MINUTES OF THE PLANNING COMMISSION, THURSDAY, NOVEMBER 20th, 1952,
AT 7:30 P.M. IN THE COUNCIL CHAMBERS, CITY HALL
ROLL CALL: Commissioners Present: Briggs, Copelin, Longmoor, '
Reed, Rudd, Smith, and Wightman.
Commissioners Absent: Pleger
MINUTES: Upon motion of Commissioner Rudd, seconded by Commis-
sioner Reed, the minutes of the last regular meeting of October
16th were approved as submitted to the Commission. Motion carried.
USE PERMITS:
Application of Foster and Kleiser Company to.erect
one 10' x 25' outdoor advertising structure (double panel) on
Lot 4, Block AA, Tract 323, Corona. del Mar. (305 Coast Highway)
Mr. David Larson was present representing the Foster - Kleiser
Company and offered as an explanation that a board had been re-
moved from the Northeast.corner of Poinsettia & Coast Highway
and that the new one was to be erected on the Southwest corner
of the same intersection. The Board would stand 7' from the
inside sidewalk line on 101 highway.
Commissioner Copelin spoke for the investigating com-
mittee, Pleger, Rudd, Nelson, & Copelin, stating that some
months ago the Commission had established a policy that when
any billboard was removed from highway property, no permis-
sion.would be given for a relocation. The recommendation of
the committee was for Denial of the application.
Commissioner Smith made a motion that the application
for Use Permit to erect the structure be denied, seconded by
Commissioner Reed and carried by the following roll call vote-
to-wit:
AYES, COMMISSIONERS: Briggs, Copelin, Longmoor,
Reed, Rudd, Smith, and wightman.
NOES, COMMISSIONERS: None
ABSENT COMMISSIONERS: Fleger
VARIANCES:
Application of Joe Livernash to drill for oil on
Lot 9, Block 1609 River Section- (approximate vicinity:
61st Street and 101 Highway) Chairman Longmoor opened the
hearing and asked for any communications. Secretary Copelin
read one letter from Reginald B. Pegram requesting the denial
of the application.
Mr. Livernash, the applicant, was present and stated
that the property was in the old river bed and that there
were wells around there drilling and producing. Also speaking
in favor of the granting of the application were: Harold Mil-
ler for Fowler Drilling Company, 1,11illiam P. Linthicum, 8250 ,
N. Lankershim Blvd., North Hollywood, Mr. Jones, owner of Coast-
line Motel, Mr. McKinney, 213 Colton Street, D. R. Higley
6208 Coast Highway. A petition in favor of oil drilling
in Newport Beach was presented by the property owners and re-
quested that it be filed in support of the application by Liver -
nash.

Francis J. Horvath spoke against the granting of
the application and said that the West Newport Improvement
Association had gone on record many times as being opposed
to oil drilling.
' After considerable discussion, Commissioner Reed
made a motion that the hearing be closed, seconded by Com-
missioner ta'ightman and carried.
Commissioner Briggs then made a motion that the ap-
plication to drill oil be denied, seconded by Commissioner
Smith and carried by the following roll call vote, to -wit:
AYES, COMMISSIONERS: Briggs, Copelin, Longmoor,
Reed, Rudd, Smith, and 14ightman.
NOES, COMMISSIONERS: None
ABSENT COMMISSIONERS: Pleger
Variance application of Norman L. White for relief
from Sections 9105.2 (b) & 910 a) of Ordinance No. 635 on
Lot 4, Block 2, Section One, Balboa Island (115 North Bay Front)
This is for:
(1) the erection of a 7' louvered lattice fence
along North boundary line of lot and extending forward 6'
from 10' building setback line together with a 6' gate,
52' forward from the 10' building setback line.
(2) Architectural features consisting of eave and
' deck extending forward 6' from the 10' building setback
line.
Chairman Longmoor declared the hearing open and asked
if anyone wished to speak for or against. The applicant was
present to answer any questions. Speaking against the applica-
tion were Hal House, 121 North Bay Front, Mr. Mazet, 125 N.
Bay Front, Mr. Hodgdon (Next door neighbor). All stated
that other property owners were forced to conform with build-
ing wetbacks and didn't think it right to let one break the
ordinance.
Secretary Copelin read several letters of protest
filed with the Commission. Commissioner Reed made a motion
to close the hearing, seconded by Commissioner Rudd and car-
ried.
Commissioner Wightman then made a motion thtt the
application be denied, seconded by Commissioner Reed and
carried by the following roll call vote, to -wit:
AYES, COMMISSIONERS: Briggs, Copelin, Longmoor,
Reed, Rudd, Smith, & Wightman.
NOES, COMMISSIONERS: None

AMENDMENTS
First Hearing. Application of Griffith Company to
rezone Lots 801 to 829 inc. and 926 to 954 inc., Tract
907, Lido Isle from C -1 -H d strict to an R -1 zone, and vacate

portion of Via Genoa and establish setback lines as,per
their letter of September 16th.
Chairman Longmoor declared the first hearing
open.and asked if anyone wished to speak for or against.
Mr. R. L. Patterson was present representing the Griffith
Company. After discussion with the commission Commissioner
Copelin moved the hearing be closed, seconded by Commis-
sioner Reed and carried.
Commissioner Reed then moved that the first
hearing be set over to the second hearing at the next regular
monthly meeting of the Planning Commission on December 1 th.
Motion seconded by Commissioner Copelin and carried.
Mr. Terrell, representing the Irvine Company,
presented the tentative tract maps for 'Irvine Terrace'
Tract 1700 and 1701. (Coast Highway between Avocado Ave,
and Balboa Island turnoff)
ADJOURNMENT: There being no further business
to come before the Commission, Commissioner Reed made a
motion for adjournment, seconded by Commissioner b:'ightman
and carried.
