It having come to the attention of the Newport Beach City Planning
Commission that the Orange County Planning Commission was to hold
a public hearing on November 26, 1948, upon the matter of the ap-
plication of one Frederick Williams to erect a fat rendering plant
upon the west bank of the Santa Ana River without the corporate
limits of the City of Newport Beach but in proximity to West New-
port, Chairman Hopkins appointed a Committee consisting of Com-
missioners Johnson and Baltz and Secretary Seager to attend said
hearing and protest the ereetion in the name of the Newport Beach
City Planning Commission.
It being impossible for Chairman Johnson to absent himself from
his work, Commissioner Baltz was appointed vice- chairman of the
Committee and Commissioner Allen was made a member of the Com-
mittee. Upon the date set for the hearing, Commissioner Baltz
and Secretary Seager attended. Commissioner Allen was unable
to accompany them.
The hearing was largely attended and was prepondsrately in •p-
position to the granting of the permit. The protestants were
largely property owners from Newport Beach and Costa Mesa. Only
one person spoke in behalf of the applicant.
During the course of the hearing Commissioner Baltz arose and
introduced himself as vice chairman of a committee of the Newport
Beach City Planning Commission, and registered a protest on be-
half of such Commission to the granting of the permit.
After.various protests were presented, Secretary Seager arose
and introduced himself as secretary of the Newport Beach. City
Planning Commission and member of. the Committee. He said he
most earnestly wanted to impress upon the Orange County Planning
Commission the necessity of their giving serious consideration
to the rezoning of the district in which it was proposed to erect
the fat rendering plant, which district was now zoned M -S.
He went on to say that there was probably no question about the
fact that the State was contemplating a State Park between Hunting-
ton Beach and the Santa Ana River, in addition to which, the City
of Newport Beach had tentative plans for the improvement of West
Newport. West Newport, he said, was the city's "front door ", and
as such in its present condition it did not create a very Favor
able impression upon the traveler and visitor, and we desire to
enhance this impression.
He also stated that there were plans for the establishment and
maintenance of a recreational center, and that it would be in-
consistent to go ahead with such plans if the district were to
be bordered by aneM -3 zone. Moreover, an M -3 zone, under the
circumstances, was not to the best interest and welfare of the
public, generally. He said that as secretary of the Newport Beach
City Planning Commission, and in view of the Newport Beach City
Planning Commission's jurisdiction over a three mile zone outside the
corporate limits of the City of Newport Beach, he was authorized to
request the Orange County Planning Commission to delay its decision
in this matter until the Newport Beach City Planning Commission could
petition either through the property owners or through a petition
of the majority of the property owners of the district affected for
a rezoning of the area.
He said that some mention had been made by the Commission at this
hearing of the fish canneries now located in Newport. He said that
applications for permits were coming up almost continuously, but
the Newport Beach City Planning Commission had in no way modified
or receded from its position that fish canneries were a nonconform-
ing element. He said while it is true permits were issued for ex-
ternal improvement and sanitation in canneries now existent, Newport
Beach is zoned against canneries and intended to stay that way.
He said that the Newport Beach City Planning Commission would be
pleased to meet with the Orange County Planning Commission and
lay before it the tentative plans for West Newport, and, also,
if possible, secure the latest information from the State regard -
ing.the State Park, in the hope of convincing the Orange County
Planning Commission that the present M -3 zoning of the district
in question is not consistent with contemplated improvements or
public welfare.
He said that one of the public officials of Newport Beach went
to the trmble of consulting an engineer and asked his opinion
of the proposed fat rendering plant. The engineer is reported
to have said that the party, asking for the permit was not suf-
ficiently financed to put over the project as it should be done,
and, furthermore, it would be practically impossible to erect a
plant such as Mr. Williams proposed to do.
Secretary Seeger concluded by again asking the Orange County
Planning Commission to delay its decision until it took into
consideration the plans proposed by the Newport Beach City
Planning Commission, and until such time as the property owners.
could petition for rezoning of the area in question.
The hearing was continued by the Orange County Planning Commission
until December 10, 1943.
