Nuzum, Senior Planner Helen Herrmann Item 1. Request to divide 11.2 acres into ten parcels: RESUBDI- VISIO !_— Location:. Portion of Block 93 of Irvine's Sub- N0. 289 division, located at the southeast corner of Newport Center Drive and APPROVED Santa Catalina Drive, extending along the easterly side of the proposed extension of Santa Catalina Drive to its intersection with proposed Civic Center Drive and then along the northerly side of porposed Civic Center Drive to its intersection with proposed Avocado Avenue. Zone: C -O -H Applicant: The Irvine Company, Newport Beach Owner: Same as applicant: Planning Director Wilson explained the application to the Commission and as noted at the previous mee - ing, the Fire Department objected to the name "Santa Catalina Drive ", so the applicant has con-, curred in an alternate name "Anacapa Drive ". Mr. Wilson stated further that on the previous Tuesday Mr. Robert Jaffe, Traffic Engineer, and Mr. Wilson spent a good part of the day at the offices of Welton Becket & Associates, the architects re:taine by the City for the Civic Center project, going over some of their concerns,_and that they had met this morning with the Irvine Company and discussed the entire subject. INDEX they have agreed to set up meetings between the architects for this project, the clients of the Irvine Company and Welton Becket & Associates and their clients, the City of Newport Beach, to discuss the question of coordination of the Civic Center and its surrounding area. As a result of these meetings, it was the recom- mendation of the staff that this resubdivision be approved at this time subject to the ten condition outlined in the letter of October 21, 1970 from th Public Works Department and that conditions 4 and 5 be amended in accordance with their subsequent letter dated November 3 and two additional condi- tions as follows: 11. That there be a document recorded satis- factory to the City Attorney's office designating and limiting the use of Parcel "A" for open space, parking, landscaping and access ways to the par- cels designated in the interior of the area. 12, That the development conform to the landscaping and development standards previously published and adopted for the entire Newport Center area: Mr. Ron Stone represented the Irvine Company and stated that they do not want the problems:that occurred in Block 300 to occur here. They are perfectly willing to abide by the design presented and the allocation of parking as presented is for that development entirely, it is an independent development. It is intended to be a lessee opera- tion, the Irvine Company will not be developing it in its entirety;.they. will be leasing out the various sites and will construct the common area improvements, leasing them back so the individual tenants will have the responsibility of satisfying the Planning and Building Departments regarding their respective parking requirements. An archite t retained by The Irvine Company is establishing a vocabulary of materials and heights of structures and the individual tenant will have his own archi- tect work within that framework and come up with • a development design that will appear to be a "one owner" type of development and not a "hodge podge" variety of architecture. INDEX development of this parcel and the Commission's chief concern was the parking; that it might be used by tenants in other blocks. Mr. Stone assure the Commission that the parking computations for this site are based on gross floor area. After further discussion, the application was Motion x approved subject to the following conditions, Second x adding the sentence "that parking in this block All Ayes be limited to uses within the block" to additional Condition No. 11 suggested by the staff: 1. That all public improvements be con- structed as required by ordinance and the Public Works Department. 2. That a parcel map be filed. 3. That the standard subdivision agreement and surety be provided to guarantee completion of the public improvements if it is desired to have building permits. • issued or the parcel map recorded prior to completion of such improvements. 4. That the half width of the remaining portion of Santa Catalina Avenue be dedicated, and improved at a later date as determined by the City; and that an appropriate surety and agree- ment be provided. 5. That the half width of Civic Center Drive adjacent to the site be dedicated, and improved at a later date as deter- mined by the City; and that an appro -. priate surety and agreement be provided. 6. That the westerly half of Avocado Avenue be dedicated, and that a separate agree- ment be executed to guarantee the future improvement of the westerly one -half width of Avocado Avenue. 7. That all vehicular access rights to Newport Center Drive East and Avocado Avenue be dedicated to the City; and that all vehicular access rights to • Santa Catalina Drive and Civic Center Drive, except for one location on each street near mid - block, be dedicated to the City. That all grading be in accordance with grading .plans and reports approved by the Public Works Director and a qual.ified. Soils Engineer. Upon completion of the grading, the Civil Engineer and the Soils Engineer shall certify that the grading has been completed in accordance with the plans and the requirements of the grading ordinance. Permanent reproducible copies of the plans on standard size sheets shall; be furnished to the Public Works Department. 9. That the Water Capital Improvement Acreage Fee be paid. 10. That all parkway trees be planted in accordance with the standards of the Parks; Beaches, and Recreation Depart- ment and the established inspection fee be paid. 11. That there be a document recorded satis- factory to the City Attorney's office designating and limiting the use of Parcel "A" for open space, parking, landscaping and access ways to the parcels designated in the interior of the area, and that parking in this block be limited to uses within the block. 12. That the. development should conform to the landscaping and development standards previously published and adopted for the entire Newport Center area.
