Community Development Director Hogan commented on
motel use in the A -P District and stated this would
be a proper use and an amendment to the A -P District
could be instituted to cover the motel use.
Public hearing was opened in connection with this
matter.
The following persons appeared in opposition to
any change in.zone as they felt that the property
owners were beginning to improve the area now that
the "cloud of the proposed freeway had been lifted ";
also, the area no longer lends itself to the med-
ical profession because Newport Boulevard separate
the area from Hoag Hospital:

Planning Commission discussed lot sizes of the
various properties; the possibility of considering
a Specific Area Plan rather than changing the zone;
and questioned the possibility of the area revert-
ing back to medical uses.

3. That a fifteen foot radius corner cutoff be
dedicated for street and highway purposes at
the northwesterly corner of West Coast Highway
and 62nd Street.
4. That the adjoining right -of -way for West Coast
Highway and 62nd Street shall be improved with
sidewalk, curb, gutter, and paving to the edge
of the existing pavement, all to City Standard
and specifications. All, or a part, of this
requirement may be waived by the Director of.
Public Works if, because of the location,
terrain, or condition of the property or the
surrounding properties, the construction of
the required improvements is determined to be
impractical. If construction is waived, the
applicant shall enter into an agreement and
post surety to guarantee the installation of
the improvements at such time as they are
required by the City.
5. That building plans shall be drawn to scale,
• and of sufficient clarity to indicate the
nature and extent of the work proposed, and
show in detail that it will conform to the
provisions of the Uniform Building Code. Said
plans shall be submitted to the Department of
Community Development, Building Division,
within thirty days from the effective date of
this application.
6. That the occupancy of the restaurant shall
not exceed that which can be accommodated by
combining the parking in the on -site and off-
site parking areas.
That there shall be no food or beverages serve
in the outdoor patio area unless sufficient
additional parking is acquired to permit the
use of this area for dining purposes
B. That the on -site parking lot shall be paved
with asphalt, concrete or other surfacing
material of a permanent nature. Parking
spaces shall be marked thereon with approved .
traffic markers or painted with double white .
lines not less than four inches wide.
. 9. That an off -site parking agreement for the use
of the proposed parking spaces in the Newport
Shores Shopping Center shall be approved by
the City Council.

10. That the restaurant shall not open for
business prior to the hour of 5:00 P.M. daily,

and Recreation.

Planning Commission discussed their reasons for.
recommending 10 foot setbacks adjacent to the
McLain Development in connection with Amendment
No. 385 and requested the staff to advise the City
Council that Planning Commission felt the setbacks
should be maintained in order to preserve the
"visual integrity" and view access" of Promontory
Bay.
