SUBJECT: General Plan Annual Progress Report including Housing
Element Report (PA2007 -195)

Review, provide comment, and direct staff to submit the General Plan Annual Progress
Report to City Council, Office of Planning and Research (OPR), and Department of
Housing and Community Development (HCD).
DISCUSSION
The intent of this report is to demonstrate the City's compliance with Government Code
Section 65400, which mandates that the City to prepare an annual report on the status
of the General Plan and progress of implementation. Each City and County is required
to submit the annual report to their legislative body. A copy of the report is required to
be sent to the Office of Planning and Research (OPR) and the Department of Housing
and Community Development (HCD).
The report attached as Exhibit No. 1, follows preparation guidelines set forth by OPR
and provides information for decision makers to assess how the General Plan was
implemented during the 2007 calendar year. The report does not look at every
Implementation Program separately but instead at the General Plan Implementation
Task List created by the General Plan /Local Coastal Program Implementation
Committee. The Committee, created by City Council in December 2006, identified
priority tasks to implement the General Plan.
The Housing Element portion has more specific requirements, as required by
Government Code Sections 65584 and 65583, to demonstrate the City's progress in
meeting its share of regional housing needs and Housing Element goals. As mandated
by Government Code Section 65400, staff used guidelines provided by HCD to prepare
this portion. As a result, the Housing Element portion includes the following information:

(A) annual building activity reports for new housing units; (B) regional housing needs
allocation progress; and (C) program implementation status including local efforts to
remove governmental constraints to the maintenance, improvement, and development
of housing.
Environmental Review
Not subject to CEQA, as the actions are not a project as defined in Section 15378(b) (2)
of the Public Resources Code.
