special session at 7:30 otclock P.M. in the City
• Hall, November 4th, 1936. Chairman H.L. Parks pre-
sided. Due to lack of quortLm, Inspector Nelson was
appointed by Mayor Willamson to act as temporary
Commissioner for this meeting.
Present: Ch. Parks, Com. F.W. Briggs, Mrs. W.I.
Williams, P.A. Palmer, and Inspector Nel-
son. Consultant Tilton was also present.
Absent: R.L. Patterson, Kenneth Baum and E.B.WUts
11I NUTES: The minutes of the meetings of September
30th, 1936 and October 21st, 1936, were
approved as written.
PUBLIC HEARING: Chairman Parks announced that any
persons present desiring to speak on the petition for
rezoning by Roland Vall_ ee`l7 of Lot 5� Block 9, Section
1, Balboa Island, from residential to business

Mrs. H.H. Luther of 108 Opal Avenue, stated that she
purchased this property in 1920 and it was her under-
standing at the time that it was in a residential dis-
trict. She also objected to the.rezoning back to
business an an enterprise might be established that
.would be undesirable.
William De Santis, owner of Lot 6 adjoining Roland
Vallelyls property, is also desirous of changing the
present zoning for business use, as he stated that
he wished to use his lot for business use. His In-
tentions are to have a delicatessen shop, or even a
cafe.
Roland Vallelg stated he had nothing in mind at the
present, but that when he would make improvements, it
would undoubtedly be inthe way of adding to and mak-
ing more attractive the present boat dockage. He
remarked that when he purchased this lot it was zoned
for business, and it was changed to residential after
this transaction, He merely wants it putback to
business, as it is primarily a business district.
A.J. Visel submitted his opinion that the Islanders
would certainly not object to an attractive boat
enterprise, as these kind of businesses were welcome.
E.J. Power of 112 Opal Avenue, stated that the island
was building up rapidly and all available lots should
be left residential. It seemed to him that there
were sufficient vacant lots in the present business
sections on Agate and Marine Avenues for business pur-
poses.
William De Santis assured those present that he would
never operate, nor lease to anyone who would operate
cocktail bars or any other business that would be a
menace to the health and safety of residents.
A 8ommunication from J.A., Beek, recommending that the
Commission act favorably on Dir. Vallely's petition,
was read.
All interested parties having spoken on the subject,
Chairman Parks advised that the next and last public
hearing on this matter of rezoning would be held
November.18th, 1936, at which time the public was
again welcome.
PADINAX APPLICATION: Barney Padway of Beverly Hills,
owner of the former Gillette property, Lots 1 and 2,
Block F in Tract 518, who is desirous of obtaining a
variance in the Zoning Ordinance in relation to sidd
yard clearance, in connection with alterations to the
present dwelling on the above lots, was again heard.
Motion: Upon motion of F.5';. Briggs, seconded by P.A.
Palmer and carried, the Con-mnission decided that
application of Padvray for permit for remodeling old
dwelling on Lots 1 and 2, Block P. Tract 518, be
approved with a reduction of side yards, as shown
on sketch plans filed with the Building Inspector,
provided (1) that no side yard shall be less than
50% of the required side yard, and (2) that a new
lot line be recorded as required by the Building
Inspector, providing side yards for each dwelling
unit in accordance with the conditions established
herein.
Mr. PadwayIs additional request to lease from the
city by the month the adjoining vacant lot facing
the Harbor Entrance and beautify at his own expense,
was referred to the City Council for its next meeting
on December 7th. This -was sstisfactory_to 11P. Padway,

•E.W. BENNETT PETITION: A comiziani cation from E. W.
Bennett, 908 South Day Front, Ralboa Island, was read.
He desires a 50;x' variance in present set -back regu-
lations in order to make an improvement in the way of
a sun porch added to the front of his house. A pub-
lic hearing was granted Mr. Bennett, to be held
November 18th, 1936.
STROBRIDG;. SUB- DIVISION: A communication from the
Orange County Planning Corrnnission for the subdivision
of Strobridge property in Tract No. 1011, enclosing -
preliminary map for tentative approval, was read and
tablied until the next meeting; November 18th.
