That was the intent as depicted on the elevation views sheets A -4 and A -5. I'm glad we cleared this up, please let me know if there is any confusion. Sheet A -3 'garage floor plan' identifies and gives the heights of the stair wall and rail. At the portion of the stairs towards the street it is a combination of wall (W -12 ") and rail. There is a small portion at the patio level towards the house that is a property line wall. The hatched areas on sheet A -4 denotes wall and railing — anything above the 3' max. The whole purpose of the railing is to provide safety and site visibility to the street. In fact, your letter to the Planning Department dated May 6, 2008, states the following: '..., we respectfully request to continue our application for a modification to allow the vehicular bridge, required guardrails, stair handrail, and portions of the site walls to exceed the 3' height limit within the front yard setback." The elevation Sheet A -4 shows a solid wall. A note identifies the wall: "Hatched areas denote side yard property line wall within F.Y.S.B. greater than 3' above natural grade — typ." If these statements included in your submittal are true, the project summery is accurate. I live at 2224 Pacific Drive, across the street from the above property seeking the Modification. I urge the City to reject the proposed modification. I met with you some weeks ago,and attended the first hearing on the matter, which was postponed until tonight. Unfortunately, I have a scheduling conflict and will be unable to attend tonight. I would ask you to convey to whomever would be appropriate my opposition to the modification as an neighboring property owner who will be affected the project. As pointed out in your report, the proposed project is an attempt to far overbuild on a very small lot. In fact, this is a half lot that appropriately currently has a small cottage on it. An attempt to build a modernistic four bedroom house with a pool is almost laughable. This is simply an attempt by an investor to capitalize on overwhelming an almost unbuildable half lot with a much too large a structure at the expense of the neighborhood. His property right needs to be balanced with that of the neighborhood which also has property rights affected. I support the staffs objection to the proposal and request that the size be scaled back. I understand that the architect has amended the plans to add a street level planter. That does nothing to deal with the real issue of overbuilding for the size of the lot. This should be scaled down to reflect a use similar to that currently for the property. Thank you for your consideration, and please pass my objection on to the appropriate authorities.
