A special meeting of the Planning Commission
• was held on November 21st. On roll call the
following members were found to be present.
Hal Will Smith E.I. Moore John Vogel
F.C.Brookings H.L.Parks
Mrs Williams
✓ Mr L.Deming Tilton special adviser to the
commission was with us.
Minutes of previous meeting were read and stood
approved as read.
Mrs Williams of Corona Del Mar newly appointed
member of the Commission took her seat and the
Chair appointed her as Chairman of the special
Committee on beautification. Mrs Williams
taking the place of Ur Sloan who had recently
. resigned.
On request of Chairman Parks Sotui Vogel was
designated to have charge of the meeting of
December 19th. The subject for discussion being
that of Zoning.
Mr Parks advised the Commission that the matter
of request by the Balboa Island Yacht Club had
been referred to the Commission by the City
Council asking for thirty foot pier and pull out
to be erected near their property on the island.
On motion by R.I. Moore with second - by.John Vogel
Wednesday Evening November 28th was designated
as date for Public Hearing on this request at
which time all parties interested in this subject
might be heard. The Secretary was requested to
see that this matter was given due notice in our
local papers.
• The Chair appointed F.C. Brookings on a 6peci
committee to confer with City Clerk as to certain
items in connection with the legal set up of
the City Planning Commission.
The Committee on Housing under the direction of
Hal Will Smith chairman was then galled on to
take charge of the meeting.
Mr Smith along with other associate members o7
his special committee there upon presented their
views on the subject of housing and architecture.
Walter Spicer advanced the view that our
commission might do well to suggest certain types
of homes for different sections of our City
following the line of thought that certain definite
types in each section should be followed in future
planning and building. The speaker thought this
plan could be better advanced by suggestions on the
part of the commission than by hard fast rules of
a zoning ordinance.
Mr Donald Kirby talked along the line of
different types of architecture and brought to
the commission the many complex difficulties
encountered in forth definite planning
restrictions. He suggested more uniform bldgs,
larger lots thus stressing the need of more
room for homes and less congestion giving the
appearance of freedom for the home owner rather
than congestion. air Kirby thought this could best
be accomplished by a practical means of approach,
thru means of education bythe cooperative aid of
Realty Hoards, Builders and Public Exhibits-
Ur Smith then called on der ;'Tilton for his
views on the matter of housing. ter Tilton gave the
meeting the benefit of his wide experience and
related what has been accomplishea at Santa L5arbare
along the line of architecture and just how public;
opinion had been changed thus providing beauty in
construction not only in homes but also in
construction of commercial blugs.

The speaker advanced the view that our City
could best attain improvements along this line.thrt
zoning rather than by means of architectural
control.
The speaker also suggested that the Planning Com
keep in mind future subdivisions and pass on
911 maps aria plats and in this matter could
look out for future developements of the
Community.
Ur Hilton suggestea that thecommission
could create wide intt -rest on the part of the
community by offering suitable rewrds for better
types afid designs in homes.
Chairman Parks then thanked the special
committe for its splendid work ana told them
that he desired them to continue their good
work which they had so so well formulatea.
There being no further business to come
before the meeting the same stood adjourned.
