Recirculated Partial Draft Environmental Impact Report Hoag Health Center Use Permit Amendment— Newport Seach, CA November2007 1 Page, l�b Hoag Health Center Use Penn# Amendment Recirculated Partial Draft Envronmental Impact Report Section 1.0 1.0 PREFACE During the public comment period for the Draft EIR prepared for the Use Permit Amendment proposed for Hoag Health Center, the California Department of Transportation (Caltrans) commented upon an aspect of the traffic analysis conducted for the proposed Project. Caltrans expressed its concern that intersection turning pockets along Newport Boulevard and West Coast Highway could be adversely impacted by the proposed Project, and requested additional storage length analysis for intersections along Newport Boulevard and West Coast Highway. In response to the Caltrans comment, the responses to comments (Appendix G of the Final EIR) included the analysis requested by Caltrans. The analysis utilized data found in the traffic study prepared for the Draft EIR (Appendix G of the Traffic Study, included as Appendix C of the Draft EIR). The projected average queue of vehicles in the turn pockets is generated as a part of the intersection delay analysis in accordance with the Highway Capacity Manual utilized by Caltrans; this delay analysis was summarized in the Draft EIR on pages 4.2- 19-20. Based upon the new analysis conducted in response to the Caltrans comment, the length of the northbound, left -hand turn pocket at the intersection of Newport Boulevard /Hospital Road is approximately 175 feet. Assuming a queue length of 25 feet per vehicle, currently (without the Project) the left hand turn pocket provides an average queue length of 6 vehicles needing 150 feet during the morning peak hour and an average queue of 7 vehicles needing 175 feet in the afternoon peak hour. The new analysis indicates that with project - related traffic, there is an average queue of 8 vehicles needing 200 feet in the morning peak hour and an average queue of 11 vehicles needing 275 feet In the afternoon peak hour, exceeding the current storage capacity in both the morning and afternoon peak hours. Based upon this new information, a new mitigation measure (MM 4.2 -3) has been prescribed to require the lengthening of the left turn pocket to provide sufficient vehicle storage length and to ensure this impact can be reduce to a less than significant level. A limited portion of the Draft EIR has been revised to address the deficiency noted above. The RPDEIR includes a revision to Section 4.2 (Traffic and Circulation) of the Draft EIR. This revision reflects the analysis of turn pocket capacity along Caltrans - related intersections and includes the new significant impact related to the turn pocket analysis and the mitigation measure to address the deficiency forecast to left hand turn pocket capacity at Newport Boulevard and Hospital Road resulting from the Use Permit Amendment proposed for the Hoag Health Center. Recirculated Partial Dreg Environmental impact Report Hoag Health Center Use Permit Amendment — Newport Beach, CA November-2007 Page 1 -1 \ Hoag Health Center Use Permit Amendment Recirculated Partial Draft Environmental Impact Report Section 20 2.0 TRAFFIC AND CIRCULATION 2.1 Background for Recirculated Partial Draft Environmental Impact Report (RPDEIR) During the public comment period for the Draft EIR, the California Department of Transportation ( Caltrans) commented upon an aspect of the traffic analysis conducted for the proposed Project. Caltrans expressed its concern that intersection turning pockets along Newport Boulevard and West Coast Highway could be adversely impacted by the proposed Project, and requested additional storage length analysis for intersections along Newport Boulevard and West Coast Highway. The text of the comment submitted by Caltrans relevant to the RPDEIR was as follows: This project is anticipated to adversely impact intersection turning pockets. It should be noted that demands at turning pockets are at or reaching capacities. Please provide the storage length analysis for left and right turn pockets at the intersections on Newport Boulevard and Pacific Coast Highway within the study area.' In response to the Caltrans comment the responses to comments (Final EIR Appendix G) included the analysis requested by Caltrans and presented in Section 3.0, below. The analysis utilized data found in the traffic study prepared for the Draft EIR (Appendix G of the Traffic Study, Included as Appendix C of the Draft EIR). The projected average queue of vehicles in the turn pockets is generated as a part of the intersection delay analysis in accordance with the Highway Capacity Manual utilized by Caltrans; this delay analysis was summarized in the Draft EIR on pages 4.2- 19-20. Based upon the new analysis conducted in response to the Caltrans comment, the length of the northbound, left -hand turn pocket at the intersection of Newport Boulevard/Hospital Road was found to be deficient when Project- related traffic was added to the existing traffic, future approved projects, and cumulative projects. Based upon this new information, a new mitigation measure (MM 4.2 -3) has been prescribed to require the lengthening of the left turn pocket to provide sufficient vehicle storage length and to ensure this impact can be reduced to a less than significant level. 2.2 Scope And Purpose Of The RPDEIR The scope of this RPDEIR is limited to the "significant new information" raised after the public notice was given on the Draft EIR and before certification of the Final EIR. (14 Cal. Code Rags. §15088.5[a]) As directed by the applicable regulations, the RPDEIR contains only the portions of the Draft EIR revised due to the significant new information raised during the public review process. (14 Cal. Code Rags. §15088.5[c]) The purpose of this RPDEIR is to provide the significant new information to the public and allow the public an opportunity to comment on the significant new information prior to the certification of the Final EIR. 2.3 Caltrans Turn Pocket (Queue) Analysis The information appearing below is considered a new subsection for the Traffic and Circulation analysis (Section 4.2 of the Draft EIR). Specifically the information presented in this section of the RPDEIR is considered part of Subsection 4.2.4.2 (Long -Term Operational Impacts) within Section 4.2 of the Draft EIR. 'It should be noted that PCH or Peelle Coast Highway is referred to as West Cost Highway within the City of Newport Beach and for the remainder of this RPDEIR. Recirculated Partial Draft Environmental Impact Report Hoag Healh Center Use Permit Amendment — Newport Beach, CA November 2007 Page 2•f la Hoeg Health Center Use Permit Amendment Recirculated Partial Draft Envimnmemal Impact Report Section 2.0 As an operational control, Caltrans' Highway Design Manual ( §405.2[D]) specifies a design standard wherein turn pockets should have 25 feet of spacing for each vehicle queued in the turn pocket. Using the existing turn pocket length, comparing to the Caltrans operational control standard, and examining intersections under the jurisdiction of Caltrans along Newport Boulevard and West Coast Highway studied as part of the traffic analysis conducted for the Draft EIR, a new analysis was generated for queue length at the intersections with turn pockets. The projected average queue has been obtained from delay worksheets contained in the Traffic Study (Appendix G of the Traffic Study, located in Appendix C of the Draft EIR). November 2007 As indicated in the table above, one turn pocket at one Intersection is projected to have an insufficient queue length under future conditions with the Project traffic. This intersection is the Newport Boulevard northbound left hand turn pocket at the intersection of Hospital Road. The length of the northbound, left hand turn pocket at the intersection of Newport Boulevard/Hospital Road is approximately 175 feet under existing conditions. Assuming a queue length of 25 feet per vehicle, currently (without the Project) the left hand turn pocket provides an average queue length of 6 vehicles needing 150 feet during the morning peak hour and an average queue of 7 vehicles needing 175 feet in the afternoon peak hour. The new analysis Indicates that with project - related traffic, there is an average queue of 8 vehicles needing 200 feet in the morning peak hour and an average queue of 11 vehicles needing 275 feet in the afternoon peak hour, exceeding the current storage capacity in both the morning and afternoon peak hours. The lack of available queue length for the left hand turn pocket at northbound Newport Boulevard /Hospital Road is considered a significant impact, per Caltrans operational design standards. Recirculated Partial Draft Environmental hnpact Report Hoag Health Center Use Permit Amendment — Newport Beach, CA November 2007 Page 2 -2 1� Hoag Health Center Use Permit Amendment Recirculated Partiat Draft Environmental Impact Report Section 2.0 If the turn pocket were lengthened to provide a capacity of 275 feet then there would be no queue deficiency per Caltrans operational control design standard. The median forming the left hand turn pocket at Newport Boulevard (NB) and Hospital Way can be modified to add length to the turn pocket without adversely affecting any other traffic lanes and without requiring any right- of-way be obtained. Lengthening the turn pocket would not adversely affect the delay projected at this intersection in the Draft EIR. Likewise, the level of service of Newport Boulevard /Hospital Road would remain at LOS B for morning peak hours and LOS D for afternoon peak hours, thus the Project - related impacts projected for the intersection generally, as defined by the City of Newport Beach's significance thresholds, which are based upon level of service, would be remain less than significant as the level of service would not exceed LOS D. However, mitigation for the queue length to address the Caltrans operational specification is proposed below. 2.4 Impact Statement and Mitigation Measure for Queue Deficiency The following impact statement and mitigation measure are added to those appearing in Section 4.2.5 of the Traffic and Circulation analysis (i.e., Section 4.2 of the Draft EIR). Impact4.2 -3: Project implementation will result in inadequate northbound left -turn vehicle stacking capacity at the Newport Boulevard/Hospital Road Intersection. MM 4.2 -3: Prior to the issuance of any medical office tenant improvement permits causing the site to exceed 97,000 square feet of medical office floor area, the applicant shall post a 10 -year bond to lengthen the northbound left turn lane at the intersection of Newport Boulevard /Hospital Road to provide sufficient storage length. The City will be responsible for completing the roadway improvements and the applicant shall reimburse the City for all costs, expenses and fees associated in any way with these improvements. With implementation of MM 4.2 -3 and in light of the analysis presented above in Section 2.3, traffic impacts related to queuing at Caltrans intersections, inclusive of the intersection of Newport Boulevard /Hospital Road, will be less than significant. 2.5 Effect on Remainder of the Draft EIR The analysis presented above will have no effect on other portions of the Draft EIR. Projected traffic levels at the intersection of Newport Boulevard /Hospital Road are not projected to change based upon a lengthened turn pocket to be implemented as part of MM 4.2 -3. Levels of significance based upon Newport Beach significance criteria (discussed in Section 4.2.2 in the Draft EIR), will not be affected and other conclusions of significant or less than significant impacts reached in the Traffic and Circulation analysis (i.e., Section 4.2 of the Draft EIR) will not change. Because traffic patterns and levels will not be modified as a result of the analysis presented in this RPDEIR, air quality and noise analyses and conclusions reached on air quality and noise impacts (Section 4.3 — Air Quality and Section 4.4 — Noise of the Draft EIR) will not be affected.
