Request to consider the adoption of the Master Item A -1 Plan of Bikewa s as part of the Recreation and Open Space ement of the Newport Beach General MASTER Plan. PLAN OF BIKEWAYS Initiated by: The City of Newport.Beach There was a general discussion between the commissioners concerning the fact.that bikeways are to be included in and become part of the Recreation and Open Space element of The Newport Beach General Plan. At this time, Chairman Agee opened the public hearing. Alan Beek, a member of the Citizens Bicycle Advisory Committee felt at this time all of the trails shown on the backbone and secondary systems should be adopted and that three controversial trails should be put back on the map. The Controversial Trails specified by Mr. Beek included 1) the Balboa Island Bridge, 2) existing ocean front walk and 3) North West Upper Newport Bay. The controversial bikeways are designated on an overlay map which is for reference only. He based his statement of including.the above bikeways on the fact that matching funds could be acquired for bikeways only if they were .on the map. COMMISSIONERS CITY OF NEWPORT BEACH f m A T November 8, 1973 MINUTES O� PA,, ' INDEX Colonel Frankman, Balboa Island, Vice Chairman of the Citizens Bicycle Advisory Committee, stated that the controversial bikeways should be left off the map. He stated that 800 Balboa residents had signed a petition stating that they did not want organized bike trails on Balboa Island. He restated again that the minority members of the Citizens Bicycle Advisory Committee, of which he was one, urge that the controversial bike trails be kept off the map. Alece Forbes, Mariners Drive, stated that the majority of the residents on Mariners Drive did not want a bicycle trail. She felt it was unsafe as the bikes would not be separate from the street and vehicle traffic. Cla.udia Owen, Chairman of the Parks, Beaches, and Recreation Commission, stated that her concern with the so- called controversial trails is the fact that a majority of them are already being used a great deal. She felt that these • trails should not be eliminated at this time, but that they need to be studied. At this time there was some discussion between the Commissioners as to whether the controversial trails overlay map might be published when it was only intended to be used for reference purposes. In response to the Commission, Mr. Gunn stated that only the bikeways that are classified as part of the backbone and secondary trail system would be published on the master plan map, not the controversial bikeways. Goldie Joseph, Lido Isle, commented on the fact that the Commission had adopted downzoning measures for Balboa Island and it would seem rather incongruous to turn around and bring more people there by having established bike trails. She commented that she had talked to quite a few people on Balboa Island and they seemed to be against having bike trails. Colonel Franklin stated that the residents of Balboa Island don't want the Balboa Island • controversial bikeway publicized. Magdalene Franklin, Balboa Island, stated that the idea of widening the bridge in order to make bicycle travel safer would make a problem for.the Island since it would bring more bicycles to the Island, which is not needed. Chairman Agee closed the public hearing. There was a general discussion between the Commissioners on the bike trail problem. X Motion was made that the Master Plan of Bikeways Item A -2 X X X X X X as proposed be recommended to the City Council X with further recommendations that there be a MASTER second map and additional text indicating PLAN OF the controversial trails and stating that BIKEWAYS these routes were discussed and although they are heavily used, it was decided at APPROVED this time not to show the controversial trails on the Master ,Plan of Bikeways. In addition that paragraph two, Development of Bikeways in the "Master Plan of Bikeways" should be changed to read "should be considered" instead of "must be considered ". X A substitute motion was made that the Master X X X Plan as proposed be approved and forwarded X X X to the Council, but that it include the contro- X versial bikeways with the exception of those on Balboa Island apart from the Balboa Island Bridge. Motion failed. X An amendment to.the original motion that the X X X X X Master Plan of Bikeways be approved with the X elimination of the two crossings in the Back X Bay and the Newport Harbor drainage ditch. X Amendment to the original motion in which the X X X X X X Master Plan would be recommended with the X addition of the Back Bay bike trails, excluding the bay crossings. Dixon and Gordon A. Marsh, consultants. Dr. Dixon and Mr. Marsh presented a slide REPORT ON presentation. Dr. Dixon discussed the aquatic ECOLOGI- and Mr. Marsh discussed the terresterial CAL SUR- concept. VEY Motion was made to accept report. TION AND OPEN Initiated by: The City of Newport Beach SPICE Mr. Gunn discussed the report and staff APPROVED suggested revisions with the Commission. Chair- man Agee opened the Public Hearing. Valerie Merly, Chairman Citizens Environmental Quality Control Advisory Committee, stated that CEQCAC unanimously recommended adoption of the Recreation and Open Space Element with certain revisions contained within a statement prepared by CEQCAC which she read to the Commission. Ray Williams, President of Friends of Newport Bay, stated that he had statement to make and gave copies of this statement to the Commissioners Mr. Williams suggested several revisions to the report and recommended adoption as amended. Larry Moore, Associate Director, Planning Administration, The Irvine Co., suggested that the part of the report which mentions the use of public facilities in addition to private facilities be clarified in order that it be understood that public facilities would only be needed if the private facilities were deficient. There being no others desiring to appear and be heard, the public hearing was closed. COMMISSIONERS CITY OF NEWPORT BEACH (1 T TP A Z A A A CALL Motion Ayes Absent 0 Motion Ayes Noes Absent Motion Ayes Noes Absent • MINUTES November 8, 1973 I IVDEJC X Motion was made to adopt resolution No. 862 X X X X X recommending adoption of the Recreation and X Open Space Element of the Newport Beach General Plan with the following revisions: 1) All the revisions suggested by the staff in the staff report dated November 8, 1973. 2) The revisions suggested by the Friends of Newport Bay in a statement dated November 5, 1973. 3) Include definitions of all the open space categories in the definitions section. 4) Add discussion and proposals for the Paseo Concept within the Greenbelt Section. 5) Include the revisions to the Bike- ways Section adopted by the Planning Commission. 6) The City will determine the desirable maximum capacity of the beaches and .explore possible methods of limiting beach use to this capacity in order to assure that over -use does not destroy the recreational and environ- mental value of the beaches.
