The areas reserved for view parks (3) must be
dedicated to the City and water stubs shall
be provided in all of these areas for land-
scaping purposes.

Planning Department
1. At the time of the filing of the final map,
a petition must be filed by the subdivider
to rezone from an Unclassified to an R -1 -B
District.
2. At the time of the filing of the final map,

3. That satisfactory street names be supplied to

age easements. On -sight drainage facilities
outside of the dedicated rights -of -way should
not be accepted by the City for maintenance.
5. All utilities must be installed underground
and street lighting must be provided on Tustin
Avenue, Del Mar Avenue and both alleys.
6. That a water system be installed in accordance
with specifications submitted by the Director
of Public Works and approved by the City Council.
If possible, arrange with Santa Ana Heights
Mutual Water Company for services and dedicate
to City.
