The Newport Beach City Planning Commission held a regular meeting, Thurs-
Commissioner Johnson made the motion, seconded.by.Commissioner Wightman MINUTES
for the approval of the minutes of the meeting of September 29, 1947,
which carried, and Commissioner Johnson then.made. the motion for the
approval of the minutes of the-meeting of October 18, 1947, which was .
seconded by Commissioner Rudd, and carried, and.so ordered.
Final hearing upon the application.of Mr. John tedleir. was not held due PUBLIC
to the receipt of a letter from Mr. Sadleir requesting same be.tabled HEARINGS
for final action to the meeting on December 18, 1947- Commissioner John-
son acoordingly,made the motion,. seconded-by Commissioner Rudd that.thie
matter be so tabled. Motion carried and so ordered.
First hearing upon the matter of a petition. by Mr. J. H. R6inhart, Thomas
Miller, Phil F. Holmer, and William W. Cowan,. owners of Lots 1, 3, 5, and
7, Block 730, Corona Del Mar, for the.rezoning of said lots from-R-2 to
0-1, was declared, same having been duly filed and advertised. Mr. Rein -.
hart was present and explained the properties and problems involved, as
was Mr. Sadleir, whose Lot 9, adjoins these lots and.who presented a let-
ter from Mrs. Thompson, owner of the northwesterly forty feet of Lot 9, on
' which The Candy House is located, and, who approved of the proposed rezon-
ing of all these lots -to C-l. Commissioner Daniell made the motion that .
the matter be passed to the final hearing, which was seconded by Commiss-
ioner Johnson, and carried, so ordered.
Hearing upon the application of Mr. K. G. Graham, 110 Sonora, Newport, for
a 50% front yard setback for Lot 1, Block M, Tract 7729.Seashore Colony,
was declared and heard, same having been duly filed and advertised. Com-
missioner Rudd reported on the property, having checked same with his com-
mittee, which approved of the gratpting of the application, stating that
"this would bring the property into conformity with the other lots in the
area within a radius of two blocks. Commissioner Johnson made the motion
seconded by Commissioner Daniell for the approval.of Mr. Graham's appli-
cation for setback. Roll call votes AYES: Commissioners Baltz, Daniell,
Ellerbroek, Johnson, Longmoor, Rudd and Wightman. NOESs None. ABSENT:
Copelin and Pleger. Motion carried and.so ordered.
Hearing upon the application of W. C. Lambert, 407 Clubhouse Avenue, for
.a 50% aide yard setback variance for Lot 242 Block 15, Section B, other-
wise known as 1507 West Central Avenue, was heard, same having been duly
filed and advertised. Cbmmi.ssioner Daniell, chairman of the .committee .
to check on this, reported having checked the property,aand that the com-
mittee recommended that same be granted. Commissioner Rudd made the mot-
ion, seconded by Commissioner Daniell that this application be approved.
Roll call votes AYES; Commissioners Baltz, Daniell, Ellerbroek, John-
' son, Longmoor, Rudd, and Wightman. NOES: None. ASSENTS .Copelin and
Pleger. Motion carried and so ordered.
The matter of rezoning of the four corners of 30th Street and Coast High -,
way, tabled from the last meeting, was brought up, and City Engineer Webb
showed a map of the properties and the anticipated imrpovements, after
which Commissioner Ellerbroek suggested that the matter be tabled until
day, November 20, 1947,
in the
Council Chamber, City Hall, with Chairman
Longmoor presiding.

the Commission has the services of a Planning Consultant, as "there
is too much involved." Commissioner.Johnson accordingly made the
motion that this matter be tabled to .the.next regular metting..of the
Commission. Motion seconded.by Commissioner.Rudd and carried.
COMMUNICATIONS A letter from Misses Margaret Gibson and Nellie.Whall,..referred by
the City Council, was read.by.Secretary Ellerbroek, with Miss Whall
present, explaining same.,.i.e,.request . to build another house on their
lot, ..zoned R -1. Chairman Longmoor explained to Mies Whall.the.necess-
ity for making proper application,.accompanied..by the.filing fee, fir
action.
Also referred by the City. Council,. was. the matter of the rezoning of
Blocks 10, 11, 12, Tract 234, which had been-considered by.the Com-
mission, and forwarded.to the Council .under Resolution No. 312, as
not being recommended.. The communication from the.City Council stated
"At an adjourned regular meeting of the Council of the City.of Newport
Beach held on Monday, the 27th day of October 1947s its honorable.body
recommended that the petition presented for rezoning of the.northerly
one -half of Blocks 10, 11, and 12, Tract 234, and denied by the Plan-
ning Commission.Resolution No. 312, be returned to eaid.Planning Cox-
mission for reconsideration as. it was the consensus of opinion of the
City Council that the request be granted.due to the.large area .repres-
ented by the petitioners ". Mrs. I. G. Gordon, one of the property
owners and petitioners was present,.and stated that "we are not.ask-
ing anything more than what.is across the street." Mrs.Joeephine
Webb, also present, agreed and urged that the Commission approve the
application. Commissioner Ellerbroak suggested:that action.be post-
poned until same could.be studied.by a Planning Consultant, but.Com
,.missioner Johnson stated that "we-have been asked "by the Council to
reconsider this, and we must give them an answer ", and, "at present
time dont think we are justified in changing our recommendation ".
Commissioner Baltz suggested.that an architectural committee be con -
sidered for juaisdiction over "apartment kones" for future planning.
Commissioner Johnson made the motion, suggested by Cheirman.Longmoor
"the Commission does not desire to change its position,.in considering
the referral of this matter, as expressed in Resolution No..312, until
such time as we have had an opportunity to study same with the aid and
advise of a Planning Consultant, which the Commissioneis now in the,
process of asking to be retained, and, further, that the Commission
desires to study this particular area, as well as other areas, simil-
arly involved." Motion seconded by Commissioner Ellerbroek, and
carried by the following roll call votes AYES: Commissioners Baltz,
Daniell, Ellerbroek, Johnson, Longmoor, Rudd and Wightman. NOESs

Secretary Ellerbroek read.a letter from The Irvine Company, requesting
zoningof C-2 be set for a certain area of their new.subdivision, rec-
ently annexed, along Coast Highway, across from.Bayshores Tract, and
the Secretary was instructed to contact. Mr. Dinamoore.of The Irvine
Company to make formal application, and provide the Commission with a
map of the area.
PLANNING Secretary Ellerbroek, chairman of the committee on recommendation for
CONSULTANT a Planning Consultant, reported that after much consultation and re-
search, the eommittee.were.reeommending the selection of Mr. Gordon
Whitnall, and, after discussion by the Commission,.Commissioner Dann
iell made the motion, seconded by Commissioner Ellerbroek that a com-
munication be directed to the City Council requesting the employment
of Mr. Gordon Whitnall, and that the Chairman and Secretary be auther-
ized to present same to the City Council. Motion carried and so order-
ed.
Commissioner Baltz made the motion, seconded by Commissioner Daniell for iS)OURNME[dT
