Commissioners present: ?41 Planning Commission held its regular rember 17, 1943, at 4 P.M., in the Hall, Newport Beach, California, Chair - ROLL CALL Hopkins, Seager, Johnson, Baltz, Helson, Isbell and Patterson absent: Allan and Campbell MINUTES Commissioner Johnson moved that the following Minutes be approved as written: September 15, 1943 October 6, 1943 and October 209 1943 Motion seconded by Commissioner Isbell, carried and so ordered. REPORTS OF ' In the unavoidable absence of Commissioner Alien, Chairman OMMITT S of the Committee on Post -';'Jar Plannin g,Commis stoner Balt z stated that he had a report to make in Commissioner Allen's behalf as to the progress made. He said that the plans were still in a formative state, but that Commissioner Allen had met with members of three Los Angeles Chamber of Commerce and &lso wit'h:members.of: thq Santa Ana Chamber.": of Commerce on two different occasions , and that the Com=itttee hoped to have something definite to report at the newt meeting of the Plan- ning Commission. It was suggested by Secretary Seager that the Committee keep in mind the plan whereby public opinion could be gauged through contacting various organizations and citizens with a view of ascertaining their ideas on post -war planning. He said that this would be valuable also because by contacting such groups and secur- ing their approval, when the post -war program was completed, it would receive the backing of these groups because they would be familiar with it and it would have their stamp.of approval- Com- .missioner 13altz said that Commissioner Allen had this in mind, but that he first wanted to get together with his Committee - also Cocmissioner Patterson - and work out a detailed program. ' Secretary Seager stated that acting on.:.instructions of the Com- mission, he had written to the Regional Planning Commission of Los Angeles for data and material that might be helpful and instructive in formulating plans in the Newport Harbor district. ?42 NEW BUS - He said in reply he had received a Master Plan of the High- ways of the County of Zos Angeles and Freeways for the Region, ' and maps showing.that their activities extended down into this neighborhood and, perhaps, a little beyond. He presented this material to Commissioner 13altz as he thought it might be help- ful to his Committee on Post -Jar Planning. The Secretary told of Ah• interview by Zos Angeles City Engineer Aldridge reproduced in the newspapers having to do with his plans for the development of Playa del Rey. He said, undoubted- ly, there were some features of this plan which would be of interest and value to our own i'le:vport Reach because of the similarity physically and topographically between it and Playa del Rey. He said that it might be well to write a letter to Mr. Aldridge asking him to name a convenient time and design- ate someone in his office to receive the 2ost - -7ar Planning Committee in his office so that the Committee could form sone idea of what was contemplated for Playa del Rey, and, perheps, learn something that would be of value to them in formulating their plans. The Secretary said if it met with the approval of the Commission, he would be glad to write such a letter. Chairman Hopkins Uaid he thought the suggestion a good one, and also that it might be well for other members of the Com- mission to accompany the Committee if they so desired. , Commissioner daltz moved that the Secretary be instructed to write a letter to the City Engineer of Los Angeles requesting him to set a time and date for the Committee on Yost -iijar Plan - ning anc, members of the Planning Commission to visit his office for the purpose of studying the plans for the proposed improve- ment of Playa del Rey. Motion seconded by Commissioner Isbell. Carried. and so ordered. The Chairman recalled that at one of the meetings, the Com- mission discussed the publication of Ordinance No. 525, and asked if anything further had been done in that connection. Commissioner Patterson said that there were some drawings made, that he had asked for bids from both papers, but to date had received only ore. He said that the publication of the Ordinance was a matter for the City Council to author- ize. A suggestion was made that the same type be used in the publicat ion of the Ordinance as in the newspaper publication this because a little money might be saved, and also because a ten point type was more readable. Commissioner Johnson sug- gested that Commissioner Isbell take the matter up with the Council, advising it that the Commission was in favor of a ten point type. Since the printed Ordinance would be put on sale, it was concluded that the money thus realized would go I to the Cit n Council for any expenditures in connection with the printing. Secretary Seeger suggested that a price of X1.00 be asked. 143 It was suggested by t ..e Sec, etary that the Chairman Barite an appropriate foreword for the Crdirnme. The Chairman, while exoressing his appreciation said the thought had not occured to him, and that it was a little embarrassing. He said he would :first want to have an expression from the City. Council in this respect. The Secretary said that it was customary to Barite a foreword judging from similar documents coming into his hands of which from sixty to seventy -five percent had some such foreword. Secretary Seager made the following motion: ^hat the Ilewport Beach City Planning Commission instruct the Chairman to write a foreword for Ordinance No. 525 if the same met with the ap- proval of the City Council. i+:otio; seconded by Commissioner Johnson. Carried and so ordered. Tie proposed library for the use of the Commission which had been under discussion some meetings past was brought up again by the Secretary. The Commission renewed its approval and the Secretary and Commissioner Nelson were delegated to act. :Iith the modification of the dim -out regulations, a change in the hour of regular monthly meetings came under discussion. The day of such meetings was also discussed ss inconvenieimt to the majority of the Commissr.orers.. As a consequence, the following mot ion.wa.s,maQe,by Commissioner Johnson: That the regular monthly ' meetings of the Newport Beach City Planning Commission be held on the third Thursday of each month at 7:30 P.M. instead of the third :?ednesday of each month at 4 P.M. as heretofore, and that the next regular monthly meeting be held on Thursday, December 16, 1943, at 7 :30 P.M. Motion seconded by Commissioner lsbell. ROLL CALL vo_ _ TE__' Ayes: Hopkins,. Johnson, Baltz, Nelson, Isbell and Patterson. Noes: Seager. Carried and so ordered. Motion by Commissioner Johnson that the Secretary be aathoriged to purchase additional folders. Motion seconded by Commissioner Isbell. Carried and. so ordered.
