Barbara Eastman, Bayshores, representing the
Citizens Environmental Quality Control Advisory
Committee, appeared before the Planning Commission
and.read their letter advising of the inconsistent
of Planning Commission action relative to increas-
ing the density on the Castaway site and the
Newporter North site rather than decreasing the
density.
Mrs. Emory Moore appeared before the Planning
Commission and addressed the matter of property
rights vs. profit. She also emphasized the need
to control population through reduction in density.

Ellis Glazier, 2552 Vista Drive, Bayshores, appear
ed before the Planning Commission and urged them
to limit population by reducing density in the
impacted areas of the City.
Goldie Joseph, 515 Via Lido Soud, does not believe
there is a traffic density problem on the peninsul
caused by the residents and is not in favor of
down- zoning.
Harry Kamph, 1320 East Oceanfront; Balboa Peninsul
,
appeared before the Planning Commission and com-
mented on the statistical data relative to popula-
tion growth and density.
The following persons appeared before the Planning
Commission in connection with the Castaway site
and questioned the extent of the development pro-
posed and commented on the number of dwelling
units per acre which should be allowed:

James Skinner, 1001 Mary Lane; .
Betty Jollyscacia, 120 Kings.Place.
E. P. Benson, Westwind Way, appeared.before the.
Planning Commission and questioned the density of
Promontory Point.
Dorothy Beek,, 620 W..Ocearifront, appeared before
the Planning Commission and commented on parking
problems of the future.
There being no others desiring to appear and be
heard, the public hearing was closed.
Planning Commission discussed the effect of the
proposed development standards on areas in the
City other than the older sections and requested
the staff to prepare a list of those properties
where there may be some effect.
Planning Commission discussed effects of changes
in density, population, parking, traffic, develop-
ment standards, and zoning, through the establish -
ment of quantified policies limiting residential
•
growth.

the recommendation that they be incorporated in
the Residential Growth Element and the Land Use
Element of the Newport Beach General Plan.

Further motion was made that a Specific Area Plan
be developed for the "Old Newport Boulevard Area"
and that the Land Use Element of the Newport Beach
General Plan be amended to reflect same.
Planning Commission discussed future review of
Statistical Areas B through F following imple-
mentation of the development standards to determin
their effect as to density and population.
Planning Commission recessed at 9:30 P.M. and

Senior Planner Foley reviewed the site plan with
the Commission and explained ingress and egress
into the parking lot.
Public hearing was opened in connection with this
matter:
Harry Healy, 335 Canal, Newport Beach, applicant,
appeared before the Planning Commission and
advised he had no objections to the conditions and
would cooperate with the City in every way.
Morgan Stanley, 1125 Dolphin Terrace, appeared
before the Planning Commission and questioned the
parking. He also presented a petition in opposi-
tion to the restaurant.
F. C. Meyer, 1231 Bayside Drive, resident of the
Mai Kai Apartments, appeared before the Planning
Commission and presented petitions in opposition
to the request. He also commented on the parking.
Mr. Sullivan, 1201 Bayside Drive, appeared before
the Commission in opposition to the request becaus
of.the lack of parking.

tion to the request because of the traffic and
parking on Jamboree Road and Bayside Drive.
Vera Krueger, 1201 Dolphin Terrace,.appeared before
the Planning Commission and presented a petition
in opposition to the restaurant. She also commented
on the noise and fumes which the restaurant would
create.
John Black, 1535 Dolphin Terrace, appeared before
the Planning Commission in opposition and suggeste
that the zone be changed from commercial on this
piece of property.
Russell Jay, 1111 Dolphin Terrace appeared in
opposition to the proposed request.
Harry Healy., applicant, again appeared before the
Planning Commission in response to the concerns of
those persons opposed to the project.

James Keith, Bayside Drive, appeared before the
Planning Commission and commented on the traffic
along Bayside Drive.
Mr.'Baylis, 1541 Dolphin Terrace, appeared before
the Planning Commission and suggested that the
restaurant be located in the Newport Dunes area.
There being no others desiring to appear and be
heard, the public hearing was closed.
Planning Commission discussed alternate uses,
inadequate parking standards for restaurants, and
other problems in the area such as traffic, parkin
and over - development.

on two parcels. Staff also recommended.that if

this request was approved, Conditions Nos. 2, 3,
4, and 6 be deleted. Planning Commission discussed
the new development standards as they pertain to
parking requirements.
Public hearing was opened in connection with this
matter.
Donald Haskin, 108 Montreal Street, Playa del Rey,
Applicant, appeared before the Planning Commission
and stated that if the project is constructed as
proposed, there will be underground parking, a
profile of a single family dwelling, and open spac
that far exceeds anything in the area. If two
duplexes are constructed, they will have the same
narrow side yards with light and ventilation
problems as other units in the area. He felt it
was unfair to be penalized on the size of the
units because of the parking and although the size
of the units could be reduced, smaller units would
generate lower quality occupants.

Ms. Hutchison, resident of Balboa Peninsula,
appeared in opposition because the project does
not meet the parking requirements of the new
development standards.

Planning Commission and requested that his property
which is adjacent to the unclassified portion be
included in the zone change.
Planning Commission and Staff discussed the reasons
for recommending the zone change to R -2, alterna-
tive zoning, present land uses and size of lots.
Laurence Edmisten, Jr., owner of.a portion of the
property involved appeared before the Planning
Commission in opposition to the R -2 zoning and
requested the zone be changed to R -3 or R -4.
There being no others desiring to appear and be
heard, the public hearing was closed.

Motion was made to continue this matter to the
meeting of December 6, 1973, and that the matter
be readvertised in order that alternative zoning
of R -1, R -2 or R -3 may be considered.

Following further discussion, motion was withdrawn
and a new motion was made to remove this matter
