regular session at 7:30 P. ^:?, in the City Hall,
December 18th, 1936. In the absence of Chairman
H.L.Parks, Com,iissioner E.B.Whitson ,resided.
Present: Commissioners C.H Lind and J.J.Schnitker
(who h:. ve re,�la.ced Ers.Williams and Kenneth
Ba:am b;,; appointment of the City Council on
December 7th,1936). Also present were
Comm. Whitson, Patterson, F.W.Briggs, L.W.
Briggs, Consultant Tilton, Inspector Nelson
and City Attorney Thom-oson.
Absent: Parks and Palmer.
Minutes: For the benefit of the new members of the
Commission, the minutes of the last meeting
held November 18th,1936, were read and
approved.
RE- OPENING OF VALLELY PETITION: A brief summary of
the Natter of Roland Vallely s petition to rezone
Lots 5 and 6, Block 9, Sec. 1, Balboa Isl nd, from
R =2 to 0-1 7.,a.s given by Com.L.W.Bri;gs. t was
•explained to the new members of the Commission that
after two 'jublic hearings, Vallely's petition was
denied,due to the fact that there would be left on
the bryside in the adjoining Block 7, Lots 1 and 2 in
the R -2 district. To make this change consistent,it
was believed by the Commissioners that it would be
wise to effect rezoning of Lots 1 to 6 inclusive,
Block 9, and Lots 1 to 6 inclusive, of Block 7,
Section 1.
.NOTION: It was moved by Com.L.W.3ri, } :gs, seconded
by J.J.Schnitker and carried, that the Commission
hold two more public hearings, the first being
January 20th and the second the next regular meeting,
in the :natter of rezoning Lots 1 and 2, Block 7,
and Lots 5 and 6, Block 9, Section 1, Balboa Isalnd,
from R -2 to C -1.
The secretary was instructed to publish and post
notices for same.
AUTO COURT APPLICATION: Mr. Handy, Contractor and
representative for Robert A.Powers, who plans to
erect a modern Auto Court in Tract 919, State High -
way, submitted _clans to the Commission for its
approval of same. The Commission, after discussion.
deemed it advisable to allow permission of this con-
struction. Plans had tentatively been approved by
buildin^� Inspector Nelson, but building permit had
not been issued pending approval of Commission.
MOTION: It was :roved by Com.L.W.Briggs, seconded
by Com.Lind and carried, that application of Pourers
for 12 unit Auto Court, located in Tract 919, be
approved.
HARBOR - MASTER'S OFFICE: Plans and specifications
were submitted b Contractor Gordon B.Findlay for
construction of new Harbor Master's office, to be lo-
cated on 71ashine;ton Street Pier, Balboa.
MOTION: It Tas moved by Com. F. W. Briggs, seconded
by �. SC. Bri ^;s and carried, to approve the plans
as submitted by Mr. Findlay, for the new Harbor
Master's office to be located on Washington Street
Pier.
R.S.BUTLER REQUEST: R.S.Butler, owner of Lot 7,
Block 109, Section B, wishes to secure permission to
build a sun porch on the north end of present
building, located on that lot, said porch to extend
14 feet north. There is before the City Council at
present a recommendation from the Commission that
the vacated alley running between 9th and 10th
Streets and bet�neen Central Avenue and Bay Avenue
be reopened for public use. At the time of the
vacation of this alley, easements were reserved by
the City for public utilities lying therein. In
view of these facts, the proposed addition to this
property, Lot 7, Block 109, Section B, is impracti-
cable.
MOTION: It was moved by Com. L.W.Briggs, seconded
by F. W. Briggs and carried, that the Commission
urge the City Council to aroceed with the reopening
of the alley between 9th and 10th Streets and
between Central Avenue are. Bay Avenue, as per our
recommendation of some weeks.
HAL WILL S.N =H REQUEST: A communication from Hal
Will S:_7ith, Balboa. Island Realtor, was read reouest-
ing information on Lots 1 and 2, Block 12, Sec. 1.
The owner wishes to build five feet from the alley
line and ten feet from the front property line. The
Ordinance allows him 50% variance on the front
• property line. Inspector Nelson was directed to
advise idr. Sr.,ith of the Zoning and Building Ordinance
McNALLY APPLICATION: J. B. McNally's written
.request was read concerning his desire to lease
from the city a 50 foot location on the water front
near the easterly end of the city property between
15th and 19th Streets on the bay front, for the
erection of a pier and for conducting a boat livery;
the lease to run for ten years or more at a price of
$250.00 per year, payable the first of each July.
This property is now zoned R-3, and Mr. McNally's
first step would be to petition the Commission to
hold two public hearings in the matter, requesting
the rezoning from R -3 to 0-19 before the city can
even consider his application. Further, his letter
stated that lessee to have privilege of giving up
the lease if the amount of business should not warrant
retaining same, upon giving the city 60 days notice..
MOTION: It was moved by Com. L. W. Briggs, second-
ededbyUom. Schnitker and carried, that we do not
favor a ten year lease without a cancellation clause
in favor of the city, but with a cancellation clause
with private reservations we do not object to the
idea of changing zoning between 15th & 16th Streets
from R-3 to 0-1, subject to evidence that may be
presented at public hearings.
SEASIDE APARTMENTS REQUEST: Mr. Robinson and Mr
Arth, representing Mrs. Mary Laurence, owner of
the Seaside Apartments, Lot 13, Block 16, Section
B, submitted a request to enlarge the present
restaurant, one front apartment And to convert one
rear garage into an apartment. The Ordinance
does not allow enlargement of this restaurant,
which is in R -3 district, but does allow extension
of building on second story above restaurant and
the adjoining upstairs apartment.
MOTION: It was moved by L. W. Briggs, seconded by
F. W. Briggs and carried, that M. Laurence be
allowed to enlarge second story of building facing
Ocean Front, but that request to enlarge restaurant
and to convert rear garage into apartment be
denied.
SOUTHERN PACIFIC COMPANY REQUEST: A communication
from M. A. Courtney, Assistant ease Agent for the
Southern Pacific Company, was read, requesting re-
zoning of their property on the west side of Central
Avenue between Short Street and 30th Street from
R-1 to C -1. The secretary was instructed to write
to Mr. Courtney, advising him of necessary procedure
before the above can be accomplished.
PARKING SURVEY: Consultant Tilton urged that
the Commissioners give some thought to the
parking and traffic program. Excessive work in
the City's Engineering Department has delayed
the work on maps showing parking facilities, etc,
within the city, and these maps must be in the
hands of the Commission before discussion of the
problems can be brought about. It is believed,
however, that these maps should be completed
at an early date.
On motion the Commission djourned o Japuary
20th, 1937.
