The Newport Beach City Planning Commission held a regular meeting, Thurs-
day, October 16, 1947, in the Council Chamber, City Hall, with Chairman
Longmoor presiding.

Commissioners present: Copelin, Daniell, Johnson, Longmoor, Pleger,
Rudd, and Wightman.
Commissioners absent: Baltz, and Ellerbroek.
MINUTES
Commissioner Johnson made the motion, seconded by Commissioner Pleger
for the approval of the minutes of the last meeting, as read. Motion
carried, and so ordered.
PUBLIC HEARINGS
Final hearing upon the matter of rezoning from R -2 to C -1 of Lots 10,
11, 12, and a portion of 13, Block 130, Lake Tract; Lots 1, 2, 3, and
4. Block 129, Lake Tract; Lots 17, 18, 19, Block 29, Newport,Beach Tract;
and Lots 22, ?3, and 24, Block 30, Newport Beach Tract, i.e., the four
corners of 30th Street and Coast Highway, was heard. Commissioner Cope -
lin showed a map of the property of the Pacific Electric Company, which
showed a small pie shaped piece, owned,by this company, zoned R -2,
which would not be rezoned, due to same not having been included in this
proposed rezoning amendment. City Engineer Webb made the request that
the owners of the properties of these four corners dedicate the required
footage for alleys, as C -1 zoning requires. Commissioner Johnson made
the motion, seconded by Commissioner Wightman, that the matter of this
hearing be tabled for action to the next meeting, and, that a communi-
cation be directed to the City and /or City Engineering Department re-
questing proper action to arrange for dedication for alleys in connect-
ion with this rezoning, and, advise as to the status and possibility

of our confirmation for possession of Lot 13. Motion carried and so
ordered.
Public hearing upon the matter of the application of S. B. MacA'Levy for
permission to operate an automatic self - service laundry on Lots 13 and
14, Block 431, Lancaster Addition, zoned as C -2, was not heard, as
Per. MacA'Levy withdrew his application by letter at this meeting, pre -
vious to the call for the hearing.
Public hearing upon the application of Alex MacGillwray for 50% regr
yard setback variance for the property at 1610 First Avenue, Corona Del
Mar, being that portion of Lots 2 and 4, Block 429, Corona Del Mar, as
shown on Map recorded in Book 3, pages 41 and 42, of Miscellaneous Ma*s
Records of Orange County, was heard. Committee report was given by
Commissioner Pleger, who stated that the committee had checked the pro -
perty mad felt that a 50% setback would put the proposed addition of
Mr. MacGdillwray's in line with the adjacent property, owned by Mr. Marc
Loebell, who was present and opposed the application. Mr. Loebell, how-
ever, after explanation and check of the map and plans, withdrew his
objections. Commissioner Copelin made the motion, seconded by Commiss-
ioner Daniell, that the Planning Commission recommend the approval of

this application. Roll call vote: AYES: Commissioners Copelin, Dan-
iell, Johnson, Longmoor, Pleger, Rudd and Wi=htman. NOES: None.
ABSENT: Baltz, and Longmoor. Motion carried, and so ordered.

First hearing'upon the matter of the application of Mr. John E. Sadleir
for change of zone classification from R -2 to C -2 of Lot 9, Block 730,
excepting therefrom the northwesterly forty feet, Corona Del Mar, was
declared, same having been duly filed and advertised. Mr. Sadleir was
present and ezplained that this prope -ty is surrounded by business pro-
perty and that this is the only location in Corona Del Mar where the

entire block is zoned C -2 to the next street, so said Lot 9 is not sim-
ilar to any others in Morons Del Mar. Commissioner Pleger, on the com-
mittee to check this matter, stated, however, that the same situation
exists on many corners in Corona Del Mar, and that the granting of this
application would start a precedent. Two adjacent or near property own-
ers, Mr. Rinehart, owner of Lot 7, and Mr. Marcus; of 700 Carnation Ave-
nue, were present, and both approved this application, on the condition'
that.their properties could also be considered for such rezoning. Com-
missioner Johnson made the motion, seconded by Commissioner Budd, that
the matter be set to final hearing at the next meeting Motion carried,
and so ordered.
Mr. C. MacIntyre of Los Angeles was present and .requested clarifica- NEW BUSINESS
tion of a lather received by him in October.1945, from the Building
Department and brought before the Commission at that time, relative to
the matter of a setback on a lot on which the present building is non-
conforming and the setback is ten feet, with the established setback of
forty feet. The Commission confirmed the decision of October 1945, in-
forming Mr. MacIntyre that if built on, the lot must conform to the
forty foot setback.
Mr. Clyde Sherwood, arriving late, requested information on the propos-
ed rezoning of the four corners of 30th Street and Coast highway, and
was advised that seventy -five feet is the area being considered on
each corner.
A letter from Mr. Richard R. Gearing, Pleasure Island, was read, which COMMUNICATIONS
was repeating previous requests for consideration of the possibilities
of either a dancing school or a yacht club at Pleasure Island. Commiss-
ioner Johnson made the motion. seconded by Commissioner Wightman, that
the Commission advise Mr. Gearing that "it sees no reason for deviating .
from the requirements of the R -3 zoning which Pleasure Island carries."
Motion carried, and so ordered.
Commissioner Pleger, in the absence of Secretary Ellerbroek, read a PLANNING CONSULTANT
Metter from the City of Atlantic City Planning Board, to the effect
that the firm of Loewy Organization is highly regarded by them, and,
that the firm made a comprehenzive report of the suggested improvements
which is now being studied by the Planning Board. Also read -was a let-
ter from St. Paul, that the firm of Loew Organization was hired by a
group of the "downtown retailers ", and the St. .Paul Planning Board was
forwarding Newport's telegram to this group, attention Mr. Russell Rati-
gan. The letter in answer to this telegram, from Mr. Ratigan, stated
that the first consideration in such .a matter must be the backing and
cooperation of the City's officials, secor4, the physical aspects of
the City, and, finally, is design and architecture; also stressing that
Mr. Loewy is an industrial designer, and that their project had not
been effective in St. Paul due to lack of cooperation. Another letter
read was one from the City Planning Commission of Philadelphia, which
stated "I know of no work which the Loew Organization Associates have
done for the City of Philadelphia; and, that the city has employed no
' consu4tants, but leaves such work to Its premanent staff. The final com-
munication, in answer to telegrams sent, was a telegram from Portland,
Maine, which stated "Loew Associates never employed by City of Portland
Maine, N. Horton Maxfield, Assistant City Manager." Commissioner Dan#ell
.stated that "it looks like Loewy should be stricken from our list."
Chairman Longmoor reported on having checked San Diego, that they em-

ployed a firm for An industrial survey at a cost of $35,000.00, from
which San Diego has since the war developed seventeen new industries.
Chairman Longmoor read a letter from C. H. Diggs, Orange County Plan— '
ning Director, attaching letters from two planning consultants, Mr.
S. H. Mott, of Washington, D. C., and Mr. Frank Gandola, also of Wash-
ington. Mr. Diggs expressed his hopes that Newport will be able to
place a competent full —time man for planning work, and offered every
assistance. Chairman Longmoor also read a letter from Mr. L. Deming
Tilton, Planning Oonsultant, who at onetime in the past worked for
Newport'Beach, and with the Planning Commission here, and suggested
by Commissioner Johnson, at the meeting of September 29, 1947; Mr.
Tilton's letter contained a condensed list of his work, and expressed
his desire to renew contact in Newport, and, that he would be in Los,
Angeles on October 22d for three days, and would.arrange for a meeting.
at Newport during that time. Commissioner Johnson suggested that the
Commission secure the services of a consultant who would attent each
meeting, and, after a time, under his guidance, start work on a Mas4er
Plan,(taking first things first), and that our present ordinance needs
a few "teeth" put into int.
ADJOURNMENT Commissioner Pleger made the motion for adjournment, seconded by Com-
missioner Daniell. Motion carried, and so ordered.
