IN THE COUNCIL CHAMBER OF THE NEWPORT BEACH CITY HAL ROLL CALL - Commissioners Present: Briggs, Copelin, Ellerbroek, Longmoor, Rudd, Smith, and Wightman. Commissioners Absents Daniell and Pleger MINUTES.- Commissioner Rudd moved to approve the minutes of the Planning Commission meeting of September 21st, 1950 a's submitted to the Commission, seconded by Commissioner Wightman and carried. PUBLIC HEARINGS: Variance: Chairman Longmoor opened the first Variance application of Lester R. Kelly on the Wly 301 of the Sly 491 Lot 10, Block 5, Section 5, Balboa Is- land (1706 Par Ave) so that he may be allowed a five (5) foot setback on Park Avenue. The pplicant was not present nor anyone representing him. Mr. Kelly had been asked to submit letters from the neighbors immediately adjoining his property giving their approval for the variance; however, the Commission was not in receipt of such letters. Commissioner Copelin, therefore,, made a motion that the matter be laid over to the nest regular meeting and that a letter be written to Dr. Suess on the East of the applicant for his approval. Commissioner Smith seconded the motion and was carried. Variance: Application of the Lido Isle Community Association for a Variance on Lots 20 to 25 inc. Tract 907, so that they may be allowed a three and one half (31) foot variance. Chairman Longmoor declared the hearing open and asked if anyone wished to speak for or against it. Tom Jones, President of the Associlx ation was present and said that the addition to the present building will extend 31 feet out from the present building line. People of the Association feel that it is necessary to have and that 75% of all the property owners in the vicinity had signed for its approval. Commissioner Copelin moved the hearing be closed, seconded by Commissioner Wigbtman and carried. Commissioner Copelin then made a motion that the application be granted, seconded by Commissioner Ellerbroek and carried by the following roll call vote, to -wit: AYES: Commissioners: Briggs, Copelin, Ellerbroek, Longmoor, Rudd, Smith, and Wightman. NOES: None ABSENT: Commissioners: Daniell and Pleger. Conditional Permits Application of the Balboa Island Community Methodist Church for a Conditional Permit so that they may remodel the business building into a church at 111- 113 -115 Agate Avenue, Balboa Island, (Sly 151 lot S. Lots 9 & 101, Block 7, Section 1) Chairman opened the hearing and asked for comments. Clem Christy, Secretary of the Board of Trustees of the Church, explained the ap- plication and its necessity stating that the building was in a business zone and in order to convert it into a church it must have the approval, of the Planning Com- mission. The Chairman asked about parking space and Mr. Christy explained that they bad space for seven cars on the lot in the rear of the building. Also there will be four entrances to the church and the chapel has a seating capacity of 70 people. The architect was present and submitted a drawing of the church as they planned to remodel it and also some floor plans for the Commissioners inspection. , Mr.- Christy also stated that the building will be set back to allow for.the widen- ing of Agate Avenue in the future. Dommissioner Copelin madea motion that the hearing be closed, seconded by Commis - sioner Wightman and carried. Commissioner Copelin then made a motion that the Conditional Permit be granted, seconded by Commissioner Rudd and carried by the 1:29 ' following roll call vote, to- -wits AYES: Commissioners: Briggs, Copelin, Ellerbroek, Longmoor, Rudd, Smith, and Wightman. NOES: None ABSENT: Commissioners: Daniell and Pleger. AmeBment to Zoning Ordinance #E525: First Bearing - Owners of properties on the Ocean side of Ocean Boulevard, Corona del Mar, between the Sally prolongations of Larkspur Avenue and Poinsettia Avenue, have signed certain "Declarations Concern- ing Restrictions" in connection with the proposed construction of an access road. The amendment is to eliminate the ten (10) foot setback requirement on the proper- ties. Chairman Longnoor declared the hearing open and stated that since it is an amend- ment to the Zoning Ordinance, it will require two hearings and that this is only the first hearing. Mr. Webb, City Engineer, submitted to the Commission papers with all the signatures on for approval -and a drawing. Discussion followed. Commissioner Wightman moved this hearing be closed and set over to the next regular meeting of the Planning Commission on November 16, for the second hearing, seconded by Commissioner Briggs and carried.
