ORDINANCE NO. 1231
AN ORDINANCE OF THE CITY OF NEWPORT BEACH CHANGING
AND REDEFINING THE BOUNDARIES OF THE.COUNCILMANIC
DISTRICTS OF THE CITY
WHEREAS, Section 1005 of the City Charter provides that
in 1959 and each fourth year thereafter the City Council shall
appoint a committee to-study and report on the advisability of
redistricting the City; and
WHEREAS, a committee was appointed and has submitted
its report to the City Council recommending that the City be
redistricted, and that the numbers of the districts be changed;
and
WHEREAS, the City Council has considered said report
and has independently studied the matter of redistricting; and
WHEREAS, the City Council has determined that the
changes in the boundaries and numbering of the districts incor-
porated in this ordinance should be made in order that each district
the City Council;
NOW, THEREFORE, the City Council of the City of Newport
Beach does ordain as follows:
SECTION 1< The First District shall include all that
portion of the City included within the following described boundary
line, to wit:
Beginning at the intersection of the mean high tide line of
the Pacific Ocean and the Southerly prolongation of 20th
Street; thence Northerly along 20th Street to the U.S.
Bulkhead Line; thence Northwesterly along said Bulkhead
Line to 26th Street; thence Westerly along 26th Street to
Newport Boulevards thence Northerly along Newport Boulevard
to the Balboa Coves Channel; thence Easterly along the
Balboa Coves Channel and its Easterly prolongation to the
West Lido Channel; thence Southerly and Easterly along the
West Lido Channel, the Newport Channel, across the Main
Channel of Newport Bay, and along the Balboa Island Channel
. to the Northerly prolongation of Collins Avenue; thence
Southerly along said Northerly prolongation and along Col-
lins Avenue to Balboa Avenue; thence Easterly along Balboa
Avenue to Ruby Avenue; thence Southerly along Ruby Avenue
to the Alain Channel of Newport Bay; thence Easterly along

practicable, constitute natural areas of con-
tiguous
and compact
territory and provide fair representation on
the City Council;
NOW, THEREFORE, the City Council of the City of Newport
Beach does ordain as follows:
SECTION 1< The First District shall include all that
portion of the City included within the following described boundary
line, to wit:
Beginning at the intersection of the mean high tide line of

West Lido Channel; thence Southerly and Easterly along the
West Lido Channel, the Newport Channel, across the Main
Channel of Newport Bay, and along the Balboa Island Channel

Southerly along said Northerly prolongation and along Col-
lins Avenue to Balboa Avenue; thence Easterly along Balboa
Avenue to Ruby Avenue; thence Southerly along Ruby Avenue
to the Alain Channel of Newport Bay; thence Easterly along
the Main Channel of Newport Bay to the center line of the
Harbor entrance; thence Southerly along the center line
of the Harbor entrance to the mean high tide line of the
Pacific. Ocean; thence Westerly along the mean high tide
line to the point of beginning.
i SECTION 2> The Second District shall include all that
portion of the City included within the following described boundary
line, to wit-
Beginning at the intersection of the mean high tide line of
the Pacific Ocean and the Southerly prolongation of 20th Street;
thence Northerly along 20th Street to the U.S. Bulkhead Line;
thence Northwesterly along said Bulkhead Line to 26th Street;
thence Westerly along 26th Street to Newport Boulevard; thence
Northerly along Newport Boulevard to the West Coast Highway;
thence Westerly along West Coast Highway to the Northerly pro-
longation of 59th Street; thence-Northerly along said North-
erly prolongation to the boundary line of the City of Newport
Beach; thence Northerly and Westerly along said boundary line
to the Northeasterly prolongation of the Southeasterly line of
Summit Street; thence along said prolongation and the South-
easterly line of Summit Street to the mean high tide line;
thence Southeasterly along the mean high tide line to the
point of beginning,
SECTION 3e The Third District shall include all that
portion of the City included within the following described boundary
line, to wit-
Beginning at the intersection of the Northeasterly prolonga-
tion of the Southeasterly line of Summit Street and the
boundary line of the City of Newport Beach; theme Westerly,
Northerly and Easterly along the most Westerly boundary line
of the City of Newport Beach to Superior Avenue; thence
Northeasterly along Superior Avenue to the Northwesterly pro-
longation of 15th Street and the boundary line of the City of
Newport Beach; thence Southeasterly along said boundary line
to Tustin Avenue; thence Southerly along Tustin Avenue to
Clay Street; thence Southeasterly along Clay Street to Aliso
Avenue; thence Southwesterly along Aliso Avenue to Beacon
Street; thence Southeasterly along Beacon Street to Irvine
Avenue; thence Northeasterly along Irvine Avenue to Coral
Place; thence Southeasterly along Coral Place to Ste Andrews
Road; thence Northerly along St. Andrews Road to Clay Street;
thence Easterly along Clay Street to 15th Street; thence
Southeasterly along 15th Street to Kings Place; thence
Southerly along Kings Place to Cliff Drive; thence Easterly
along Cliff Drive to Dover Drive; thence Southerly along
Dover Drive to East Coast Highway; thence Easterly along
East Coast Highway to Upper Newport Bay; thence Southerly
along Upper Newport Bay to the fain Channel of Newport Bay;
thence Westerly along the Main Channel of Newport Bay to the
Southeasterly prolongation of the West Lido Channel; thence
Northerly along said prolongation and along the West Lido
Channel to the Easterly prolongation of the Balboa Coves
• Channel; thence Westerly along said prolongation and along
the Balboa Coves Channel to Newport Boulevard; thence North-
erly along Newport Boulevard to West Coast Highway; thence
Westerly along West Coast Highway to the Northerly prolonga-
tion of 59th Street; thence Northerly along said Northerly
prolongation to the boundary line of the City of Newport

Beach; thence Northerly and Westerly along said boundary
line to the Northeasterly prolongation of the Southeasterly
line of Summit Street and the point of beginning.
EXCEPT THAT PORTION THEREOF INCLUDED WITHIN THE COUNTY OF
ORANGE.
SECTION 4. The Fourth District shall include all that
portion of the City included within the following described boundary
line, to wit:
Beginning at the intersection of Westcliff Drive and Irvine
Avenue; thence Southeasterly along Westcliff to Pescador
Drive; thence Northeasterly along Pescador Drive to Notting-
ham Road; thence Easterly along Nottingham Road to Santiago
Drive; thence Northerly along Santiago Drive to Mariners
Drive; thence Easterly along Mariners Drive and its Easterly
prolongation to Upper Newport Bay; thence Northerly along
Upper Newport Bay to an angle point in the City boundary line,
said angle point being the most Easterly angle point on the
Southeasterly prolongation of Mesa Drive; thence Westerly
along said City boundary line to Tustin Avenue; thence South-
westerly along Tustin Avenue to 22nd Street; thence South-
easterly along 22nd Street to Irvine Avenue; thence South-
westerly along Irvine Avenue to the point of beginning.
SECTION 5< The Fifth District shall include all that
portion of the City included within the following described boundary
• line, to wit:
Beginning at the intersection of Palisades Road and Jamboree
Road; thence Southerly along Jamboree Road to Eastbluff Drive;
thence Southerly along Eastbluff Drive to Jamboree Road at Ford
Road; thence Southwesterly along Jamboree Road to East Coast
Highway; thence Easterly along East Coast Highway to the North-
easterly prolongation of the Westerly line of Irvine Terrace
City Park; thence Southwesterly along said prolongation and
along said Westerly line of Irvine Terrace City Park to Sea-
drift Drive; thence Westerly along Seadrift Drive to E1 Paseo
Drive; thence Southwesterly along E1 Paseo Drive and its South-
westerly prolongation to the Balboa Island Channel; thence
Northerly and Westerly along the Balboa Island Channel to the
Main Channel of Newport Bay; thence Westerly along the Main
Channel of Newport Bay to the Southerly prolongation of Upper
Newport Bay; thence Northerly along said prolongation of Upper
Newport Bay to the West Coast Highway; thence Westerly along
West Coast Highway to Dover Drive; thence Northerly along Dover
Drive to Cliff Drive; thence Westerly along Cliff Drive to
Kings Place; thence Northerly along Kings Place to 15th Street;
thence Northwesterly along 15th Street to Clay Street; thence
Westerly along Clay Street to St. Andrews Road-, thence Southerly
along St, Andrews Road to Coral Place; thence Northwesterly
along Coral Place to Irvine Avenue; thence Southwesterly
along Irvine Avenue to Beacon Street; thence Northwesterly
along Beacon Street to Aliso Avenue; thence Northeasterly
along Aliso Avenue to Clay Street; thence Northwesterly along
• Clay Street to Tustin Avenue; thence Northeasterly along Tustin
Avenue to 16th Street; thence Southeasterly along 16th Street
to Irvine Avenue; thence Northeasterly along Irvine Avenue to
Westcliff Drive; thence Southeasterly along Westcliff to
Pescador Drive; thence Northeasterly along Pescador Drive to

Santiago Drive; thence Northerly along Santiago Drive to
Mariners Drive; thence Easterly along Mariners Drive and
its Easterly prolongation to Upper Newport Bay; thence
Northerly along Upper Newport Bay to an angle point in the
City boundary line, said angle point being the most Easterly
angle point on the Southeasterly prolongation of Mesa Drive;
thence Northeasterly along the City boundary line to Palisades
Road; thence Southeasterly along Palisades Road to the point
of beginning.
SECTION 6. The Sixth District shall include all that
portion of the City included within the following described boundary
line, to wit:
Beginning at the intersection of MacArthur Boulevard and East
Coast Highway; thence Northerly along MacArthur Boulevard to
Campus Drive; thence Southwesterly along Campus Drive to
Palisades Road; thence Southeasterly along Palisades Road to
Jamboree Road; thence Southerly along Jamboree Road to East -
bluff Drive; thence Southerly along Eastbluff Drive to
Jamboree Road at Ford Road; thence Southerly along Jamboree
Road to East Coast Highway; thence Southeasterly along East
Coast Highway to the Westerly line of Irvine Terrace City Park;
thence Southwesterly along said westerly line of Irvine
Terrace City Park to Seadrift Drive; thence Westerlyy
along Seadrift Drive to E1 Paseo Drive; thence Soutla�
westerly along E1 Paseo Drive and its Southwesterly pro-
longation to the Balboa Island Channel; thence Northerly and
Westerly along the Balboa Island Channel to the Northerly pro -
longation of Collins Avenue; thence Southerly along said
• Northerly prolongation and along Collins Avenue to Balboa
Avenue; thence Easterly along Balboa Avenue to Ruby Avenue;
thence Southerly along Ruby Avenue to the Main Channel of
Newport Bay; thence Easterly along the Main Channel of Newport
Bay to the center line of the Harbor Entrance; thence Southerly
along the center line of the Harbor Entrance to the mean high
tide line of the Pacific Ocean; thence Easterly along said
mean high tide line to the Southerly prolongation of the com-
mon lot line between Lots 16 and 17, Tract 1026; thence North-
erly along said prolongation to said common lot line; thence
Northerly along said common lot line and its Northerly pro-
longation to Marguerite Avenue; thence Northerly along Mar-
guerite Avenue to East Coast Highway; thence Northerly along
East Coast Highway to the point of beginning.
SECTION 7. The Seventh District shall include all that
portion of the City included within the following described boundary
line, to wit:
Beginning at the intersection of MacArthur Boulevard and East
Coast Highway; thence Northerly along MacArthur Boulevard to
the Northerly boundary line of Annexation No. 57 of the City
of Newport Beach; thence Southeasterly and Southerly along
said boundary line to the mean high tide line of the Pacific
Ocean; thence Westerly along the mean high tide line to the
• prolongation of the common lot line between Lots 16 and 17,
Tract 1026; thence Northerly along said prolongation to said
common lot line; thence Northerly along said common lot line
and its Northerly prolongation to Marguerite Avenue; thence
Northerly along Marguerite Avenue to East Coast Highway;
thence Northerly along East Coast Highway to the point of
beginning.

SECTION 8. By the enactment of this ordinance it is
the intention of the City Council that the district numbers and
boundaries as set forth herein shall replace and supersede all
• prior district numbers and boundaries as originally established
by Sections 1006 through 1012 of the City Charter and as subse-
quently modified by ordinance.
SECTION 9. This ordinance shall be published once in the
official newspaper of the City, and the same shall be effective 30
days after the date of its adoption.
This ordinance was introduced at a regular meeting of
the City Council of the City of Newport Beach held on the uth day
of September_, 1967, and was adopted on the 9th day
