Minutes of the regular meeting on August 17, 1961,
adjourned meeting September 7, 1961, regular meeting
September 21, 1961 and adjourned meeting October 5, 1961
were approved on the motion of Commissioner Higbia,
seconded by Commissioner O'Brien, and carried.

The revised final map of Tract 4225 being a subdivision

The Commission considered an appeal from a decision of

the Building Department, filed by George R. Wiseman
in behalf of his client Mrs. Harry J. March, who had
been denied a building permit at 604 West Bay Avenue,
Balboa, on the grounds that the plan apparently was
designed as a housekeeping unit on the second floor
with a separate bachelor unit on the first floor,
making a total of two units on this R -1 zoned property.

The Planning Commission, after reviewing the plans and
hearing testimony at the meeting, overruled the decisio
of the Building Department with the condition that the
owner sign a statement, to be prepared by the City
Attorney's office and to be recorded, covenanting and
