HomeMy WebLinkAbout12/20/1946268 The regular meeting of the City Planning Commission, scheduled for Thars- day, December 19, 1946, was held on Friday, December 20, 1946, due to a lack of quorum on the 19th, with only Commissioners Ellerbooek, Johnson, and Copplin then present. ROLL CALL Commissioners present: Allen, ,Copelin, Ellerborek, Johnson, Longmoor, and Rudd. Commissioners absent: Baltz, Pleger, and White. MINOTES Commissioner Lougmoor made the motion, seconded by Commissioner Rudd for the approval of the.minutes of the meeting of No*em-oer 21, 1946, as read. Motion carried, and so ordered. COMMUHICA- Secretary Ellerbroek read a letter from Evan O. Thomas, Jr.,(who was also TIONS present),.regarding permission to divide his lot on the cornerof Begonia and Third, Corona Dle Mar, into two separate 16te, for the purpose of mak- ing an additional housing site* Discussion by the Commission brought out that this can not be done, but Mr. Thomas was advised that two houses can be built on the lot(A -2), and same sold by meets and bounds* Also read was a letter from H. S. Powel, attorney for Louis J. Sullivan. owner of Lot 2b, 27,28, Tract 444, requesting a variance to permit im- provements to be constructed up to the so- called street line of Smeitter Street. Mr. Powel, present for the meeting, was advised that since the street, (Smeltzer) exists, that it would be impossible to grant the-request- ed variance, unless the City vacates the street. Commissioner Johnson made the motion, seconded by Commissioner Ellerbooek that the 8soretary so advise Mr,.Powel.. Motion carried* PUBLIC Public hearing upon the matter of the application of Harry C. Cronelleon HEARINGS for 50% setback variance for Lot 7, Block C, Newport Bay Tract, was declared same having been tabled from the last meeting for fhrther.study,,and report bya committee. Commissioner Copelin, chairman of this committee, reported having checked the property with Building Inspector Nelson, stating,that they "could see no reason why the application should not be granted." Com- missioner Johnson made the motion, seconded by Commissioner Ellerbroek that ROLL CALL the application be reco..tended for approval by the Commission. VOTE, Ayes: Allen, Copelin, Ellerborek, Johnson, Longmoor, and Rudd. Noes: None. Motion carried. Public hearing upon the application of Dick Bartlett for 50% setback var- iance for Lot 8, Block G, Newport Bay Tract, was declared, same having been tabled from last meeting for committee report and study. In view of this property being adjacent to the Cornelison lot, Commissioner Copelin's re- port was the same as for Lot 7, Commissioner Johnson made the motion, sec - ROLL CALL onded by Commissioner Copelin that this application be approved. VOTE Ayes: Allen, Copelin, Ellerborek. Johnson, yongmoor, and Rudd. Noes: None. Motion carried, and so ordered* Final hearing upon the application of S. R. M naoo, M. D., for change of zone variance from R -3 to 0-1 for Lots 8 and 5, Tract 884, for the purpose of building offices for the practise of medicine and surgery, was declared same having been duly filed, advertised, and cards sent to adjacent property .owners. Much Discussion was given the matter by the Commission, with Dr. Monaco present, giving his reasons and explanations. Secretary Ellerborek reported one letter ofprotest from Mr. Carter, owner of Lots 14, and 15, who pf"osted a change for 0-1 since his l6ts are occupied by his residence. J F L ? Chairman Allen explained that the Commission is opposed to "spot zonings that Lots S and 9, could not be rezoned unless the entire block be re- ' zoned, and that 0-1 zoning could bring in any and all of the permitted business enterprises, if so rezoned. Chairman Allen brought out that the Commission is attempting to work out the beat over -all picture for the Master Plea for the city - -for the best.future planning for the city. Commissioner Longmoor brought up the question of future requirements of the city for a medical center, and as to whether.this might be the log- ical area, after Central Avenue to widened, but Chairman Allen painted out that 15th Street and Central Avenue is so zoned, and well located for such a purpose.-Commissioner Johnson made the motion, seconded by Com- missioner:Copelin that this application be recommended Nor denial. ROLL CALL.VOTE Ayes: Allen, Copelin, Ellerbroek, Johnson, Longmoor, and Rudd. Noest atone. Motion carried, and so ordered. Public nearing upon the application of Ted Oliver for 50% setback var- iance for Lot 5, Block L, Seashore Colony Tract, was declared, same having been duly filed, and advertised, Mr. Oliver requested permiss- ion to build to the southwesterly lot line, or in any event.setbaok not to exosed the present rear 3 feet, setback. Commissioner L ngmoor made the motion, seconded by Commissioner Johnson, that the matter be tabled to the next meeting, and that the Chairman appoint, a committee to in- vestigate the property. Motion carried, and Chairman Allen appointed the committee of Commissioners Rudd and Johnson. and Mr. Nelson. A Mr. Morris was present, representing Mr. Roy Lewis, owner of Lot 95, NEW BUSINESS Treat 9T, Lido tale, requesting a 506 setback varisaoe. Discussion ' brought out that the matter shotadl first have action by the Lido Isle Community Association, Mr. John Ritchison was also present requesting the Commission's vdews on the possibility of rezoning for the construction and operation of a Body Shop Works on 31st Street. Mr. Hitohison present plans and sketches. Chairman Allen stated that the entire.olock would.require rezoning to M -1, and the Commission's views seemd to be that such rezoning would be in order, being logically located for M -1, and not so for the present C-2. Commissioner Copelin pointed out that a whole tier of lets on Central Ave- nue, and another adjacent to the new City xall site, are protective. Com- missioner Longmoor emphatically agreed and suggested that the Commission review the list of businesses permitted under M -1, and revamp same where' deemed necesaary for this area, and to meet present day conditions- - thereby selecting the industries most desireable. Commissioner Johnson suggested that such zoning could be given a special name, such as "!- Special". Oommissioner Longmoor, chairman of the Master Plan Committee; gave a REPORTS 08 report, the committee having met December 11, 194b, Regarding the mat- COMMITTEES ter of heignts of buildings, this was referred to a sub- committee, for report later, The matter of street numbering for Highway 101, from the westerly City limits to the easterly City limits (part is in the city, and part in the county), the committee recommended that the spot at the ' Highway Overpass, known as the Arches, be the dividing line between east and west numbers -- numbers west be graduated westward to the westerly City limits, and that the numbers east be graduated eastward. The spacing and alloting of numbers to be worked oat by the Enginsering.De artment. On the matter of having a planning consultant available, the 6ommittee re- commended that the Commission petition the Council for ermission to re- tain a planning consultant to meet the needs as they arse. 270 Building Inspector Nelson reported that the bill boards in Corona Del Mar have been moved back to meet the City's requirements.
