' THE NEWPORT MACE -CITY PIANHINO COMMISSION met in regular session in the '
Council Chamber, City Hall, Newport Beach, California on Wed, eve. November
18, 1942 at 7.30 P. M. In Chairman Hopkins' abeeaae, Secretary Seeger made
A motion that Cam. Finch act as Chairman Pro -tem. Motion seconded by Como
Findlay, carried and Chairman Finch called for the Roll Call.
Commissioners present. Finch, Findlay, Johnson, Seeger & Nelson ROLL CALL
" absent Allen, Campbell, Hopkins and Patterson
At this point Come. Patterson and Chairman Hopkins arrived.
Chairman Hopkins called for consideration of the minutes of August 12, 194$. MINUTNS
Cam. Johnson motioned that the minutes be approved after the following
line, "Chr. Johnson advised that the ordinum clearly stated that no ens
doing business in a non conforming element may- extend to the fall capacity
of that building" ba changed to read, "Chr. Johnson advised that the ordi -1
nano* clearly, stated that one doing business in a non conforming element may
extend-to the fall capacity of that building*. Cam. Findla seconded.
Motion carried and so order.
Com. Johnson moved the minutes of August 19th be approved as written;
seconded by Com. Nelson. Motion carried - so ordered.
Com. Johnson moved the notes on the minutes of Sept. 160 be filed. Motion
earr%od after second by Cam. Patterson. So ordered.
Cam. Johnson moved the notes be filed on the meeting of September 300.',
' Motion seconded by Cam. Finch. Carried and so ordered.
Can. moved the notes on the minutes of October 21st be filed. Motion
seconded by Cam. Patterson; -carried and so ordered.
Cam. moved the minutes of the meeting of October 22nd be approved as
written. Motion seconded by Cam. Findlay. Motion carried and so ordered.i
The Secretary reported that there were serous printed matters and reports 'COMMU UTIONS
and a request received from Mr. lennoth F. Jones, Planning Consultant for
a report covering work the Planning Cammissi8n had been doing. Coma Patter -
son moved the Secretary be instructed to make up a report and send it as
requested. Seconded by Com. Johnson. Motion carried and so ordered.
Seely. Seeger read a copy of letter sent Mrs. Bette Lee, Seaside Colour
in reply to her inquiry as to the result of Mr. Nlliott's application fer
slant drilling in her community.
The Secretary advised he had received a communication from Mr. and Mrs.!
William C. Immbert who were desirous of building a 3 family dwelling in an
R-2 zone and instead of asking for the block to be rezoned to R-29 had just
asked for a permit to build. He advised he had told the people to make
their request more specific and the camnissiam would be happy to give it
their consideration.
Chr. Hopkins asked if any member had anything new to bring vp at this timet NEW WSINSSO
He called attention to the scanty attendance at the last three or fame
meetings. Chr. Hopkins, hearing no replies stated he believed it a good
time, since there was so little building, to revive the matter of the
' Zoning Ordinance. He stated he had talked with Councilman Reed and he
seemed to be of the opinion that if the Zoning Ordinance were resubmitted
to the Council at this time, it would meet with more favorable approval
86 and that the present council would work with the Coneission on it. He
stated that Cams. Patterson and Johnson had pat in a great deal of work on
the ordinance and it seemed a shame to pat it on the shelf. After same
discussion, the members seemed to be in favor of reviving the ordinance
Com. Patterson moved the Secretary be instructed to secure a revised copy
of the ordinance from Attorney Thompson to wham the City Council had turned over
thki onblinance for revision. This motion seconded by Com. Finch; carried and
so ordered.
It was Chairman Hopkinsw suggestion.to appoint a committee to review the
Proposed ordinance and then resubmit it to the Gormissioners to talk over. Be
also believed that the Commissioners would do well to tall to various members
of the Council in order to expedite the favorable receival of the ordinance
by the Council and so expedite the approval of the same. Seely. Seeger ad-
vised that the ordinance had 'been given to Attorney Thompson for rewriting
and incorporating the compromises agreed to, in the ordinance. It was
Chr. Hopkins' suggestion that in regvasting the ordinance, Secretary Seeger
request the complete file on same from Attorney Thompson.
After further discussion, Cam. Patterson moved the Chairman appoint a committee
of three to go over the ordinance and present a redraft of it at the next
meeting. notion seconded by Gam. Findlay, carried and so ordered. Mr.
Hopkins appointed the following commissioners to this committee, Comm.
Johnson, Findlay and Patterson instructing them to receive the ordinance from
the Secretary and to get it into shape for the nest step to be taken on same.
POST UR Secretary Seeger said.tbat he had been reading a great deal lately of -pleas
PROJECTS which Commissions of other communities were making on post war projects. This
seems to be the smart thing to do because there is no doubt that goversneatsl
agencies will be created to act as both financial and.labor buffers for time
unemployment. which may be the result of the war. He added that Los Angeles �.
was spending great stems of money toward this end.: He thought this commission
would be justifying its existence rendering a real service if they started
working on plans out of which would materialise post war projects. He stated
we had a good Chairman and the services of an excellent Consulting City Engi-
meer at our disposal and we should be able to fonamlato something very credit-
able when the time comes. Chr. Hopkins said Secretary Seeger's words were
well chosen and that good planners were thinking along these lines. Secretary
Seeger said this would also include plane as to how these projects were to
be financed.
At this point, Cam. Patterson said it was his suggestion that we get the new
Zoning Ordinance lined up and ready for presentation to the Council before
doing anything further. Chairman Hopkins concurred in this. Wherevpos, Sooty
Seeger made a motion that the Chairman appoint a committee to submit to this
body a tentative plan for a master plan which motion was seconded by Com.
]inch. Motion carried and so ordered. Chr. Hopkins appoin6ed Coms. ]Pinch,
Campbell and the Secretary to this committee.
Cam. Findlay stated that we had had a fine constructive meeting and believed that
a great deal of real interest and spirit had been revived..
