ORDINANCE NOS 1249
AN ORDINANCE OF THE CITY OF NEWPORT BEACH AMENDING
SECTION 90360020 OF THE NEWPORT BEACH MUNICIPAL CODE
RELATING TO FIRE PROTECTION OF MARINE INSTALLATIONS
The City Council of the City of Newport Beach does
ordain as follows:
SECTION 1> Section 9,36,020 of the Newport Beach Munic-
ipal Code is amended to read:
"9.36.020 Protection of Marine Installations. All.
commerciaT-g 'piers, wharves, oats, boats ips an marine
service stations, and all noncommercial piers, wharves,
floats and boat slips with facilities for mooring five
(5) or more boats, shall be equipped for fire protection
as follows:
(1) Means shall be available for calling the Fire
Department. Such means may consist of a Fire Department
alarm box, a proprietary alarm system, or a non -pay tele._
phone located on the premises and identified in a manner
satisfactory to the Fire Chief, Marine installations
which do not have such means for calling the Fire Depart-
ment shall be made to conform with the requirements of
this subsection on or before July 1, 19680
• (2) Fixed first aid hose stations (wet standpipes)
shall be installed in conformity with the applicable
standards set forth in Pamphlet No. 14 of the National
Board of Fire Underwriters and the following requirements:
as The hose stations shall be connected to a street
water main and provided with a pumper connection with ap-
proved valuing. Piping shall be not less than 2 inches
and shall be adequately treated to protect the metal from
corrosion or damage. A flexible connection may be in-
stalled between a deck or pier and any floating pier.
b. Hose stations shall be equipped with a hose rack
or reel, a 1 1/2 inch valve, not more than 100 feet of
approved 1 1/2 inch fire hose and a 1 1/2 inch brass or
bronze shutoff type combination straight stream and fog
nozzle. The orifice for straight stream shall be 1/2
inch in diameter, The hose stations shall be so located
that any portion of a moored craft, pier, wharf or float
may be reached immediately with the hose provided.
c, There shall be located at each hose station one
twenty (20) pound dry chemical type fire extinguisher.
do Each hose station shall be installed in a cabi-
net so that the hose and equipment will be protected from
the elements and from unauthorized use. Each hose station
shall be appropriately labeled, with letters not less than
three (3) inches high.
e. Plans for hose stations shall be approved by the
Fire Chief prior to installation and the completed work
shall be subject to final inspection and approval after
installation.
(3) It shall be the responsibility of the owner or
the lessee, manager or other person in charge of a marine
service station or mooring facility to maintain in good
working order all fire fighting equipment required by this
sections
(4) When an unusual fire hazard exists at any facil-
ity described in this section, the Fire Chief may require
that the owner or lessee provide additional fire protection
equipment suitable to the hazard.
(5) Every boat or vessel that shall become hazardous
from the standpoint of fire or explosion shall immediately
become subject to the orders of the Fire Chief. No person
shall fail or refuse to comply with the directions of the
Fire Chief with regard to making such vessel safe from the
danger of fire or explosion.
(6) Separate shore connected docks or piers in marine
installations, which are in existence and do not comply
with the requirements of subsection (2) on the effective
date of this section;, shall be caused to comply with said
requirements in the event that alterations or repairs cost-
ing in excess of fifty per cent (50 %) of the appraised
value of any such shore connected dock or pier are made in
any one year period, or in the event that any such shore
connected dock or pier is reconstructed after having been
damaged or destroyed by fire, explosion, earthquake, or
other disaster,
(7) Wharves, piers, or floats at marine service sta-
tions shall be used exclusively for the dispensing or
transfer of petroleum products to or from marine craft,
except that transfer of essential ship stores is permitted.
Sales of ship stores or merchandise shall not be allowed
from an area where fuel is dispensed into the tanks of
motor craft,
(8) No vessel or craft shall be made fast to or
berthed at any fuel docks serving a marine service station,
except during fueling operations, and no craft shall be made
fast to any other vessel or craft occupying a berth at any
marine service station,"
SECTION 2, This ordinance shall be published once in
the official newspaper of the City, and the same shall be effec-
tive 30 days after the date of its adoption.
This ordinance was introduced at a regular meeting of
the City Council of the City of Newport Beach held on the 22nd
day of April , 1968, and was adopted on the 13th day
of May , 19689 by the following vote, to wit;
