Foley, Senior Planner Suzanne Bame, Secretary X Minutes of the Special Meeting of October 11, 1973, X X X X X X X were approved with the following corrections to the top of page 2: Larry Moore, Associate Director, Planning Administration, The Irvine Company, appear- ed before the Planning Commission and made a state- ment as to the Irvine Company's position regarding vested rights, but declined to make a statement as to the particular evidence of vested rights in those parcels in the Big Canyon area. Item A -1 Request to consider amending portions of Title 20 AMENDMENT of the Newport Beach Municipal Code as it pertains NO. 394 to residential development standards. APPROVED Initiated by: The City of Newport Beach A9"_ WENDED The staff handed out written information dealing with a survey of some fifteen duplexes in various areas of the city and how they relate to the various standards which the Planning Commission had before them. At this point, there was a general discussion as to the number of parking spaces needed in relation to the amount of square footage contained in the duplexes. Goldie Joseph, Lido Isle, appeared before the Planning Commission to state that the "Open Space Option" will enhance the exterior of the building by leaving an open space in front of the building. .In addition she mentioned that the Commissioners were given copies of her letter in which she states her disagreement with down zoning from R3 to R2.2. She stated that she did not feel this would be effective in reducing density. Walter Assmus, 218 36th Street, Newport Beach, appeared before the Planning Commission to voice his concern over the fact that if he converts his single family dwelling into a duplex that he may have to have 3 parking spaces, if the develop- ment standards are adopted. He felt that he. lacked the room to meet this requirement. Chairma Ageeindicated that this type of problem could be • handled as an individual case and allowances could be if indicated. made so Elaine Linhoff, 1760 East Ocean Blvd., Newport Beach, stated that she was happy with the original plan of down zoning the peninsula to R -1, but she worked on the Development Standards Committee and felt that the development standards were a . good compromise solution. Frank Robinson, West Cliff, appeared before the Planning Commission to state that a reduction in population density is needed, since the beaches are almost inaccessible now due to the number of people in the area plus the tourists during the summer. Harry Kamph, 1320 E. Ocean Front Blvd., Balboa, appeared before the Planning Commission in behalf of the Peninsula Point Association. He read a letter from the Balboa Point Peninsula Associa- tion addressed to the City Council which stated they had reviewed the recommendations for develop - ment standards as proposed by the Development Standards Citizens Advisory Committee and had voted to accept the development standards with • the following exceptions: (1) Paragraph 1B under R -1 structures - 2 garage spaces for any structure containing less than 2500 square feet and 3 garage Page 2 COMMISSIONERS CITY OF NEWPORT BEACH G1 n D T Dp O� T Rott tart October 25, 1973 MINUTES � INDEJC spaces for any structure over 2500 square feet, and (2) Restrict offsite parking to a specific schedule to allow for street cleaning and for public safety as far as to the accessiblity of ambulances and police vehicles to specific areas. Jerry Hill, Corona Del Mar, past president of the . Corona Del Mar Civic Association, stated that this association made recommendations as to architec- tural restrictions in Corona Del Mar which are compatible with the recommendations of the Development Standards Committee. The Association would like to see the Development Standards Committee's recommendations approved. Alan Beek - appeared before the Planning Commissio and commended the work of the Development Stan- dards Committee. He recommended that the open space requirement should be confined to the front �i of the building instead of the front k of the building. In addition, he suggested that.parking meters be put in with a high parking meter fee • which might alleviate some of the tourists coming. in and encourage residents to provide more off- street parking. Following Alan Beek's appearance there was dis- cussion between the Commission members and Mr... Hogan as to the legality of 24 hour meters. Mrs. Hutchinson, 1559 E. Ocean Blvd., Newport Beach, appeared before the Planning Commission to state that she would like to see the dwelling unit and population levels stay where it is now. Jeff Berlet, Newport Beach, appeared before the Planning Commission to state that he felt instead of using square footage to determine the number of parking spaces required that the habitable area should be used as a yardstick to determine the number of parking spaces. Mrs. Hendricksen, 416 Piazo Lido, appeared before the Commission to state that she felt the dwelling unit and population levels should be kept the same with no additions. . Mrs. Rutledge, 419 E. Balboa, Newport Beach, appeared before the Commission to state that she does not approve of down zoning. Page 3 COMMISSIONERS CITY OF NEWPORT BEACH n M Q,,• mss„ T October 25. 1973 MINUTES Mrs. Manson, 308 Fernando, appeared before the Planning Commission to state that no matter how you change the zoning laws you can not change the number of cars that will be on the streets. This is a problem that the people of Newport Beach will have to live with. Dorothy Cook, East Bluff, appeared before the Planning Commission and commented that she was for down zoning and making the beaches accessible. Barbara Glazier, 2552 Vista Dr., Bay Shores, appeared before the Planning Commission to comment. on the fact that there is a difference between people who live here and make approximately ten trips a day to and from their homes and people who park to use the beaches and leave. She talked to the Seal Beach Planning Department and they said that since they had changed their zoning laws that people were building larger homes and were living in them instead of renting. • Tom Blandi, 3901 Seashore, appeared before the Commission and commented that he was in favor of Mr. Beek's suggestions about parking meters. Nancy Oppenheimer, 507 Edgewater, appeared before the Commission to comment on the fact that development standards should remain flexible for example: some residences could be three stories high, with the first level being a garden level, which would improve the looks of the building. Dale Kellog, Balboa Coves, appeared before the Commission and stated that he was against the large projects that were being allowed to start in this area. Ellis Glazier, 2552 Vista Drive, Bay Shores, pre- sented a letter from Newport Residents United which included a resolution that stated: "The City of Newport Beach shall adopt standards and ordinances designed to keep the population and number of dwelling units of the now developed parts of the city from ultimately increasing beyond their present level. However, building a single unit dwelling on a presently subdivided lot shall in no case be prohibited." Page 4 COMMISSIONERS CITY OF NEWPORT BEACH MINUTES LOLL CALL 'r^ p m October 25, 1973 li Margo Skilling, West Newport Beach, appeared before the Commission to comment on the fact that San Onofre State Beach closes after 2,000 people have arrived and why don't we do this in Newport Beach. There being no others desiring to appear and be heard, the public hearing was closed. The Planning Commission recessed at 9:35 P.M. and reconvened at 9 :50 P.M. Motion X Motion was made to re -open the public hearing. All Ayes Mrs. Emory Moore, 1609 E. Bay Avenue, Newport Beach, appeared before the Planning Commission to state that she supported the development standards • and asked that the members of the Planning Commission read her letter that she then presented to them. There being no others desiring to appear and be heard, the public hearing was closed. Motion N Motion was made that the Commission adopt the reco All Ayes dations of the Development Standards Committee to delete the number of stories as it applies to each of the zones and in each of the districts considered by the Citizen's Advisory Committee. Motion carried. Motion X Motion was made that the Commission accept and All Ayes adopt the recommendations of the Citizen's Advisory Committee with regard to height limita- tions as they considered them and adopt them with respect to each of the zones and each of the areas within.the communities they have considered. Motion X A motion to approve the general notes with the All Ayes deletion of the phrase "and shall be given full credit" in note #3. Motion carried. Motion X A motion was made to direct staff to study the All Ayes following items: 1. Changing yard definitions so that they are more easily defined. 2. Landscape requirements in residential zones. 3. Trash enclosures. 4. Parking meters. Motion carried.
