THE NEWPORT BEACH CITY PLANNING COMMISSION held its regular
' monthly meeting on December 16, 1943, at 7:30 P.M., in the
Council Chambers, City Hall, Newport Beach, California. Chair -
main Hopkins presiding.
Commissioners present: Hopkins, Johnson, Baltz, Nelson, MAIL
Isbell and Campbell

MINUTES
Commissioner Johnson moved that Minutes of November 17, 1943,
be approved. Motion seconded by Commissioner Isbell. Carried
and so ordered. REPORTS OF

Commissioner Baltz, member of the Committee on Post -War Plan-
ning, reported that he was advised by Commissioner Allen, chair-
man of such Committee, because of the busy holiday season, he
was unable to concentrate upon the work outlined for the Com-
mittee, and, therefore, had little to report on its progress at
this time.
' Commissioner Baltz, member of the Committee appointed to protest
erection of Fat tendering Plant on the West Bank of the Santa Ana
River, read a report on the activities of this Committee, Report
attached hereto and made a part of the Minut es.

TIONS
Letter dated November 30, 1943, addressed to the Secretary from
Mr. Lloyd Aldrich, City Engineer of Los Angeles, was read. Mr.
Aldrich signified his. willingness to most with-the members of
the Newport Beach Planning Commission and the Post -War Planning
Committee in his office to discuss matters pertaining to plans
formulated by his office having to do with beach protection and
development at Play del Rey and shoreline. After some discussion,
the Commission set as a most convenient time January 12, 1944, at
2:30 P.M. Commissioner Campbell moved that January 12, 1944, at
2:30 P.M., be set for the time of such visit to the office of the
City Engineer of Los Angeles, and that the Secretary be instruct-
ed to write kr• Aldrich to that effect. Motion seconded by Com-
missioner Baltz. Carried and so ordered.
Letter from Mr. Harold St. Johns, Assistant Planning Engineer,
Orange County Planning Commission, dated November 29, 19439 ad-
dressed to the Secretary referring to Use Permit for Fat Render -
ing ftgnt, West Bank of the Santa Ana River, was read. Chairman
' Hopkins suggested that the Committee appointed to protest such
permit be instructed to contact the Orange County Planning Com-
mission for the purpose of ascertaining wbat action was taken by
the said Commission in this matter; also, that members of the
Committee be instructed to appear before the Board of Super-
visors and present a vigorous protest to the erection of such
fat rendering plant.

Commissioner Johnson moved that the Committee be instructed to
contact the Orange. County Planning Commission for the purpose of ,
ascertaining what action had. been taken on the application for
permit to erect'a Fat Rendering Plant on the west Bank of the
Santa Ana River. Motion seconded by Commissioner Campbell.
Carried and so ordered.
A discussion ensued as to problems arising in connection with
M -3 zoning. Chairman Hopkins said that he thought this was a
job for Post-War planning. Commissioner Johnson said he thought
one of the ways to avoid future applications for permits of a
similiar nature was to move the southern boundary farther north
where such industries could be located . He said he thought
Costa Mesa and Huntington Beach would cooperate since they
would also benefit by this procedure.
Chairman Hopkins suggested that the Committee on Post -war Plan-
ning be instructed to call upon City Engineer Patterson to pre-
pare the drawings and necessary specifications which would relo-
cate and redefine M -3 zone in the County with the view of preparing
a protective zoning upon oar ocean front and the State Park and our
own entrance to the City, so that applications for such permits
as this fat rendering plant could not be heard by the Orange
County Planning Commission. The members of the Commission agreed
that such action should be taken at once. Thereupon, Commissioner
Campbell moved that City Engineer Patterson be requested by the
Commission to take action as suggested by Chairman Hopkins and '
that thereafter the matter be presented to the Orange County
Planning Commission. Motion seconded by Commissioner. Johnson.
Carried and so ordered.
The Chairman suggested that Commissioner Johnson be delegated
to ascertain the time when the Board of Supervisors expected
to pass upon the application for the fat rendering plant per4it.
Commissioner Campbell moved that the Commission instruct its
Committee to appear before the Board of Supervisors and make
vigorous protest to the erection of the fat rendering plant on
the ground that such plant would tend to thwart the efforts be-
ing made to secure a rezoning of M -3 zone. Motion seconded by
Commissioner Nelson. Carried and so ordered.
Foreword by the Chairman on Zoning Ordinance No. 525 as proposed
by the Planning Commission came under discussion. .Chairman Hopkins
said he had delegated the Secretary to prepare the same, which
action met with the approval of the Commission.

seconded by Commissioner Johnson. Carried and so ordered.
