COMMISSION "
Pursuant to Notice, published in the Newport
News on Friday, November twenty- third, 1928,
original being attached to these minutes, the
Board of City Planning Commissioners held a
final public hearing on the proposed Zoning Map'
of the City of Newport Beach, California, The
hearing convened at 8:00 o'clock P. M. at the
City Hall,
Members present - Briggs, Sloan, Johnson,
Williamson, Fenelon and Patterson.
Consultants present - Gordon Whitnall
Hal Will Smith was heard regarding provisions for
garage apartments on Balboa Island being allowed
for in the Ordinance.
Captain Sheffield spoke regarding the proposed
recreational center on Corona Del Mar.
• Mr. Larabee favored Twenty -Sixth Street, Newport
as business zone,
Mr. Davis repeated his views favoring Blocks 131,
132 and west half of 133 as Multiple dwelling zone,
Mr. Bowman spoke for Mr. Sparr regarding extending
the recreational zone easterly along the beach at
Corona Del Mar,
There being no more citizens present desiring to
offer suggestions the commission proceeded to
regular business.
The proposed Map of Tract 919, being a re- subdivision
of a portion of Newport Heights and adjacent
territory was brought up for discussion and approval.
Mr. Whitnall reported that it coincides with the
major traffic street plan, praised the street
layout and the size of the lots.
• On motion by Johnson, seconded by Fenelon and
carried, the tentative map of Tract 919 was approved
by the commission and returned to the Council with
such recommendation.

A report was had from the City Clerk regarding the
petition referred to the commission by the Council,,
with reference to t e oil nuisance in the west end
of the city, he rep�rting that the petitions rep- '
resented approximat'ly six hundred lots.
Letters were read f om E. Garrett Smith and Rev:.
Thomas C. Marshall n the oil nuisance and the
undesireability of he rumored new refinery said
to be considered by the DeKay interests.
Mr. Fulton requeste to be again assured that
there had been no c ange in the business zoning
of the Coast Highwa , Corona Del Mar.
The Commission recessed to allow Mr. McNitt and
• Mr. Whitnall time to get down from Los Angeles.
The Commissioh re- convened at 9:10 P. M.
The proposed Zoning ordinance was discussed at <)
length. Block 33, Corona Del Mar, was ordered
placed in the Multiple Dwelling Zone on motion
by Williamson, seconded by Johnson and carried.
After discussion of "E" Zone definitions, a motion:
was offered by Williamson seconded by Sloan and
carried, to leave the two blocks of beach at
Fifteenth Street in "E" Zone as well as the Sparr
property below the bluff at Corona Del Mar._
Mr. McNitt reported on the previsions of the
Proposed zoning ordinance regarding the oil industry.
A motion was offered by Johnson, seconded by
Williamson and _carried to strike out the sections
in the ordinance` relating to oil development and
refining from "and provided further" to the end
of the section.
• Mr. Johnson moved that the Ordinance as corrected
by the Commission together with the zone map be
submitted to the Council on December 10th, after
being given a final cheek by a committee to be
appointed by the chair, seconded by Mr. Sloan
and carried, with the recommendation that it do
pass.
The Commission adjourned subject to call.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN by the Board of City
Planning Commissioners of the City of Newport Beach
that on Tuesday evening, November 27, 1928, at the hour
of 8:00 o'clock P.M., at the City Hall, there will be a'
public hearing upon the proposed zoning map of the City
of Newport Beach. This is a final hearing upon said
proposed zoning map and is supplementary to prior hear
ngs heretofore held and only such matters as have not
heretofore been presented to the Board of City Planning
Commissioners in connection with said maps at previous
hearings will be taken under consideration and advise -
ment.
