Beckley abstained due to the fact that -we was
absent from the meeting.
Community Development Director Hogan commented . on
the Interim Guidelines of the California Coastal
Zone Conservation Commission and requested that th
Planning Commission review same as Item B -2 at the
end of the agenda for the purpose of making recom-
mendations to the City Council at the Joint Meetin
on October 15, 1973.

Larry Moore, Associate Director, Planning Administ
tion, The Irvine Company, appeared before the Plan
ning Commission and made a presentation relative t
vested rights and the concept, validity and.integr
of planned communities.
Planning Commission discussed vested rights of an
entire project and Justification for same; and
amendments to planned communities by either the Ci
or the developer should the trend of i'pro3ec.t
prove unsatisfactory.
Assistant City Attorney Baade commented on the
matter of vested rights and advised the Planning.
Commission that the decision regarding same must
be made by the Planning Commission and the City
Council.
Stewart Woodard, 3709 Ocean Boulevard, Corona.del
Mar, appeared before the Planning Commission and
commented on reduction of density in the Big Cany
Planned Community and the amenities provided.
Allen Beek appeared before the Planning Commission
and suggested that the Residential Growth Element
concern itself with limiting population rather
than zoning, through the adoption of policy.
Barbara Eastman, Bayshores, appeared before`the
Planning Commission and read a letter addressed
to the Commission from the Newport Residents Unite
which summarized actions taken at their meeting
of October 10, 1973.
Larry Moore, Associate Director, Planning Admin-
istration, The Irvine Company, again appeared
before the Planning Commission and commented on
three sites located on the map which were not in
the Planned Community District.
Allen Beek also appeared before the Planning Com-
mission a second time and commented on the proper
on Jamboree Road north of Coast Highway.
There being no others desiring to.appear and be
heard, the public hearing was closed.

with regard to the three parcels in Big Canyon,
that the Planning Commission first decide whether
or not there is a vested right by the Irvine
Company to develop those parcels at the density

established in their existing Planned Community.
Following discussion, motion was withdrawn.
Planning Commission commented on the number of
dwelling units per acre to be established through -
out the City, traffic, density, future projects on
unclassified land, restrictions on development, an
establishment of policy to maintain the present
population level in Statistical Areas B. C, D, E,
and F.
Planning Commission recessed at 9:45 P.M. and
reconvened at 9:55 P.M.

developed areas exceeding eight dwelling units per
acre and those multi - family sites in Planned
Community Districts exceeding eight dwelling units
per acre if those Planned Community zones are not
vested.) Motion failed.

Motion was made to re -open the public hearing.

Stewart Woodard appeared before the Planning
Commission and expressed concern over considera-
tion of the entire Residential Growth Element
rather than the specific areas as directed by the
City Council.
Robert Shelton, 2908 Ocean Boulevard, Corona del
Mar, appeared before the Planning Commission and
commented relative to limiting population.
Jerry Hill, 404 Iris, Corona del Mar, appeared
before the Planning Commission and commented on
time spent and work done to develop residential_
development standards which may be inapplicable
if the Residential Growth Element is changed.

Harry Kamph appeared before the Planning Commissio
and commented on the Residential Growth Element.
There being no others desiring to appear and be
heard, the public hearing was closed.

of the General Plan be amended to provide for a
density not greater than an average of six dwelling
units per acre, except where .there is a showing
that there are public facilities and support
systems, such as transportation, parking, recrea-
tion facilities, schools, fire and police protectio

utilities and open space, which are sufficient to
support a density not to exceed 15 dwelling units
•
per acre without an adverse impact on the property
immediately surrounding said property, or on the
Community in general, on all property indicated on
the map except the two discussed previously and
including the Castaway site and the Newporter
North site unless rights are vested. Motion failed

Motion containing the following four parts was
made:
I. That the zoning codes must be devised to bring
the General Plan Policies and the former amend
ment into alignment and therefore mitigate.the
impact of that growth.
2. That other undeveloped areas of the City must
be zoned with developments that are compatible
with the concepts that are being expressed of
an appropriate density to handle.the facilities
that we have and can project for those areas.
3. That the staff be directed to present the
Planning Commission with a plan that will keep
things unified and together.

4. That Areas G and H be included with B thru F.
