Zimmerman Eugene Cich Helen Herrmann TENTATIVE VIAPS The Commission considered the tentative map of Tract 6113 Tract 6113, being a proposed subdivision of a Portion of Block 93 of Irvine's Subdivision, consisting of 24 acres divided into 70 R -1 -13 lots located east of Mac Arthur Blvd., and • north of Tract 2202 (Harbor View Hills). A motion to approve, subject to the following Motion conditions, resulted in a tie vote: Second Ayes K x 1. That all improvements be constructed Noes x as required by ordinance and the Public Works Department. 2. That the boundary of the final tract map be checked by the County Surveyor before being.submitted to the City for approval. 3. That Section 9253.21 of the Subdivi- sion Ordinance regarding map scale be waived provided maps drawn accur- ately to a scale of 1" = 100' are furnished the Public Works Department. 4. That all new utilities be installed underground (Section 9255.28). 5. That particular attention be given to.determination of street names. • 6. That all grading be in accordance with a grading plan and report approved by the Public Works Director and a qualified Soils Engineer. Upon com- Page 1. CITY OF NEWPORT BEACH COMMISSIONERS pletion of the grading, the Soils Engineer shall certify that the grad- ing has been completed according to the plan and the Grading Ordinance. A reproducible copy of the grading plan on a standard size sheet shall be furnished to the Public Works Department. 7. That the water system b.e connected to the 2500 GPM Big Canyon pump station with a line of 8" minimum diameter. 8. That 0.3 acre feet of capacity rights (one maximum day's demand) in San Joaquin Reservoir be deeded to the City. (It is suggested that this be done in conjunction with deeding of capacity_ rights for the larger Lusk development in Centerview.) 9. That the developer pay his share of • the cost of the Master Plan Zone III water facilities. 10. That public utility easements be 10' wide. 11. That the developer construct side- walks on Crown Drive and on Crown Drive North adjacent to the subdivi- sion. A 5' sidewalk adjacent to the curb may be desirable on those streets because of the difficulty of parkway maintenance when lots do not front on streets. 12. That.provision be made in design for a, possible future connection of Crown Drive to Mac Arthur Boulevard; in- cluding dedication of right of way for a corner cut off, and location of slopes at the northeasterly corner so as to accommodate the necessary grade change. 13. That vehicular access rights from the • northwesterly side of Lots 3 through 12 be dedicated, and that vehicular access rights to Crown Drive and to Crown Drive North be dedicated. Page 2. That the street width requirements of Section 9254.14 of the Subdivision Ordinance be waived for the westerly interior streets, and the widths approved as shown on the tentative map. 15. That underground storm drains be constructed along the northwesterly tract boundary to a satisfactory point of disposal in the natural drainage course westerly of.Mac Arthur Boulevard opposite Lot 7, including upgrading of the existing drain across Mac Arthur if required. 16. That the recommendations of the Parks, Beaches and Recreation Department be complied with. The "no" votes were on the basis of inadequate access to the subdivision and no guarantee of emergency access. The applicant was made aware at the earliest point of inspection and came in and signed the plans prior to the balcony being constructed. The building is not now completed and is 30 to 60 days from completion so the balcony is not tied to a major expense item. { Page 3. That satisfactory surety be posted and an agreement-be executed to guar- antee completion of improvements and that a standard inspection fee be paid. 9. That all grading be in accordance with a grading plan and report approved by the Public Works Director and a quali- fied Soils.Engineer. Upon completion of the grading, the Soils Engineer • shall certify that the grading has been completed according to the plan and the Grading Ordinance-. A repro - ducible copy of the grading plan on a standard size sheet shall be furn- ished.to the Public Works Department. 10. That all improvement plans be prepared on standard size sheets.by a licensed civil engineer. 11. That access rights to Dover Drive be dedicated to the City, except at a single location for right.turns only. The location shall be approved by the Public Works Department. CITY COUNCIL REFERRAL. The Commission, on motion of Commissioner Downing, seconded by Commissioner Jakosky, and carried, reconsidered Variance No. 866 (Signs on Newport National Bank) conditionally approve on June 17, 1965, appealed to the City Council and referred back to the Commission.by the City Council on July 26, 1965, at the request • of the applicant.
