December 16, 1942.
THE PLANNING COMMISSION OF THE CITY OF NEWPORT BRACH held its
regular monthly meeting in the Council Chambers, City Hall, Newport
Beach, California, on Wednesday evening, December 16, 1942, at 7 :80 "P.M.,
Chairman Hopkins presiding.

Chairman Hopkins called for consideration of the Minutes. MINUTES
of November 18, 1942. Commissioner Johnson moved the
Minutes be approved as written, which motion was seconded
by Commissioner Nelson. Motion carried and so ordered.
The Secretary reported that he had written the City Attorn- COMMUNICATIONS

him to return the file on the proposed revision of Ordinance
#440 which was presented to him for re-writing several months

ed at this time but that he would bring it down. It was re-
ceived three days previously.
The 'Secretary advised that the Commission had received a copy
of the Master Plan of Shore Line Development for Orange and a
copy of the "Economical and Industrial Survey'of Los Angeles
and San Diego areas" which he stated might be helpful to as
in drawing up our Master Plan.
A communication received from Washington on "The Future of
Transportation ".
The Secretary advised that the "News Letter" oarried an.artiols
on the first page entitled "What Do We Mean By Post War Plannimg."
This article might also be helpful in drawing up the Master Plan.

record. Commissioner Finch stated that this was Secretary
Seeger's suggestion. Commissioner Patterson moved the report
be accepted and filed, which motion Commissioner Johnson second-
ed. Motion carried and so ordered.
Chairman Hopkins suggested that the Committee might appreciate
the ideas of the Commission as to the relative importanow of the
items listed in the report. It was Commissioner Campbell's
suggestion that the Commission, with the help of our City
Engineer, discuss each item as to its importance and then
pat each item in its correct position as agreed.apon..
After mach discussion, the importance of each item was

agreed upon by the following motions after Chairma Hopkins

Secretary Seager moved the designation of the items in

seconded. Motion carried, so ordered.
Commissioner Patterson moved that #g as shown on the report
be changed to #B. This motion wgs..seoonded by Commissioner
Campbell. Motion carried and so ordered.
Commissioner Patterson moved that #3 be changed to #4 which
motion Commissioner Johnson seconded. Motion carried and so
ordered.
Secretary Seeger moved that #7, namely "band Use in Ad-
jacent Territory" be eliminated as #7 and be made #1 -C. Motion
seconded by Commissioner Campbell, carried and so ordered.
Commissioner.Patterson moved that #4 be made #5. Secretary
3eager seconded. Motion carried and so ordered.
Secretary Seager moved that #5 be changed to #6 which
motion Commissioner Patterson seconded. Motion carried and so
ordered.
Commissioner Finch moved that #8. be made #7; #9 be made
#8 and #10 be made #9 which motion Secretary Seager seconded.
Motion carried and so ordered.

Commissioner Finch moved that the first subject to be
taken up be #2 and that the Committee be prepared to provide
a speaker on the subject. Commissioner Campbell seconded.
Motion carried and so ordered.
Secretary Seager said that before the sabject of the report
was left, he would like to make some remarks which Mr. Sam
Meyers, who was present, could give to the public. Secretary
Seager said it was appropriate that this Commission work on
such plans at this time as practically all of the ap and com-
ing communities are indulging in post war planning at this
time. The 4ity Coanoil of Los Angeles are spending immense
sums in working ap plans Tor post war projects. He added a
plan was being formalated to create a fund of Ten Billion
Dollars to be expended in this manner over a period of five
sacceeding years following the war. To this, Commissioner
Patterson added that a bill is being introduced already, ap-
propriating One Hundred Million Dollars, Seventy give Million
Dollars of which is to be used to assist citizens in the pre-
paration of such plans.
Before the subject was left, it was decided that on the
night each subject is to be discussed, the Committee would
provide a speaker conversant with the subject to address the

Commissioner Johnson, Chairman of the Committee, report-

ed that inasmuch as the report had been received from the City

had been appointed, had no report to make. Commissioner Johnson
then said he believed the Committee should be instructed to

give this matter their serious thought and that it should be
introduced at the next meeting in the form in which they would
'like to see it discussed. Commissioner Patterson made a motion
that each member of the Commission be furnished with a copy of the
script of the meeting held between the City Council Committee and
the Committee from the Planning Commission to adjust the proposed
ordinance. He added that transcript shows the differences between
the Planning Commission and the City Counoil Committees.
It was Chairman Hopkins' suggestion that the ordinance be
taken up as a new matter as some of the things that came up at that
time might now be better forgotten. He did not feel that we should
be bound to consider some of these differences and added that some
of the differences were only brought up to stall the ordinance.,At
this point, Commissioner Patterson withdrew his motion. Chairman
Hopkins requested the Committee to make its report at the next
meeting.
