HomeMy WebLinkAbout12/21/1944193 The Newport Beach City Planning Commission held a regular meeting on Thur- 6day, December 21, 1944, at 7 :50 P. M., in the Council Chamber, City Halls Newport Beach, California, with Chairman Hopkins presiding. ' ROLL CALL Commissioners presents Hopkins, Isbell, Nelson, Johnson, and Seeger. Commissioners absent: Allen, Baltz, Campbell, and Patterson. MINUTES Commissioner Johnson made the motion, which Commissioner Isbell second- ed that the minutes of the meeting.of November 16, 29441, be approved as read. Motion carried and so ordered. Secretary Seeger read the following communications: COMMUNICATIONS I. A letter from the Irvine Company, dated November 50, 19441 and s:4100-. ed by P. A. Dinsmore, in answer to an inquiry of November 25, 1944, from the Newport Beach City Planning Commission as to the availdbility of the land on the bluff for the proposed Civic Center, Mr. Dinsmore stated that the property in question was "not offered nor would it be offered or interested in offering same." After rereading and discussion, Commission- er Seeger moved and Commissioner Isbell seconded that the letter be filed. Motion carried. R. Letter from W. H. Longmoor including an illustration from "Pacific Mo- tor Boat" showing the Sausalito Anchorage. Secrett y Seeger moved and Commissioner Johnson seconded that the matter be referred to the Master ' Plan Committee and that the Secretary write a letter of ap✓Tsoiation to Mr. Longmoor. Carried and so ordered. 5. Letter from Louis W. Briggs, dated November 50, 1944, suggesting a further discussion of post-war projects and the need for making definite plans soon, including the need of water supply, public buildings, and lo- cation. Commissioner Johnson made the motion, seconded by Commissioner Seeger, that the matter.be tabled for further reference. Carried. The regular order of business of the meeting was changed due to the pre- CORONA DEL MAR sane of a large group of representative citizens from the Corona Del CIVIC ASSOCI ION Mar Association, carrying a petition that the Planning Commission act upon the matter of the dedication of certain sections of Corona Del Mar beach as a State. Park. The group was represented by Mrs. George Andrews as spokesman, who stated that thw Association had held a meeting om Dec- ember 19, 1944, for discussion of the matter. Councilman marl Stanley, present with the group, said that action by the Planning.Commission was necessary. in order to get into the Bill for the Legislature in January, 1945. Mrs. Andrews pointed out that the matter had been under discuss- ion for years,-and urged that "time is of the essence, and.should not be put off and action must be taken immediately; this thing is of great in- terest to the whole city and the whole city pays for it." Mr. Stanley urged immediate action so that the matter could be put up to the Supervi- sors. Irwin Spicer, also present echoed Mrs. Andrews statements saying that he felt that she had explained the situation very clearly and believed ' that the matter had the unanimous approval of all of the Association. Sup- ervisor Irving George Gordon, also present, said "two years ago we went be- fore the " egislature and nothing was said in the Bill that the amount was to be "matched ", but found that.it had to be "matched ", so understand now that must be done. ". Commissioner Seeger moved, Commissioner Johnson sec- onded that the members of the Commission satisfy themselves as to the merits of the proposition, and that it be approved, and further that the.Cmmiss- ion ►s recommendation should include the specific amount of $150,000 as the 194 appropriation to be asked. Motion carried and so ordered. HEARIING Chairman Hopkins declared the hearing upon the application of John. K' Elliott; and Emma C. Thompson Elliott for a rear yard setback variance, having to do with Lots 18, 19* 16, and 4. Block 14, Balboa Tract. Secretary Seeger stated that the ' matter had been duly advertised as of December 5, 1944, in the Newport - Balboa "News Times, filed, and fee and maps received and fi&Ad. Present for the hearing were Mr. Elliott, and Mr. H. Friedman, an adjacent property owner. Mr. Elliott stat- ed that his plans were to use the additional footage requested for building space, while Mr. Friedman verbally protested the application. Another protest was a letter'.from Evelyn B. McClure. After considerable discussion from the floor, the hearing was closed, and the matter voted upon by the Commissionere, with Commis- sioner Johnson making the motion, and Commissioner Seeger seconding, that the application be denied. ROLL AYES: Hopkins, Isbell, Nelson, Jobason, and Seeger. CALL . NOES: None. Motion.carried and so ordered. F PORTS MASTER PLAN.COMMITTEE OF COMMITTEES Commissioner Seeger, Chairman of the committee reported progress, having re- ceived from the City Engineer plots to scale of the camp grounds, and that the South Coast Company had volunteered to give prints of their maps. However, on the matter of the setback variances ofr Newport Island, Commissioner Seeger stat- ed no progress, as he had been unable to get the necessary maps from the City En- gineer, so could not hold a meeting for that purpose. SECRETARIAL COMMITTEE The membership of this committee was all absent, so no report. CORONA DEL MAR PROMOTIONAL .COMMITTEE Commissioner Johnson, Chairman of this comittee, stated no report, and further that the appearance of the Corona Del Mar Civic Association at'this meeting of the Commission was a complete surprise.to him. WINISH- SIC CENTER ED BUSI- NESS A letter from City Clark Rinehart to which was attached a resolftion from the City Council, made by Councilman Earl Stanley, was read by Secretary Seeger. The resolution recommended that the.Planning Commission reconsider the matter of the location of the proposed Civic Center, with more specific and careful considera- tion of the site designated as "Site 8 ", as well as "Site 4 ", and "Site 4 a ". Careful consideration of the sites was thus made, after which Commissioner Sea- gar moved and Commissioner Johnson seconded that the Commission reco*wnd to the City Council the original recommendation of "Site 4" or "Site 4e" for selection and.approval as the site for the Civic Center and that the Secretary be.instruet- ed to address a resolution to this affect to the City Council. The Chair called.. for a roll call vote. ROLL AYES: Hopkins, Isbell, Nelson, Johnson, and Seeger. CALL NOES: None. VOTE Motion carried and so ordered. NEW BUS- Commissioner Isbell brought up the.matter, now before the City Council, which had INESS instructed him to bring up before.the Planning Commission, the matter of the need for an ordinance against hogs, etc.. Commissioner Seeger moved, Commissioner Johnson seconded that the Secretary be instructed to advertise the matter for pub- lic hearing the problem of the maintance of livestock. Carried and so ordered. n r This matter was again postponed due to the absence of the Secretar— ELECTION OF ial Committee, and the consequent lack to its report. ." n ETARY The motion for adjournment to the next regular meeting on January 18, .ADJOURNMW 1945, was made by Commissioner Isbell, and seconded by Commissioner Nelson.
